BACKGROUND
U.S. Home Corporation d/b/a Lennar has applied for a preliminary plat and rezoning to
allow the development of 221 single family residential lots on 121.36 acres to be known as
Caslano. The Caslano preliminary plat is located south of Dodd Boulevard (CSAH 9) and
west of Highview Avenue.
The Caslano preliminary plat plans have been distributed to Engineering Division and
Parks and Recreation Department staff, and the Parks, Recreation and Natural Resources
Committee.

PLANNING ANALYSIS
ZONING MAP AMENDMENT
The Caslano preliminary plat area is currently zoned RS-3, Single Family Residential
District and RS-4, Single Family Residential District (Exhibit B). The developer has
applied to amend the Zoning Map to rezone a portion of the area currently zoned RS-3 to
RS-4. The proposed 2040 Comprehensive Land Use Plan shows the area proposed to be
amended as guided for Low Density Residential, of which the RS-3 and RS-4 Districts are
consistent.
PRELIMINARY PLAT
Existing Conditions. The development site consists of three parcels. The use on the
property has been primarily undeveloped agricultural and wooded land (Exhibit A).
Consistency with the Comprehensive Plan. The Caslano property is located in Planning
District 5 of the 2040 Comprehensive Plan, which guides the subject property for low
density residential where city sewer is available. The parcels are within MUSA Expansion
Area A, which allows development prior to 2028 provided that the proposed development
is consistent with the 2040 Land Use Plan, that public sewer and water utilities are
adjacent to the development, that development of the proposed land use won’t unduly
burden the City and provides for a public purpose such as a major street connection. The
Caslano development meets these requirements.
MUSA. The Caslano preliminary plat area is located within MUSA Expansion Area A.
Adjacent Land Uses. The adjacent land uses and zoning are as follows:
North – Dodd Blvd (CSAH 9), single family homes (RS-4)
East – Highview Avenue, single family homes (PUD, RS-3)
South – Single family homes, Ninth Elementary Addition plat (RS-3)
West – Undeveloped land (RST-2, O-R), King Park (P/OS), single family homes (RS-4)
Consistency with the Capital Improvement Plan (CIP). City streets, sanitary sewer and
water improvements for the area of Caslano will be financed and constructed by the
developer. The development costs associated with the Caslano development are not
programmed in the 2021–2025 CIP.
Premature Subdivision Criteria. A preliminary plat may be deemed premature if any of
the criteria listed in Chapter 10-2-4-1 of the Subdivision Ordinance exist. Eligible criteria
pertain to a lack of adequate: drainage, water, streets, sanitary sewer, and public service
capacity (police and fire protection). The other pertinent criteria pertain to inconsistencies
with the City Comprehensive Land Use and Capital Improvement Plans (discussed

above). Staff review of the Caslano preliminary plat against these criteria finds that it is not
a premature subdivision.
Density/Average Lot Size. The Caslano preliminary plat consists of 221 single family lots
on 121.36 acres. This results in a gross density of 1.82 units per acre. Excluding arterial
and major collector street right-of-way, wetlands, stormwater management ponds, and
future development outlots, the net density is 2.97 units per acre.

Single family lot sizes within the Caslano preliminary plat range from 11,173 square feet to
29,831 square feet in area for RS-3 lots and 8,655 square feet to 17,712 square feet for RS-4
lots. All of the single family lots meet the lot area, width and depth requirements of the
RS-3 and RS-4 Districts, with the exception of Lot 206. Prior to City Council
consideration, the preliminary plat must be modified to show that Lot 206 has a minimum
width of 110 feet so as to meet the lot width buffer requirement for the RS-3 District.
Setbacks. The following minimum requirements for single family building setbacks in the
RS-3 and RS-4 Districts pertain to the Caslano preliminary plat:

The proposed house pads shown on the Caslano grading, drainage and erosion control
plan indicate that all 221 single-family lots have adequate building pad areas that meet
setback requirements for principal structures.

Residential Buffer Yard Requirements. Twenty (20) single family lots abut existing
Highview Avenue and future 185th Street and require increased buffer yard lot sizes and
setbacks in the Caslano preliminary plat. 185th Street is classified as a minor arterial and
Highview Avenue a major collector in the Comprehensive Transportation Plan. The
buffer yard screening must provide an effective minimal visual screen to a height of 10
feet. The buffer yard landscape plan includes the installation of a variety of evergreen trees
to provide a visual buffer (Exhibit J). The abutting lots must install sod to the side/rear
property line and a $1,000/lot security will be required with the building permit for each of
these 20 lots.
Outlots. There are eight outlots totaling 36.12 acres in the Caslano preliminary plat. The
use of the proposed outlots will be as follows:
Outlot A – 11.06 acre outlot consisting of a wetland, buffer and stormwater
management basin and stream that will be deeded to the City with the final plat.
Outlot B – 0.15 acre - to be removed. It was originally included for a storm sewer that
will be rerouted, so the outlot is no longer needed. The area will be included within the
adjacent lots.
Outlot C – 0.03 acre outlot consisting of a trail corridor that will be deeded to the City
with the final plat.
Outlot D – 12.20 acre outlot consisting of a wetland, buffer, and stormwater
management basin that will be deeded to the City with the final plat.
Outlot E – 1.31 acre outlot consisting of a wetland and buffer that will be deeded to the
City with the final plat.
Outlot F – 0.27 acre outlot consisting of a wetland and buffer that will be deeded to the
City with the final plat.
Outlot G – 6.54 acre outlot consisting of a wetland, buffer, and stormwater
management basin that will be deeded to the City with the final plat.
Outlot H – 4.10 acre outlot consisting of a wetland and buffer that will be deeded to the
City with the final plat.
Outlot I – 0.46 acre outlot for future development that will be retained by the
developer.
Prior to consideration by the City Council, the preliminary plat must be modified to
correctly label and identify the location of Outlot F.
Signs. No subdivision identification monument signs are proposed with the Caslano
preliminary plat at this time. If any subdivision identification signs are proposed in the
future, they must be located on an outlot to be owned and maintained by a homeowner’s
association.

Streets. The following is a summary of streets proposed with the Caslano preliminary plat.
Additional detailed information is outlined in the Engineering Division memorandum
dated November 23, 2021.
Dodd Boulevard (CSAH 9) – Dodd Boulevard is northwest of and adjacent to the property
and is classified as a minor arterial in the Comprehensive Transportation Plan. The 1.05
acres of right of way for Dodd Boulevard that will be dedicated with the final plat is for
area currently contained by a highway easement. No access to Dodd Boulevard is
proposed from the Caslano preliminary plat.
185th Street (Future CSAH 60) – Right of way for the future 185th Street is provided with
the Caslano preliminary plat. This street is a future county roadway, as identified in the
Dakota County Plat Needs Map, which indicates 75 feet of half right of way is required for
this future street, which is shown on the preliminary plat. The future street is programmed
for construction in 2023 in the City’s 2021-2025 Capital Improvement Program. Lots 155-
162 and 206 may not have driveway access to 185th Street.
Highview Avenue – Highview Avenue is east of and adjacent to the property and is
classified as a major collector roadway in the Comprehensive Transportation Plan.
Seventeen feet of additional right of way for Highview Avenue will be platted with the final
plat for a total of 50 feet of west half right of way for Highview Avenue. Lots 1-8 and 105-
107 may not have driveway access to Highview Avenue.
Hideaway Trail – Hideaway Trail is a minor collector street that runs east-west through
the northern portion of the plat and aligns with Hideaway Trail east of Highview Avenue
that was platted with Pinnacle Reserve at Avonlea. Hideaway Trail is a 36-foot wide street
within a 66-foot-wide right of way, except for the portion of the right-of-way adjacent to
the east and west plat boundaries, and is shown with five-foot-wide concrete sidewalks on
both sides of the street. Lots 1, 27, 28, 52, 53, 69, 70, 78, 79, and 107 are corner lots that
may not have driveway access from Hideaway Trail and must instead access the side street.
Hideaway Trail will have a “Future Street Extension” sign and barricades at the west end
of the street until it is extended in the future.
Huntley Trail – Huntley Trail is a residential street that will be extended north from its
current terminus in the Chokecherry Hill 4th Addition development. It will have a full
access at 185th Street and connect to Hideaway Trail. It will be a 32-foot-wide street within
a 60-foot right-of-way with a five-foot-wide concrete sidewalk along the east side of the
street.
Roads A, B, C, D, E, and F – Roads A, B, C, D, E, and F will all be 32-foot-wide residential
streets constructed within a 60-foot-wide right-of-way with a five-foot-wide concrete
sidewalk on one side of the street. Road E will have a “Future Street Extension” sign and
barricades at the west end of the street until it is extended in the future.
All streets meet the minimum width and design requirements of the Subdivision
Ordinance.

Phasing. Caslano will be developed in three phases. The first phase of development is the
north portion of the preliminary plat, with the second phase being the remaining part of
the plat north of future 185th Street. The third phase will be the portion of the plat south
of 185th Street. The phasing plan is shown on Exhibit C.
Sidewalks/Trails. The developer will construct five-foot-wide concrete sidewalks along
one side of all streets in the development except Hideaway Trail, which is a minor
collector and will have sidewalks on both sides of the street. The City’s 2015 Parks, Trail
and Open Space Plan identifies bituminous trails along Highview Avenue. The Developer
will construct a bituminous trail along the west side of Highview Avenue will be required
with the final plat. Ten-foot-wide bituminous trails are planned for both sides of the future
185th Street and will be constructed with the street.
Grading, Drainage, Erosion Control, and Utilities. Proposed grading, drainage, erosion
control, and utilities for the Caslano preliminary plat is shown on the grading, drainage
and erosion control and utility plans. All existing and new local utilities shall be placed
underground.
Grading, drainage, erosion control, and utilities details are outlined in the November 23,
2021 engineering report prepared by Logan Vlasaty, Civil Engineer and Mac Cafferty,
Environmental Resources Manager. The Engineering Division recommends approval of
the preliminary plat.
Tree Preservation. A tree preservation plan was submitted by the developer. There are
3,904 significant trees located within the Caslano preliminary plat boundaries. The tree
preservation plan proposes to save 1,363 (34.9%) of the significant trees on site. The save
number does not include the approximately 250 trees that are located within the future
185th Street ROW that will be removed with construction of the street. The vast majority of
the trees proposed to be removed are Boxelder and American Elm trees. The tree
preservation plan and inventory should be updated to show all of the trees within the
future 185th Street ROW as trees to be removed as well as removing any trees that are not
within the plat boundary. Mac Cafferty, Environmental Resources Manager has reviewed
the tree preservation plan and his comments are included in the November 23, 2021
engineering report.
Wetlands. A wetland delineation has been completed and a wetland replacement plan
must be submitted, reviewed, and approved before any impacts or grading to the wetlands
occur. Mac Cafferty has reviewed the wetland delineation report and his comments are
included in the November 23, 2021 engineering report.
Park Dedication. The City’s 2015 Parks, Trails, and Open Space Plan designates King
Park, located directly west of the Caslano plat area as a community playfield/athletic
complex. A trail connection from Huntley Trail to an existing trail within King Park is
included within the plat. Park dedication requirement has not been collected on this parcel
and will be required to be paid at the time of final plat. The Parks, Recreation and Natural

Resources Committee will review the preliminary plat at their December 1, 2021 meeting.
Their comments will be forwarded to the Planning Commission at the public hearing.
Shoreland Overlay. There are two areas of shoreland overlay on the parent parcels. All
stream and wetland areas will be platted within outlots and deeded to the City with the
final plat.
Overhead Utilities. There are overhead utility lines on the west side of the development
parcels. These lines will be required to be removed and buried underground with the final
plat.
Plat Commission. The Dakota County Plat Commission reviewed and approved the
preliminary plat at their September 1, 2021 meeting. The Plat Commission letter is
included as Exhibit L.
RECOMMENDATION
Planning Department staff recommends approval of the Caslano preliminary plat and
Zoning Map amendment, subject to the following stipulations:
1. Implementation of the recommendations listed in the November 23, 2021
engineering report.
2. Park dedication shall be satisfied with a combination of land dedication and a cash
contribution paid with the final plat for each development phase.
3. The developer shall construct five-foot-wide concrete sidewalks as shown on the
preliminary plat plans. The developer shall construct a bituminous trail along the
west side of Highview Avenue as shown on the plans.
4. Outlots A, C, D, E, F, G, and H shall be deeded to the City with the final plat.
5. Buffer yard landscaping shall be installed according to the approved landscape
plan. A security for the buffer yard landscaping shall be submitted with the final
plat. All twenty lots must install sod to the side or rear property line and a $1,000
per lot security will be required with the building permit.
6. All new local utilities and any existing overhead service utilities located on the
property shall be placed underground.
7. The following lots shall have restricted driveway access:
• Lots 1-8 and 105-107 shall not have driveway access from Highview
Avenue.
• Lots 155-162 and 206 shall not have driveway access from 185th Street
(future CSAH 60).
• Lots 1, 27, 28, 52, 53, 69, 70, 78, 79, and 107 shall not have driveway access
from Hideaway Trail.

8. Prior to City Council consideration, the preliminary plat must be modified to
show that Lot 206 has a minimum width of 110 feet so as to meet the lot width
buffer requirement for the RS-3 District.
9. Prior to City Council consideration, the preliminary plat must be modified to
correctly label and identify to location of Outlot F.

The Dakota County Plat Commission met on September 1, 2021, to consider the preliminary plat of the
above referenced plat. The plat is adjacent to CSAH 9 (Dodd Blvd.) / Future CR 60 (185th St. W.) and is
therefore subject to the Dakota County Contiguous Plat Ordinance.
The proposed site is located along CSAH 9, future CR 60 (185th Street), and Highview Avenue (city
street) to include residential development. The right-of-way needs along CSAH 9 and future CR 60 are 75
feet of half right of way. Restricted access should be shown along all of CSAH 9. Restricted access should
be shown along all of future CR 60 except one access opening at Huntley Trail. A quit claim deed to
Dakota County for restricted access is required with the recording of the plat mylars.
The Plat Commission has approved the preliminary and final plat, provided that the described conditions
are met, and will recommend approval to the County Board of Commissioners on September 21, 2021.
Traffic volumes on CSAH 9 and Future CR 60 are 15,600 and to be determined ADT, respectively and are
anticipated to be 20,000 and to be determined ADT by the year 2030. These traffic volumes indicate
that current Minnesota noise standards for residential units could be exceeded for the proposed plat.
Residential developments along County highways commonly result in noise complaints. In order for
noise levels from the highway to meet acceptable levels for adjacent residential units, substantial
building setbacks, buffer areas, and other noise mitigation elements should be incorporated into this
development.
No work shall commence in the County right of way until a permit is obtained from the County
Transportation Department and no permit will be issued until the plat has been filed with the County
Recorder’s Office. The Plat Commission does not review or approve the actual engineering design of
proposed accesses or other improvements to be made in the right of way. Nothing herein is intended to
restrict or limit Dakota County’s rights with regards to Dakota County rights of way or property. The Plat
Commission highly recommends early contact with the Transportation Department to discuss the
permitting process which reviews the design and may require construction of highway improvements,
including, but not limited to, turn lanes, drainage features, limitations on intersecting street widths,

CASLANO ZONING MAP AMENDMENT
FINDINGS OF FACT AND RECOMMENDATION
On December 2, 2021, the Lakeville Planning Commission met at its regularly scheduled meeting to
consider the application of U.S. Home Corp., d/b/a Lennar for a Zoning Map Amendment to rezone
property from RS-3, Single Family Residential District to RS-4, Single Family Residential District in
conjunction with the preliminary plat of Caslano. The Planning Commission conducted a public hearing
on the Zoning Map Amendment application preceded by published and mailed notice. The applicant was
present and the Planning Commission heard testimony from all interested persons wishing to speak.
FINDINGS OF FACT
1. In the 2040 Comprehensive Plan, the subject property is located within Planning District 5 and is
guided for low density residential land uses where city sewer is available. The subject property is within
MUSA Expansion Area A, which allows development prior to 2028 provided that the proposed
development is consistent with the 2040 Land Use Plan, that public sewer and water utilities are
adjacent to the development, that development of the proposed land use won’t unduly burden the City
and provides for a public purpose such as a major street connection.
2. The area of the subject site proposed to be rezoned is currently zoned RS-3, Single Family Residential
District.
3. Legal description of the property to be rezoned from RS-3 to RS-4 is:
Lots 155-205, Caslano.
4. Chapter 3 of the City of Lakeville Zoning Ordinance provides that a Zoning Map amendment may not
be issued unless certain criteria are satisfied. The criteria and our findings regarding them are:
a. The proposed action has been considered in relation to the specific policies and provisions of
and has been found to be consistent with the official City Comprehensive Plan.
Finding: The proposed rezoning is consistent with the low density residential land uses for the Caslano
development and District 5 recommendations identified in the 2040 Comprehensive Plan.
b. The proposed use is or will be compatible with present and future land uses of the area.

Finding: The proposed single-family homes in the Caslano preliminary plat will be compatible with
the single-family homes to the south in the Chokecherry Hill development and the Feldman Heights
development to the west.
c. The proposed use conforms to all performance standards contained in the Zoning Ordinance
and the City Code.
Finding: The Caslano preliminary plat meets the performance standards contained in the Zoning and
Subdivision ordinances.
d. The proposed use can be accommodated with existing public services and will not overburden
the City’s service capacity.
Finding: The Caslano preliminary plat can be accommodated with the public services available to
serve the subject property and will not overburden the City’s service capacity.
e. Traffic generated by the proposed use is within capabilities of streets serving the property.
Finding: The traffic generated by the Caslano preliminary plat will be within the capacity of the streets
that will serve this development.

RECOMMENDATION

Dodd Boulevard (CSAH 9)
Caslano is south of and adjacent to Dodd Boulevard (CSAH 9), a minor arterial County
highway, as identified in the City’s Transportation Plan. The Developer will dedicate 1.05 acres
of right-of-way for Dodd Boulevard over the area that is currently contained by a highway
easement. No access to Dodd Boulevard is proposed with the Caslano preliminary plat. Upon
future development of PID No. 220170025030, Hideaway Trail will be extended to Dodd
Boulevard and provide additional access for the Caslano development. The Developer shall
grade the right-of-way along Dodd Boulevard for the future trail construction with the
preliminary plat improvements.
185th Street (Future CSAH 60)
Caslano is bisected by 185th Street (Future CSAH 60), a future minor arterial County highway,
as identified in the City’s Transportation Plan. The current Dakota County Plat Review Needs
Map indicates a half right-of-way requirement of 75-feet and designates this roadway as a
future four-lane divided urban roadway over its entire length adjacent to the plat.

The City and Dakota County completed an alignment study for 185th Street from Dodd
Boulevard to Highview Avenue to define the right-of-way location for 185th Street within the
Caslano development. The Developer has incorporated the necessary right-of-way, as shown
on the preliminary plat.
185th Street is designed as an interim two-lane divided urban roadway with a 10-foot wide
bituminous trail along the north and south sides of the road consistent with Dakota County’s
standards, access locations and spacing requirements. 185th Street will provide a full access
for the development at Huntley Trail. The alignment and design for 185th Street was
reviewed and approved by the Dakota County Transportation Department.
185th Street will be constructed in 2023 with City Project 22-04, with the City as the lead
agency for final design, right-of-way acquisition, and construction. The Developer shall
provide an escrow with the first phase final plat for its collector share of the 185th Street
construction adjacent to the parent parcels, based on an estimate provided by the City’s
consultant, consistent with the Dakota County Highway Transportation policy. 185th Street
will be a city road until jurisdiction is transferred to Dakota County.
The Developer shall remove trees and mass grade within the 185th Street right-of-way from
the west plat boundary to Highview Avenue, except within wetland boundaries (unless the
Wetland Replacement Plan and Permit has been issued and an official notice is submitted by
the City Engineer). The City will provide a credit for additional grading and tree removals
associated with 185th Street with the first phase final plat. The credit will be based on the cost
difference between minor arterial roadway and collector roadway and for areas located
outside of the parent parcel. The Developer shall coordinate plan review and revisions with
the City throughout 185th Street final design and construction.
Highview Avenue
Caslano is located west of and adjacent to Highview Avenue, a major collector roadway as
identified in the City’s Transportation Plan. Highview Avenue is currently constructed as a
two-lane undivided rural roadway adjacent to the plat. The preliminary plat includes one
proposed access location along Highview Avenue, at Hideaway Trail.
Highview Avenue at Hideaway Trail is currently constructed with a northbound thru lane and
right turn lane, and a southbound thru/left turn lane and bypass lane. The Developer shall
construct a dedicated northbound left turn lane and dedicated southbound right turn lane at
the intersection of Hideaway Trail. The intersection design shall accommodate a future
roundabout at Highview Avenue and 185th Street. The intersection design shall also have
dedicated turn lanes and dedicated thru lanes for both directions of traffic on Highview
Avenue at Hideaway Trail. The intersection improvements will be required with the first phase
of the final plat which includes the connection of Hideaway Trail with Highview Avenue. A
traffic control plan will be required for the intersection improvements and any closures of
Highview Avenue must take place outside of the school year. Final design of the Highview
Avenue improvements will be reviewed with the first phase final construction plans.

The Developer shall construct an 8-foot bituminous trail along the west side of Highview
Avenue from the south plat boundary to Dodd Boulevard. The City will reimburse the
Developer for 100% of the construction costs for the trail extension beyond the plat
boundary. The City will reimburse the Developer for 3/8th share of the trail construction costs
adjacent to the plat.
The Developer is dedicating the necessary right-of-way for Highview Avenue, as shown on
the preliminary plat.
Hideaway Trail
Development of Caslano includes the construction of Hideaway Trail, a minor collector
roadway as identified in the City’s Transportation Plan. Hideaway Trail is designed as a 36-foot
wide urban roadway with a sidewalk along both sides of the street. The Developer is
dedicating the necessary right-of-way for Hideaway Trail, as shown on the preliminary plat.
Hideaway Trail will provide a connection and full access to Highview Avenue and will be
extended to Dodd Boulevard with the future development of the adjacent parcel to the west.
The Developer shall construct the necessary turn lanes on Highview Avenue to serve the
Hideaway Trail connection. The Developer shall install a “Future Street Extension” sign and
barricades until it is extended in the future.
Huntley Trail
Development of Caslano includes the construction of Huntley Trail, a local roadway. Huntley
Trail is designed as a 32-foot wide urban roadway with a sidewalk along one side of the street.
Huntley Trail will provide a full access at 185th Street. Huntley Trail will be extended to the
south plat boundary, providing a connection and access to the existing Huntley Trail within
Chokecherry Hill. The Developer is dedicating 60-feet of right-of-way, with the exception of a
portion of Huntley Trail south of 185th Street, where the right-of-way is shared between the
adjacent properties.
Independent School District (ISD)194 has submitted a sketch plan for a future elementary
school, to be located at the southwest corner of Highview Avenue and 185th Street. Access to
the future school is proposed from Huntley Trail, south of 185th Street. The east ½ right-of-way
for Huntley Trail south of 185th Street would be dedicated with a future final plat for the
school property. The City will continue to work with ISD 194 staff to review and modify site
plans to provide adequate and safe access for the future elementary school. Construction of
Huntley Trail with the Caslano development may not commence until an easement is granted
by ISD 194 or the final plat is recorded establishing the right-of-way.
The development plans include dedication of land for a future parking lot for the east side of
King Park. The future parking lot would be accessed from Huntley Trail, north of 185th Street.
Streetss A, B, C, D and F
Development of Caslano includes the construction of Streets A, B, C, D and F, all local
roadways. The local roadways are designed as 32-foot-wide urban roadways with a sidewalk
along one side of each street. The Developer is dedicating the necessary right-of-way.

designed as a 32-foot-wide urban roadway with a sidewalk along one side of the street. The
Developer shall extend Street E to the west plat boundary and install a “Future Street
Extension” sign and barricades until it is extended in the future. The Developer is dedicating
of the necessary right-of-way.

The total park area estimated to be dedicated within the preliminary plat is 0.82 acres. This
satisfies an estimated 6.5% or 14 lots of the required park dedication for the preliminary plat.
The park dedication requirement for the remaining 93.5% or 207 lots will be required to be
paid with cash with the future phase final plats. Only area outside of wetlands, wetland
buffers, VRWJPO corridors and buffers, stormwater basins, and arterial road right-of-way is to
be credited or compensated for park dedication purposes. The final amount of park land to be
dedicated will be calculated with the first phase final plat.
Greenway Corridor Trail
The City’s Parks, Trails, and Open Space Plan identifies a greenway corridor traversing through
the southwest parent parcel, connecting the existing greenway trail within Feldman Heights
to King Park. The Developer proposes to construct a portion of a trail within the greenway
corridor with the development improvements. The trail will be constructed within Outlots E,
G and H, crossing under 185th Street via a pedestrian underpass. The pedestrian underpass
will be constructed with City Project 24-04, connecting the greenway trail to King Park. The

City shall reimburse the Developer for 100% of the costs for bituminous pavement and
aggregate base for the trail construction within the greenway corridor. The amount of
reimbursement, based on an estimate to be provided by the Developer’s engineer, shall be
subtracted from the Developer’s Park Dedication requirement with the future phase final
plats.
Development of Caslano includes the construction of public trails and sidewalks. Five foot
wide concrete sidewalks, with pedestrian curb ramps, will be installed along one side of all
local streets and along both sides of Hideaway Trail. Bituminous trails will be constructed
along both sides of 185th Street, the west side of Highview Avenue and within Outlots A and
C. The Developer will be responsible for 100% of the grading and restoration for the
bituminous trails. The Developer shall receive a credit to the final plat cash fees for the City’s
3/8th share (excluding grading and restoration) of the trail construction costs, except for the
trail within the greenway corridor, identified previously, the trail within Outlot C, and along
Highview Avenue north of the parent parcels (100% credit).
The trails along 185th Street and Highview Avenue south of Hideaway Trail will be constructed
with City Project 24-04. The Developer shall provide an escrow with the first phase final plat
for its 5/8th share of the trail construction adjacent to the preliminary plat.
UUTTIILLIITTIIEESS
SSAANNIITTAARRYY SSEEWWEERR
Caslano is located within subdistricts NC-20185, NC-20180, and NC-20175 of the North Creek
sanitary sewer district, as identified in the City’s Comprehensive Sewer Plan. Wastewater will
be conveyed through sanitary sewer to the MCES Elko/New Market Interceptor and continue
to the Empire Wastewater Treatment Facility.
Development of Caslano includes the extension of public sanitary sewer. 8-inch, 10-inch, and
12-inch sanitary sewer will be constructed within the subdivision and connect to existing 10-
inch and 12-inch sanitary sewer stubs at Highview Avenue. The City will credit the Developer
for the oversizing of the trunk sanitary sewer in the development. The credit will be based on
the cost difference between 8-inch sanitary sewer and the oversized sanitary sewer that will
be installed. The credit will be applied to the Developer’s final plat cash fees and will be based
on an estimate provided by the Developer’s engineer.
The Developer shall extend 8-inch sanitary sewer from an existing stub at Dodd Boulevard
across from Hydra Court. The existing sanitary sewer stub is outside of the Caslano plat
boundaries and will require a temporary construction easement and permanent utility
easement from the adjacent property owner. The easements must be obtained prior to
installation of the sanitary sewer outside of the plat boundary.
The wastewater from the development will be conveyed via existing trunk sanitary sewer to
the MCES Farmington Interceptor and continue to the Empire Wastewater Treatment Facility.
The City’s Comprehensive Sewer Plan identifies the sewer downstream of the proposed 18-
inch extension as an area of Potential Future Capacity Constraints. This section of sanitary

sewer should be monitored for capacity as development continues upstream. A future
sanitary sewer analysis may be required to determine the capacity available in the sanitary
sewer downstream.
The Sanitary Sewer Availability Charge has not been collected on the parent parcels and will
be required with the final plat. The fee will be based on the current rate in effect at the time of
final plat approval.
WWAATTEERRMMAAIINN
Development of Caslano includes the extension of public watermain. 8-inch watermain will
be extended from an existing 8-inch stub at Highview Avenue to serve the development. 20-
inch watermain will be extended from an existing water stub along 185th Street between
Highview Avenue and Huntley Trail, consistent with the City’s Water Plan. The 20-inch
watermain extension shall be constructed with phase 1 of the development and completed
by November 1, 2022.
The Developer shall provide an escrow with a future phase final plat for its share of the trunk
watermain to be constructed along 185th Street west of Huntley Trail adjacent to the parent
parcels.
The City will credit the Developer for the oversizing of the trunk watermain adjacent to the
development. The credit will be based on the cost difference between 8-inch watermain and
20-inch watermain that will be installed. The credit will be applied to the Developer’s final plat
cash fees and will be based on an estimate provided by the Developer’s engineer.
The lateral watermain access charge is due and shall be paid with the final plat for the existing
20-inch watermain along Highview Avenue adjacent to the parent parcels.
OOVVEERRHHEEAADD LLIINNEESS
An overhead electric transmission line and poles are located along the west side of Highview
Avenue on the parent parcels. The Developer is required to remove the poles and place the
utilities underground with the final plat, consistent with the City’s Public Ways and Property
Ordinance.
DDRRAAIINNAAGGEE AANNDD GGRRAADDIINNGG
Caslano is located within subdistricts FO-052, FO-045, and FO-026 of the Farmington
stormwater district, as identified in the City’s Water Resources Management Plan. A Vermillion
River Watershed Joint Powers Organization (VRWJPO) Principal Connector and Water Quality
Corridor are located within the site draining from west to east. The water corridors are
conveyed under Highview Avenue via existing culverts.
Development of Caslano includes the construction of six publicly owned and maintained
stormwater management basin to collect and treat the stormwater runoff generated from the
site and 185th Street. The basins will outlet to the east into branches of Middle Creek. Due to

the high elevation of groundwater and in-situ clay soils, infiltration is not feasible in the
majority of the development. Water quality will be provided, and wet sedimentation basins
and secondary treatment will be provided by the existing wetlands. The stormwater
management basins will be located within Outlots A, D and G which will be deeded to the
City with the final plat. The stormwater management design is currently being modified to
address City comments for compliance with the City’s stormwater management ordinance.
The stormwater management design shall be updated to address all comments prior to City
Council consideration of the preliminary plat.
The final grading plan shall identify all fill lots in which the building footings will be placed on
fill material. The grading specifications shall also indicate that all embankments meet
FHA/HUD 79G specifications. The Developer shall certify to the City that all lots with footings
placed on fill material are appropriately constructed. Building permits will not be issued until
a soils report and an as-built certified grading plan have been submitted and approved by
City staff.
Caslano contains more than one acre of site disturbance. A National Pollution Discharge
Elimination System General Stormwater Permit for construction activity is required from the
Minnesota Pollution Control Agency for areas exceeding one acre being disturbed by
grading. A copy of the Notice of Stormwater Permit Coverage must be submitted to the City
upon receipt from the MPCA.
SSTTOORRMM SSEEWWEERR
Development of Caslano includes the construction of public sewer systems. Storm sewer will
be installed within the subdivision to collect and convey stormwater runoff generated from
within the public right-of-way and lots to the public stormwater management basins located
within Outlots A, D, and G.
Draintile construction is required in areas of non-granular soils within Caslano for the street
sub-cuts and lots. Any additional draintile construction, including perimeter draintile required
for building footings, which is deemed necessary during construction shall be the developer’s
responsibility to install and finance.
The Trunk Storm Sewer Area Charge has not been collected on the parent parcels and must
be collected with the Caslano final plat. The Developer will receive a credit to the Trunk Storm
Sewer Area Charge for deeding the portions of Outlots A, D, E, G, and H not used for
stormwater management or reimbursed as park dedication credit, calculated at $5,500/acre
consistent with City policy. The reimbursement will be calculated with the final plat.
Final locations and sizes of all storm sewer facilities will be reviewed by City staff with the final
construction plans.

RESIDENTIAL BUFFER YARD REQUIREMENTS
185th Street is a minor arterial and Highview Avenue is a major collector roadway as identified
in the City’s Transportation Plan. A buffer yard containing earth berms and/or plantings of a
sufficient density to provide a visual screen and a reasonable buffer a minimum of ten feet in
height shall be provided adjacent to 185th Street and Highview Avenue. A certified as-built
grading plan of the buffer yard berm must be submitted and approved by City staff prior to
the installation of any buffer yard plantings.
RREETTAAIINNIINNGG WWAALLLLSS
The Developer proposes to construct publicly and privately owned and maintained retaining
walls. Walls with a combined height over 4-feet are subject to approval of a building permit
and must be designed by a registered geotechnical or structural engineer. A private
maintenance agreement is required with the final plat for the retaining walls located on
private property that cross multiple property lines. Additionally, an encroachment agreement
is required with the final plat for the retaining walls proposed within drainage and utility
easements.
FEMA FLOODPLAIN ANALYSIS
Caslano is shown on the Flood Insurance Rate Map (FIRM) as Zone X by the Federal
Emergency Management Agency (FEMA). Based on this designation, there are no areas in the
plat located within a Special Flood Hazard Area (SFHA), as determined by FEMA.
WWEETTLLAANNDDSS
A wetland delineation for the site was completed for the site. The Notice of Application was
sent out 8/13/21. No adverse comments were received. Based on the information provided in
the report dated 8/2/2021 and site visit, the wetland delineation for the area outlined in the
report has been determined to be acceptable for use in implementing the Wetland
Conservation Act. The plan identifies wetland impacts for road and trail crossings as well as
stormwater basins. The developer must submit a wetland replacement plan. The wetland
replacement plan must be reviewed and approved prior to any impacts or grading adjacent
to the wetlands on the site.
TTRREEEE PPRREESSEERRVVAATTIIOONN
A tree preservation plan was submitted by the developer. There are 3,904 significant trees
located within the Caslano preliminary plat boundaries. The tree preservation plan proposes
to save 1,363 (34.9%) of the significant trees on site. The save number does not include the
approximately 250 trees that are located within the future 185th Street ROW and will be
removed with construction of the street. Additional Ash trees maybe be requested to be
removed during the process due to EAB concerns.

The Developer is responsible for obtaining a MPCA Construction Permit for the site as well as
developing a SWPPP for the site prior to construction. The permit requires that all erosion and
sediment BMPS be clearly outlined in a site’s SWPPP. Changes made throughout construction
should be documented in the SWPPP.
Redundant silt fence is required along all wetlands and waterways that do not have a 50-foot
established buffer. Additional erosion control measures may be required during construction
as deemed necessary by City staff or the Vermillion River Watershed JPO. Any additional
measures required shall be installed and maintained by the developer.

Engineering recommends approval of the preliminary plat, grading and erosion control plan,
tree preservation, and utility plan for Caslano, subject to the requirements and stipulations
within this report.
