HomeMy WebLinkAbout21-161CITY OF LAKEVILLE RESOLUTION NO. 21-161 Resolution Ordering Improvements and Authorizing the Preparation of Plans and Specifications for Ipava Avenue and 192nd Street Improvements WHEREAS, on October 18, 2021, the City Council fixed a date for the public hearing on the Ipava Avenue and 192nd Street Improvements. The project will include the portion of Ipava Avenue between County State Aid Highway (CSAH) 50 (Kenwood Trail) and 192nd Street, and 192nd Street between County State Aid Highway (CSAH) 50 (Kenwood Trail) and Ipava Avenue, City Project 22-04; and WHEREAS, the required published notices of hearing through a weekly publication were given, the required mailed notice of the improvement hearing was given to each property owner in the proposed assessment area at least ten days prior to the hearing, and the hearing was held on November 15, 2021, at which time all persons desiring to be heard were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville: 1. The Ipava Avenue and 192nd Street Improvements are hereby ordered as identified in the Feasibility Report for City Project 22-04, dated October 18, 2021. 2. The City expects to issue bonds for the project costs. 3. The estimated project costs are $1,954,748 and anticipated funding sources are listed below. City staff is hereby authorized to make the appropriate transfers between funds with respect to the non -debt project funding sources up to 10% above the estimated costs. Funding transfers may include loans between funds to cover engineering and other costs incurred on the project in advance of receiving bond proceeds. Anticipated Funding Sources Feasibility Report City of Lakeville (Property Taxes) $1,638,499 Special Assessments $172,809 Water Operating Fund $121,084 Sanitary Sewer Operating Fund $22,356 Total Estimated Costs $1,954,748 4. City staff is hereby authorized to prepare plans and specifications for the making of such improvements. ADOPTED by the Lakeville City Council this 15th day of November 2021.
