ECONOMIC DEVELOPMENT COMMISSION MEETING MINUTES
DECEMBER 1, 1992
The meeting was called to order by Chair Emond at 7:00 p.m. in Conference
Room A of City Hall.
Roll call of members was taken. Present: Emond, Detjen, Brantly,
Matasosky, Erickson, Hanlon, Tushie.
Others present: Robert Erickson, City Administrator; Michael Sobota,
Community and Economic Development Director; Carol Graff, Graduate
Assistant.
92.15 Motion was made by Matasosky, seconded by Hanlon to approve the minutes of
the October 27, 1992 EDC meeting.
Motion passed unanimously.
Staff noted the recent resignation by Randy Berg from the EDC. The City
Council is expected to appoint a replacement soon.
Marketing Efforts
Staff led a discussion with the EDC members about additional marketing
• efforts for Fairfield Business Campus. Staff noted that additional
brochures are still available from the Fairfield mailing. Staff proposed
to do another mailing to other businesses. EDC members felt that targeting
types of industries that are showing growth in the Dakota County area would
be an important criterion. It was suggested that the mailing include large
law firms or CPA firms that do business with companies that maybe seeking
new sites. CPA and law firms sometimes have an influence over corporate
decision making. Also, staging the mailing so that adequate time is
available for follow-up with each of the contacted businesses. The best
time of the year for the mailing was felt to be late January or early
February.
Staff also discussed signage at Fairfield Business Campus. After
discussion, it was felt that the best approach would be to have two four by
eight signs placed in a "V". The signs should include the development plan
for the campus painted on the sign to be located at the site. The EDC and
staff also discussed the possibility of advertising. Staff indicated a
small amount of funds are available for community promotion in the amount
of $1,000 to $1,500. It was suggested that staff contact some of the
larger businesses in Airlake, possibly Grist Mill, to sponsor an ad in
Corporate Report. Staff will make contacts and report back to the EDC.
After discussion, the EDC agreed that staff should develop an action plan
including the timing of the advertising, if any, with other activities.
EDC members also felt that it might be timely to conduct another business
• and industry day tour. These tours would be for bankers, developers, and
industries potentially interested in Lakeville. This tour could be held
sometime in May or June. Staff will research the feasibility/format for
such an event.

Growth Management
Robert Erickson led a discussion of sewer capacity issues and residential
lot size issues. A copy of a recent County Assessor report on the market
values of existing single family homes in Lakeville will be forwarded to
EDC members. Discussion continued on the number of single family
residential permits issued to date in 1992 and that expected total permits
issued could reach 700 in 1992. Mr. Erickson referenced a work plan from
Northwest Associated Consultants, the City's planning consultant, regarding
the development of a comprehensive program to develop options for managed
growth.
Discussion continued on issuing a lower number of single family permits for
higher value homes vs. more permits issued for lower value homes. The
current supply of platted lots will last two to three years at a 600-700
permit rate. EDC members discussed the lack of low income housing for
employees who work in the industrial park. Mr. Erickson stated that public
involvement before April (when the current moratorium on residential
platting ends) is essential toward arriving at a comprehensive program.
• A copy of the last community survey questions will be submitted to EDC
members for their comments and suggestions before the next community survey
is taken.
Mr. Erickson went on to talk about the proposed water treatment plant which
maybe located at 185th Street and Ipava Avenue. The treatment plant will
enhance the quality of the water by removing iron and manganese. There are
funds to build part of the plant, but more funds are required to complete
the project. While not wishing to jeopardize the debt rating by issuing
bonds, the City Council has initially decided to increase the water
connection fees for residential only to $2,100, an increase of
approximately $1,100 starting on March 1,1993 for new construction. This
increase will assist in meeting the needs of current and future residents
and their families. The fee increase will not affect commercial/
industrial/institutional entities. Discussion centered on how the fee
increase will affect residential growth.
Mr. Erickson next discussed fiscal disparity issues and how the property
tax statements now arriving in business owner's hands portray this
distribution. Plans are to write an article in the Airlake Park News,
providing information on this issue to local businesses.

Program and Project Report
Staff asked EDC members for any questions or comments on information
submitted in the packet. Discussion of the fate of the post office located
in downtown was raised. The postal service is consolidating its real
estate offices to Kansas City.
Staff asked if the Airlake newsletter was reaching the audience it was
meant to reach. Discussion ensued on either publishing another newsletter
for commercial/retail or renaming the current newsletter to a broader
focus. Staff indicated the Airlake News is intended for the primary
audience of Airlake industries.
Staff indicated that a data base of commercial/retail businesses in the
community was nearly finished. This data base will provide information on
types of existing commercial/retail businesses.
