• ECONOMIC DEVELOPMENT COMMISSION MINUTES
JULY 25, 1989
The meeting was called to order by Chairman Berg at 7:00 p.m. in
the City Hall conference room.
Members present: Berg, Emond, Erickson, Leslie, Matasosky.
Members absent: Meledandri
Also present was Elizabeth Halbach, Executive Director of the
Lakeville Chamber of Commerce and Daryl Morey, Assistant
Community Development Director.
89.17 Motion by Emond, seconded by Matasosky to approve the minutes of
the .Tune 27, 1989 Economic Development Commission meeting.
Roll call was taken on the motion. Ayes: Unanimous.
Sue Nathan and Tom Halek of Minnegasco were present and discussed
company services, rates, community programs and economic
development programs. They stated that Minnegasco has the lowest
residential rates in the state and is the largest natural gas
distributor in the state. A number of handouts were given to
Commission members for their review.
• Sue Nathan stated that she has worked with Harry Kosefelt of the
Minnesota Department of Trade and Economic Development on the
TOOLS program. She also stated that Minnegasco believes that
economic development should be reflected in the rate structure.
However, the state legislature does not agree. Therefore,
Minnegasco's efforts have been in the community development area
of economic development via their established community programs.
Because Minnegasco tries to keep rates down, there is not alot of
money available to fund economic development programs.
Minnegasco's Corporate Giving Program helps fund their community
development programs.
Tom Halek stated that customer service is Minnegasco's top
priority. He stated that Minnegasco primarily services the
northern portion of Lakeville, north of Lake Marion. He also
stated that Minnegasco has a program for commercial/industrial
Minnegasco customers that will provide a cash rebate of up to
$15,000 of the cost of conversion from some other fuel source to
natural gas.
Commission members asked a number of questions related to the
Minnegasco presentation. Tom Halek stated that the availability
of sewer and water is basically the determining factor related to
what types of residential development they get involved with.

• Roger Lee, Cal Clark and Art Barr of People's Natural Gas were
present. Art Barr stated that People's is the largest customer
of Northern Natural Gas. He described People's customer
services, rates, development services and service areas. He
stated that People's has the lowest industrial natural gas rates
in the state.
Cal Clark stated that People's is very committed to economic
development. He described their Partnerships for Economic
Development, their Cooperative Marketing Program and their
scholarships. He also described the labor force demographic
information People's has gathered for Minnesota, the Twin Cities
Metropolitan Area and Dakota County. He stated that People's is
available to assist communities as they develop an economic
development strategy and to help cities reach their economic
development goals.
Commission members asked a number of questions related to the
People's Natural Gas presentation.

89.18 Motion was made by Emond, seconded by Leslie to adjourn the
meeting.
