CITY COUNCIL MEETING MINUTES
October 18, 2021
Mayor Anderson called the meeting to order at 6:30 p.m.
Members Present: Mayor Anderson, Council Members Bermel, Hellier, Lee, Volk
Staff Present: Andrea McDowell Poehler, City Attorney; Justin Miller, City Administrator;
Brad Paulson, Police Commander; Paul Oehme, Public Works Director; David Olson,
Community & Economic Development Director; Jerilyn Erickson, Finance Director; John
Hennen, Parks & Recreation Director; Charlene Friedges, City Clerk; Allyn Kuennen,
Assistant City Administrator; Daryl Morey, Planning Director; Charlene Friedges, City Clerk
3. Citizen Comments:
Ron Nicholas, 17111 Jackson Trail, addressed the City Council regarding the City's utility rate
structure and senior discount program. He stated he feels he is entitled to the discount he has
been eligible for but was unaware of.
4. Additional Agenda Information:
Mr. Miller stated the resolution reapportioning and abating assessments for Appaloosa Farms
Second Addition contained an error, which has been corrected.
5. Presentations/Introductions:
• Chief Meyer presented the Fire Department Third Quarter Report.
6. Consent Agenda:
Motion was made by Bermel, seconded by Lee, to approve the following:
a. Check Register Summary
b. Minutes of the 10/4/2021 City Council Meeting
c. Resolution No. 21-139 establishing No Parking Zones along 210th Street from
Kensington Boulevard to Holyoke Avenue and along Dodd Boulevard from 208th Street
to 211th Street
d. Accept Professional Services Proposal from SRF Consulting Group, Inc. for
Reconstruction of Parking Lots and Boat Launch Area Improvements at Casperson Park
