Olson, Community and Economic Development Director Copy: Justin Miller, City Administrator Kati Bachmayer, Economic Development Coordinator Date: August 24, 2021 Subject: August Director’s Report The following is the Director’s Report for August 2021. th The Metropolitan Council released U.S. Census Bureau information on August 18 and Lakeville’s population count for the 2020 Census was 69,490. This is a 13,421 increase from the 2010 Census. With this new Census count, Lakeville is now the largest city in Dakota County. Note: The next scheduled meeting will be held Monday, September 27 at 5 p.m. in the Council Chambers. This is a joint meeting with City Council and Planning Commission members to discuss updating the Strategic Plan for Economic Development. Development Update The following are updates on a number of active commercial, industrial, and multi-family residential projects.  Children’s Minnesota recently announced the expansion of its behavioral health services by offering a new outpatient mental health program for adolescents ages 12- 18 at the Lakeville Clinic. The program allows patients to receive intensive mental health care during the day and return home to their families on evenings and weekends.  The City Council approved Scannell Properties’ South Ryan Addition preliminary plat application during its August 16 meeting. The site is located south of CR-70 and west of Amazon and Jacquard Ave. The proposed project would include a 40,000-square-foot industrial building to include office and warehouse space for Magnum Trucking.  The City Council approved a comprehensive plan amendment and zoning map amendment for both the newly annexed Adelmann Property and Ruddle Property during the August 16 meeting.  Scannell Properties has submitted a preliminary plat application and plans for Ryan Property North Addition to construct a 168,000-square-foot warehouse building, to be located on the west side of Jacquard Avenue and the north side of the Northern Natural Gas Pipeline.  During the August 16 meeting, the City Council approved a purchase agreement to acquire the College Hunks property at 17471 Kenwood Trail. The City plans to use RALF (Right-of-way Acquisition Loan Fund) dollars from the Metropolitan Council and MnDOT to purchase the property, which is needed for the eventual CR-50/I-35 interchange project.  Uponor’s application to construct a 57,000-square-foot addition onto its existing building located at 21900 Dodd Blvd is currently under staff review.  Apple Auto Group’s project in Airlake Station Second Addition was approved during the July 19 City Council meeting. The new 58,550-square-foot, 2-story automotive service, repair, and sales facility will be located east of U-Haul on Lakeville Blvd. This location will be one of the first standalone Ford commercial vehicle sales and service centers and is anticipated to employ 50-60 FT people.  Buddy’s Kitchen has submitted plans to construct a 40,193-square-foot freezer and dock addition to its existing 87,505-square-foot building at 21150 Hamburg Ave. th  Launch Properties’ Launch Park Third Addition was approved during the June 7 City Council meeting. The project will construct a 43,300-square-foot building for Old Dominion Freight Line, a truckload shipping company that offers regional, inter- regional and national LTL service and is currently performing grading on the site.  Raising Cane’s conditional use permit application and plans were approved during the June 21 City Council meeting. The business will be constructing a 3,700-square-foot restaurant with drive-thru service, located near Target on the vacant lot near I-35 and th north of 185 Street.  Scannell Properties new 158,000-square-foot building in Interstate South Logistics Park is under construction. The building would be located north of Schneiderman’s Distribution Center, at the southwest corner of CR 70 and Dodd Blvd.  Summit Orthopedics held a groundbreaking ceremony on July 20th. The new 25,660- square-foot building is already partially complete, but the ceremony had been delayed due to COVID. The new medical office building is located at 17210 Kenyon Avenue, near Holiday gas station and Perkins.  The Keokuk Liquor Store construction is making progress and the new store has a ribbon cutting ceremony scheduled for September 27 at 4 p.m. The building is located near Harry’s Scratch Kitchen and Hampton Inn & Suites off I-35 and CR 70.  The 750,000-square-foot Amazon XL Fulfillment Center building is complete and a Certificate of Occupancy has been issued to Amazon. The property is located at 9800 th 217 Street W.  Construction is nearing completion on FedEx Freight’s 88,255-square-foot addition to the maintenance and warehouse buildings. FedEx Freight is located at 9331 217th Street at the southeast quadrant of 215th Street (CSAH 70) and Dodd Boulevard (CSAH 9). Building Permit Report The City has issued building permits with a total valuation of $211,098,016 through July. This compares to a total valuation of $182,362,440 for building permits issued through July of 2020. The City issued permits for 303 single-family homes through July with a total valuation of $95,999,000. This compares to 312 single-family home permits through July of 2020 with a total valuation of $93,400,000. The City has also issued 115 townhome permits with a total valuation of $24,807,000 through July, compared to 73 townhome permits with a total valuation of $13,240,000 during the same period in 2020. Lakeville has issued the highest number of residential permits year-to-date in the Twin Cities followed by Woodbury, Cottage Grove, Otsego and Dayton. Additional Highlights Lakeville was recently featured on the Minnesota Trails blog (https://mntrails.com/trail- pairings-a-visit-to-lakeville/). It featured several city parks and downtown businesses, including the Lakeville Area Arts Center and Lakeville Brewing Company. County Road 70 construction is anticipated to be completed by late fall 2021.
