HomeMy WebLinkAbout06-25-91 w • CITY OF LAKEVILLE ECONOMIC DEVELOPMENT COMMISSION MEETING MINUTES JUNE 25, 1991 Members present: Tushie, Erickson, Meledandri, Hanlon, Matasosky, Brantly, Detjen, Emond. Members absent: Berg, Ex officio Halbach. Others present were Robert Erickson, City Administrator; Michael Sobota, Commumty and Economic Development Director; and Gerry Weise, Mega Stop, Inc. The meeting was called to order at 7:05 p.m. in Conference Room A of City Hall by Vice Chair Emond. Mr. Emond called on staff to introduce Tonya Mayer and Gerry Schwinghammer, graduate planning interns from the Hubert Humphrey School of Public Affairs. Ms. Mayer and Mr. Schwinghammer will be conducting a physical impact analysis of growth in the City. Chairman Emond asked them to outline the study and asked the members of the Commission to provide comments. Mayer and Schwinghammer noted that they will be sampling various types of land uses in the City, including agricultural areas, mobile home areas, residentially zoned azeas and commercial and industrial areas to determine property tax payments to the City. They will also be identifying expenditures for services to the various types of land uses. Bob Erickson • indicated that the Mayor and Council were interested in this study in order to assist in strategic planning for the City. The Commission had a general discussion with Ms. Mayer and Mr. Schwinghammer. The target date for completion is August 15th with a review of a proximately 600 parcels. It was a general discussion that as the study is developed, the Economic Development Commission would be interested in reviewing the data and study findings. Chairman Emond then called on Michael Sobota to present a proposed retail study for Lakeville. The proposal that had been submitted was for the entire City with discussion about the three retail areas including McStop, Southfork and the downtown. It was general agreement that the focus of the study should be on the downtown with an identification of the trade area for the entire City. Tushie noted that focus groups would be a more appropriate technique than telephone internews to obtain data regarding current and potential markets for downtown. Sobota stated that he would take the comments of the Commission and obtain several proposals from market consultants. Erickson noted that we also need to have an inventory of existing properties that aze available in the downtown. There was a discussion regarding the potential for the Post Office to move to new quarters after the conclusion of their space study that is currently going on. The Post Office is a major trip generator for the downtown. • . A • ECONOMIC DEVELOPMENT COMMISSION MINUTES JUNE 26, 1991 Page 2 The Commission next reviewed a proposed underground utility ordinance to require electric services to be underground on new buildings within the 2010 MUSA line. Matasosky stated that in Airlake Industrial Park, all lines greater than 400 amp are currently being buried and that it was a good idea to proceed with the ordinance. 91.17 Motion was made by Tushie, seconded by Matasosky to recommend the Council adopt the ordinance as proposed. Motion passed unanimously. Vice Chair Emond next called on Sobota to review the membership in Metro East Development Paztnershi~i. Sobota noted that the mayor had recently attended a Metro East Mayor s Forum and that the ~iaztnership was encouraging communication between the communities from Lakeville east. Members of the Commission were interested in receiving additional information about the paztnershi~. Staff recommended that the Commission support the continued membership in Metro East Development Partnership. 91.18 Motion was made by Brantly, seconded by Erickson to recommend that Council approve the annual membership in Metro East at the cost of $700. • Motion passed unanimously. Vice Chair Emond next called on Sobota to present the project program report. Sobota noted the highlights including the proposed gol course and the process with the County Road 70/I-35 bndge replacement plans. Mr. Weise, Operations Manager for Mega Stop indicated an interest m receiving additional information about the plans. Staff stated that he would receive an invitation to the next meeting of landowners in the area to review the revised concept plans being developed by MNDOT. Tushie indicated that the Economic Development Commission is interested in these plans as a business retention issue for the businesses in the McStop area. Robert Erickson noted that there was some progress with the US Postal Service in getting Zip Codes consistent for the City of Lakeville. Prior Lake and Burnsville zip codes in the City are to be phased out. Further discussions with the Postal Service are continuing. Under new business the Commission discussed the property tax information included in the memorandum. Staff discussed with the Commission, the impacts of the Legislative Actions related to City services and abilities to levy. • .
