HomeMy WebLinkAbout02-28-89 CITY OF LAKEVILLE ECONOMIC DEVELOPMENT COMMISSION MEETING ' FEBRUARY 28, 1989 The meeting was called to order by acting chairman Emond at 7:00 p.m. in the City Hall conference room. Members present: Emond, Erickson, Leslie, Matasosky, Meledandri Also present was Daryl Morey, Assistant. Community Development Director, Walter Hartman, Dan Nelson of Holmes and Graven, Nick Boosalis of Sherman-Boosalis and John Ruggeri of G1enEagles golf plan. The developers presented the G1enEagles Planned Unit Development concept plan. The concept plan consists of two phases. The first phase consists of 326 acres of land located on the east side of Dodd Boulevard, north of Highway 50. The concept plan consists of an 18 hole championship golf course modeled after G1enEagles Golf Course in Scottland, executive single family detached homes, owner occupied townhomes, moderately priced single family detached homes, zero lot line housing, rental apartments, office and retail buildings. The developers also presented to the Commission their proposal for a "pay as you go" tax increment financing program. Walt Hartman stated that a 25 year housing tax increment district and an 8 year economic district could be created for this proposal. Commission members asked specific questions regarding elements of the concept plan and tax increment financing proposal. Commission members discussed with Walt Hartman the merits of the G1enEagles tax increment financing proposal. The negative image of a failed business and its effect on the City was discussed in case the proposed golf course and/or residential/commercial development is not completed. If that happens, the City may end up owning the golf course. Walt Hartman felt that a tax increment financing policy is put in place to keep out projects that a City does not want. He also stated that we must ask ourselves the following three questions: 1. Do you want a golf course in Lakeville? 2. Do you want to subsidize it? 3. How much do you want to subsidize? Commission members agreed that they did not have enough information to make a recommendation to the City Council on this proposal. • ECONOMIC DEVELOPMENT COMMISSION MEETING MINUTES FEBRUARY 28, 1989 • 89.03 Motion was made by Meledandri, seconded by Matasosky to table the G1enEagles tax increment financing proposal in order to get more specific information from the developer and City staff regarding this proposal. Roll call was taken on the motion. Ayes: Unanimous. 89.04 Motion was made by Erickson, seconded by Matososky to table discussion of the proposed Lakeville Tax Increment Financing Policy in order to get more specific information. Roll call was taken on the motion. Ayes: Unanimous. It was recommended that Walt Hartman be placed on the March meeting agenda to give a background of how tax increment financing works. 89.05 Motion was made by Meledandri, seconded by Matasosky to adjourn the meeting.
