HomeMy WebLinkAboutItem 03 07-15 draft minutes CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES July 15, 2021 Vice Chair Majorowicz called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given. Members Present: Vice Chair Jenna Majorowicz, Karl Drotning, Jason Swenson, Brooks Lillehei, Christine Zimmer, Scott Einck, Patty Zuzek Members Absent: Chair Jeff Witte, Pat Kaluza Staff Present: Daryl Morey, Planning Director; Daniel Licht, The Planning Company; Penny Brevig, Recording Secretary 3. Approval of the Meeting Minutes The July 1, 2021 Planning Commission meeting minutes were approved as presented. 4. Announcements There were no handouts or announcements at tonight’s meeting. 5. City of Lakeville Vice Chair Majorowicz continued the discussion of amendments to Chapters 11-23 and 11-37 of the Zoning Ordinance. Vice Chair Majorowicz asked Planning Consultant Daniel Licht to present the planning report. Daniel Licht presented the planning report on the amendments to Chapters 11-23 and 11-37 of the Zoning Ordinance. Mr. Licht stated that at their June 7, 2021 meeting the City Council adopted the majority of the proposed Zoning Ordinance amendments recommended by the Planning Commission at their May 20, 2021 meeting. The City Council referred the issue of design standards for motor fuel facilities back to the Planning Commission after new information was presented. Mr. Licht indicated that city staff is also presenting additional language allowing for shared freestanding signs on abutting properties within commercial zoning districts located within the Freeway Corridor District. Mr. Licht reviewed the Zoning Ordinance amendment regarding the shared sign provision, which is proposed to be limited to properties within the Freeway Corridor District abutting I- Planning Commission Meeting Minutes, July 15, 2021 Page 2 35. This amendment would allow all abutting commercial lots to share freestanding sign structures within the I-35 Freeway Corridor District. Mr. Licht reviewed the proposed amended provisions of the Zoning Ordinance for motor fuel canopies, per the new information that was presented at the June 7, 2021 City Council meeting. City staff is recommending the Zoning Ordinance provisions be modified further to reflect the purpose of the colored banding for business identification purposes, but to still be consistent with the intent of the exterior finish and sign provisions of the Zoning Ordinance. Planning Department staff recommends approval of the proposed Zoning Ordinance amendment as presented. Vice Chair Majorowicz asked for comments from the Planning Commission. Discussion points included: • Commissioner Zimmer confirmed that the Zoning Ordinance amendment is restricting the lighting on the abutting residential side of the motor fuel canopies. • Mr. Morey clarified that the signage on the canopy, whether it is a logo or name, cannot extend outside the canopy face. • Rick Bohnen, owner of the former HiHi Market joined via Zoom and asked if the blue lighting he is proposing on the posts of the canopy would be allowed. Mr. Licht indicated that would not be allowed under the current and proposed ordinance language. Mr. Bohnen appreciated the motor fuel canopy changes the City is making to the Zoning Ordinance. Motion was made by Lillehei, seconded by Drotning to recommend to City Council approval of the amendment to Chapters 11-23 and 11-37 of the Zoning Ordinance as presented.
