HomeMy WebLinkAboutItem 03 11-04 draft PC minutes CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES November 4, 2021 Chair Witte called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given. Members Present: Chair Jeff Witte, Vice Chair Jenna Majorowicz, Christine Zimmer, Karl Drotning, Brooks Lillehei, Jason Swenson, Pat Kaluza Members Absent: Ex-Officio Melissa Field Staff Present: Daryl Morey, Planning Director; Kris Jenson, Associate Planner; Alex Jordan, Assistant City Engineer; Penny Brevig, Recording Secretary 3. Approval of the Meeting Minutes The October 21, 2021 Planning Commission meeting minutes were approved as presented. 4. Announcements Planning Director Daryl Morey stated that the following were distributed to the Planning Commission at tonight’s meeting: • November 3, 2021 Parks, Recreation and Natural Resources Committee draft motion regarding the Highview Ridge preliminary plat • Revised landscape plan for the Highview Ridge preliminary plat Mr. Morey apologized and indicated that staff is experiencing technical difficulties getting the Zoom meeting to load so Zoom may not be available for public input at tonight’s meeting. 5. Highview Ridge Chair Witte opened the public hearing to consider the application of Youngfield Homes, Inc. for the following, located east of Highview Avenue and south of Dodd Boulevard (CSAH 9): A. Preliminary plat of 61 single family lots and three outlots to be known as Highview Ridge; and B. Variance for lot depth and rear buffer yard setback for Lots 1-4, Block 1. Steve Sauber from Youngfield Homes, Inc. presented a brief overview of their request. Planning Commission Meeting Minutes, November 4, 2021 Page 2 Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that the preliminary plat of Highview Ridge consists of 61 single family residential lots and will be developed in one phase. The requested variance is for the lot depth and rear buffer yard setback for four lots. Ms. Jenson indicated that all but four of the 61 lots meet the RS-4 District lot area, width, and depth requirements. Lots 1-4, Block 1 do not meet the minimum buffer yard lot depth due to the existing location of Hidden Creek Trail established within the Pinnacle Reserve at Avonlea 4th Addition planned unit development. The developer is requesting a variance for these four lots. Ms. Jenson stated that the developer will construct five-foot-wide concrete trails along one side of all streets, except Hidden Creek Court. Bituminous trails will be constructed along the east side of Highview Avenue and the south side of Dodd Boulevard with other planned projects. A trail will be constructed by the developer within Outlot A from the sidewalk to be constructed along Hidden Creek Trail to the trail to be constructed on the south side of Dodd Boulevard. Per Stipulation 5 of the October 18, 2021 planning report, a revised landscape plan was distributed at tonight’s meeting to add trees along the rear of Lots 8-11, Block 1 to fill in gaps within the existing tree screening. Planning Department staff recommends approval of the Highview Ridge preliminary plat and variance, subject to the five stipulations listed in the October 18, 2021 planning report, with Stipulation 5 being partially satisfied with the revised landscape plan distributed at tonight’s meeting, and approval of the Findings of Fact dated November 4, 2021. Chair Witte opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Drotning, seconded by Majorowicz to close the public hearing at 6:07 p.m. Voice vote was taken on the motion. Ayes - unanimous Chair Witte asked for comments from the Planning Commission. Discussion points included: • Clarified existing and future trail locations • Confirmed that the Pinnacle Reserve development also requires rear buffer yard landscaping • Future plans for widening Highview Avenue Planning Commission Meeting Minutes, November 4, 2021 Page 3 Motion was made by Drotning, seconded by Zimmer to recommend to City Council approval of the following, located east of Highview Avenue and south of Dodd Boulevard (CSAH 9): A. Preliminary plat of 61 single family lots and three outlots to be known as Highview Ridge; and B. Variance for lot depth and rear buffer yard setback for Lots 1-4, Block 1, subject to the following stipulations, as amended, and approval of the Findings of Fact dated November 4, 2021: 1. The recommendations listed in the October 18, 2021 engineering report. 2. The developer shall construct five-foot-wide concrete sidewalks along one side of all streets except Hidden Creek Court. 3. Driveway access to Highview Avenue or Dodd Boulevard for Lots 1-14, Block 1 and Lots 3-4, Block 2 is prohibited. 4. Outlots A, B, and C shall be deeded to the City with the final plat. 5. A security for the buffer yard landscaping shall be submitted with the final plat.
