Development Update The following are updates on a number of active commercial, industrial, and multi-family residential projects. • The Keokuk Liquor Store celebrated its grand opening with a ribbon cutting ceremony on October 11th. The City’s fourth liquor store is located at 20880 Keokuk Avenue, east of Hampton Inn & Suites and south of Harry’s Scratch Kitchen and Walmart. • A groundbreaking ceremony was held on October 7th to kick off the construction of The Pillars of Lakeville and Four Square Preschool and Daycare to be located on the Crossroads Church site at 17671 Glacier Way. The Pillars will be a 100-unit senior housing facility and Four Square is planned to have capacity for 240 children. • United Christian Academy (UCA) has submitted a comprehensive plan amendment and rezoning application that will be reviewed by the Planning Commission during its October 21st meeting. The applicant is proposing development of a 47-acre property located west of I-35 and south of CSAH 70 as an education and healthcare campus for UCA, Neurosciences Institute of Pastoral Medicine and Sano Wellness Center. The project would include a 180,000 square foot education facility for pre-K through Grad 12 in the northern portion of the site (in the current Comprehensive Plan MUSA) and athletic fields in the southern portion (in MUSA area B with no utility access until 2029). • The City Council approved Scannell Properties’ South Ryan Addition preliminary plat application during its August 16 meeting and final plat review is anticipated to occur during the November 1st City Council meeting. The site is located south of CR-70 and west of Amazon and Jacquard Ave. The proposed project would include a 40,000- square-foot industrial building to include office and warehouse space for Magnum Trucking. • Scannell Properties has submitted a preliminary plat application and plans for Ryan Property North Addition to construct a 168,000-square-foot warehouse building, to be located on the west side of Jacquard Avenue and the north side of the Northern Natural Gas Pipeline. This project is currently under review by city staff. • Uponor was issued a building permit to construct a 57,000-square-foot addition onto its existing building located at 21900 Dodd Blvd. • Hearth & Home Technologies was issued a building permit at the end of September for an office/warehouse tenant finish at 22160 Cedar Avenue. The other portion of the Launch Park building is occupied by Sweet Harvest Foods. • Phoenix Cove Adult Day Center was issued a building permit in September to remodel the building at 20732 Holt Avenue, formerly Rosehenge Hall. • The County Road 70 expansion project is approaching completion. The project expanded County Road 70 from a 3-lane roadway to a 4-lane divided highway to accommodate increasing traffic volumes and improve safety along an essential route serving Lakeville’s growing/thriving industrial parks. The project also included other improvements including turn lanes at major intersections, trails, improved drainage and the extension of 220th Street from Grenada Avenue to Cedar Avenue. Final grading, concrete work, paving, restoration and completion of the highway is anticipated to be finished by November 5th, weather permitting. • Tires Plus is nearing completion on the construction of its new 6,262-square-foot minor auto repair service facility in Heritage Commons at 20170 Iberia Avenue. • Old Dominion Freight Line was issued a building permit in August to construct a 43,300- square-foot truck terminal located east of Cedar Avenue and north of 222nd Street W. • Raising Cane’s was issued a building permit in August to construct a 3,700-square-foot restaurant with drive-thru service, located near Target on the vacant lot near I-35 and north of 185th Street. • Scannell Properties new 158,000-square-foot building in Interstate South Logistics Park is under construction. The Outdoor GreatRoom Company (OGC) will occupy 94,500 square feet in the new building located at 9583 217th Street, just north of Schneiderman’s Distribution Center at the southwest corner of CSAH 70 and Dodd Blvd. OGC was approved for a $160,000 MN DEED Job Creation Fund (JCF) grant. • Summit Orthopedics’ construction is progressing on its new 25,660-square-foot building. The new medical office building is located at 17210 Kenyon Avenue, near Perkins. • Construction is complete on FedEx Freight’s 88,255-square-foot addition to the maintenance and warehouse buildings and the company was issued a TCO at the end of September. FedEx Freight is located at 9331 217th Street at the southeast quadrant of 215th Street (CSAH 70) and Dodd Boulevard (CSAH 9). Building Permit Report The City has issued building permits with a total valuation of $273,468,317 through September. This compares to a total valuation of $238,941,878 for building permits issued through September of 2020. The City issued permits for 364 single-family homes through September with a total valuation of $114,474,000. This compares to 432 single-family home permits through September of 2020 with a total valuation of $129,610,000. The City has also issued 145 townhome permits with a total valuation of $31,034,000 through September, compared to 112 townhome permits with a total valuation of $21,109,000 during the same period in 2020. Lakeville has issued the highest number of residential permits year-to-date in the Twin Cities followed by Woodbury, Cottage Grove, Otsego and Blaine. Additional Highlights The City of Lakeville held its annual Manufacturers Appreciation Reception and Workforce Development Panel Discussion on October 7th at the Holiday Inn & Suites. Panelists presenting during the workforce discussion were Congresswoman Angie Craig (attending via Zoom) and Brian McDonald, SBA District Director for Minnesota. Sponsors of the event included Dakota Electric Association, Lakeville Area Chamber of Commerce, Launch Properties, Minnesota Energy Resources, Scannell Properties and Xcel Energy. In September, the Community & Economic Development Department received the 2021 Leaders in Local Government in Communications and Marketing in recognition of the Thrive! Business Newsletter. The awards ceremony is held annually by the St. Paul Area Chamber of Commerce to highlight east metro local government leaders. Open to Business recently provided a Q3 update (see attached report for additional information). The Lakeville/Dakota County Business Advisor has served a total of 152 clients in 2021, 17 of them Lakeville businesses and 16 of them representing Lakeville residents, and the industry segments most highly represented were service, retail and food.
