Subject: Review Casperson Park Performance Stage Master Plan Concepts
In the original conceptual designs of Casperson Park going back to 1989 an
amphitheater/performance stage has been identified to be constructed in the park. The Parks,
Trails and Open Space Plan also lists this amenity as a park need and opportunity in the system.
Staff has been working with WSB regarding the design of concepts for a performance stage at
Casperson Park. Staff's original idea was to place the performance stage in the open lawn area,
east of the main trail going through the park as noted on Master Plan Concept 2. It was
determined that the challenge with this concept is that the structure needs to be 75 feet from
the ordinary high-water markwhich is denoted as the dashed yellow line on the plan. As a result
of this, the plaza and lawn seating area is smaller than desired.
Staff and WSB then proceeded to create Master Plan Concept 1 that proposes to place the
performance stage where the current sand volleyball court is located northwest of the main
building. The seating capacity for Concept 1 almost doubles the capacity from Concept 2
ranging from 625 - 950 people.
At the meeting Staff will present the concepts to the Parks, Recreation and Natural Resources
Committee for comments and a recommendation.
