HomeMy WebLinkAbout0371 ORDINANCE NO. 371 CITY OF LAKEVILLE DAKOTA COUNTY, MINNESOTA AN ORDINANCE PROVIDING WATER SURFACE MANAGEMENT STANDARDS FOR CRYSTAL LAKE THE CITY COUNCIL OF THE CITY OF LAKEVILLE ORDAINS AS FOLLOWS: SECTION 1. Title 7 of the Lakeville City Code is hereby amended by adding Chapter 9 to read as follows: 9--8-1 Title: This ordinance shall be known and cited as "Crystal Lake Water Surface Management Ordinance." 9-8-2 Purpose: The purpose of this ordinance is to enhance and preserve the recreational use, safety, and enjoyment of Crystal Lake. 9-8-3 Prohibition: No watercraft shall be utilized on Crystal Lake except in compliance with this Chapter: 9 '8-4 Exemption: Authorized resource management, emergency end enforcement ..personnel when acting in the performance. of their assigned duties shall be exempt from this Chapter. 9-8-5 Definitions: The following terms shall have the meanings .given herein: WATERCRAFT: Means any contrivance used or designed for navigation on water, other than seaplanes. SLOW NO-WAKE: Means operation of a watercraft at the slowest possible speed necessary to maintain steerage and in no case greater than five (5) miles per hour. 9-8-6 Slow No-Wake Zones: A. Maple Island Bay and Buck Hill Bay shall be slow no-wake zones. B. From shore to a distance of 150 feet from shore shall be a slow no-wake zone. There shall not be a slow no-wake zone around Pik Nik Island. C. All of Crystal Lake shall be a slow no-wake zone when the lake water elevation is 934.00 feet or greater, as measured at the outlet pipe at the west end of the lake. D. No watercraft towing a person on water skis, aquaplane, or a similar device shall be operated at any time in any low no-wake zone; provided, however, that any watercraft launching or landing a person on water skis, aquaplane, or similar device by the most direct route to open water or shore shall be exempt from this Section 9-8-6 D. 9-8-7 Use Standards; Speed Limits: A. All watercraft traffic on the lake exceeding a slow no-wake speed shall travel in a counterclockwise direction. B.` The maximum speed limit for watercraft from 9:00 a.m. to sunset shall be forty (40) miles per hour, except as provided in Section 9-8-6 A, B, and C. - C. The. maximum speed limit for watercraft from sunset to 9:00 a.m. shall be fifteen {15) miles per hour. 9-8-8 Penalties: Violation of any provision of this Chapter shall be a misdemeanor. SECTION 2. This ordinance shall be effective immediately upon its passage and publication. PASSED AND DULY ADOPTED by the City Council of the City of Lakeville this .3rd day of April , .1989.
