HomeMy WebLinkAbout11-24-87 CITY OF LAKEVILLE ECONOMIC DEyELOPMENT COMMISSION MINUTES NOVEMBER 24, 1987 The meeting was called to order by Bill Macklin, Vice Chairman of the EDC at 7:30 P.M. in the conference room of City Hall. Roll call of members was taken: Present: Erickson, Johnson, Zaun, Halbach, Macklin, Emond, and Leslie. Absent: Slade k. Others present: Jim Robinette , Community Development Director, Bruce Robertson, Administrative Assistant, Pat Harvey, City Councilman, Pat Carlberg, Owner of Accord Prototype; and city residents Gary Glenna, Dave Carlberg and Mr. and Mrs. Carlberg. The meeting was then turned over to Pat Carlberg, an owner of Accord Prototype, a small business located in the City's Airlake Industrial Park. Mr. Carlberg made a lengthy presentation to the Commission on the poor business climate in Minnesota and his tour and meetings with state and-local leaders of South Dakota regarding moving his business to that state. The main points of his presentation: * A quiz on business expansion, taxes and profit ability was • distributed to commission members. All commission members took the quiz and the specific questions on level of business profit, gasoline taxes, unemployment insurance, number of government employees and property taxes were discussed with commission members. * A handout on job destination was handed out. Mr. Carlberg pointed out that between 1967 and 1982 the State of Minnesota had lost 82,000 jobs to other states. The largest gainer of new jobs from Minnesota was South Dakota. * Mr. Carlberg listed on the bulletin board all the advantages of South Dakota over Minnesota in attracting businesses. These in- cluded the economic considerations such as lower Workmans Compen- sation, energy costs, no state income tax and no corporate tax. Commission members were asked to state a number of advantages of living and doing business in Lakeville. This list was compared with the advantages of South Dakota. Mr. Carlberg attempted to convince Commission members that South Dakota still came ahead of Minnesota when all factors were considered for business establishment or expansion. * The presentation/discussion was concluded with an appeal by Mr. Carlberg for City officials to use their influence to press State officials to take the steps necessary to improve the State's business climate. • • Page Two Economic Development Commission Minutes November 24, 1987 In other business, Commission members decided informally to wait until the next meeting before approving the minutes of the October EDC meeting. Because of an oversight,-the minutes for that meeting had not been distributed to members. Jim Robinette distributed a copy of the City's new-DRAFT Comprehensive Plan and Developers Packets and stated that members should review the document before the next meeting. The City Planner would speak to Commission members on the Comprehensive Plan at that meeting. The next meeting of the Economic Development Commission will be held at 4:00 P.M. on December 15th in the City Hall Conference Room. 87.05 A motion was made by Johnson, seconded by Zaun to adjourn the meeting.
