Citizen Comments: • No citizen comments 4. Additional Agenda Information: Council was asked to remove item 6x from the consent agenda, the VEBA Assumption and Novation Agreement with HealthEquity, Inc. 5. Presentations/Introductions: Chief Meyer introduced the 2019 rookie class of Lakeville firefighters who have successfully completed their probationary period and training. 6. Resolution Authorizing Issuance, Awarding Sale, Prescribing the Form and Details and Providing for the Payment of General Obligation Refunding Bonds, Series 2022A Finance Director Jerilyn Erickson announced that Moody's Investors Service has assigned a Aaa bond rating to Lakeville's General Obligation Refunding Bonds. Moody's noted the city's large and affluent tax base, strong reserves supported by consistently solid financial performance and above average leverage with high fixes costs. Moody's also noted the city's robust economic and financial resiliency throughout the coronavirus pandemic. Tammy Omdal presented a plaque, on behalf of Northland Securities, Inc., recognizing Moody's Aaa rating assignment to the City of Lakeville. Jessica Green of Northland Securities presented the sale summary for the General Obligation Refunding Bonds, Series 2022A. Proceeds from the bonds will be used to refund the outstanding maturities of the City's GO Improvement Bonds, Series 2012A, GO Refunding Bonds, Series 2012B and GO Improvement Bonds, Series 2013A. The City received 13 bids, and the low bid was from Morgan Stanley & Co. LLC at an interest cost of .788%. The final par amount was reduced from $15,020,000 to $13,240,000, which will save the City $1,517,318 over the life of the bonds. CITY COUNCIL Minutes, December 06, 2021 Page 4 Motion was made by Bermel, seconded by Lee, to approve Resolution No. 21-178 Authorizing Issuance, Awarding Sale, Prescribing the Form and Details and Providing for the Payment of $13,240,000 General Obligation Refunding Bonds, Series 2022A. Roll call was taken on the motion. Ayes - Anderson, Bermel, Hellier, Lee, Volk 8. Public Hearing - Ordinance and Resolution Adopting Fees Finance Director Erickson presented the proposed ordinance and resolution adopting fees effective January 1, 2022. She stated the park dedication fees are proposed to increase by 5.0% to coincide with the increase in estimated market value of un -platted land. The commercial and industrial park dedication fees, she stated, have not been adjusted since 2008. The City's existing water rate structure will remain in place for 2022, along with the moratorium on new enrollees into the senior discount program. A new utility rate structure and elimination of the senior discount program will be implemented in 2023. Elimination of the senior discount will provide more equitable distribution of costs based on use rather than by age. Public comment: Jonathan Rice, 16336 Durango Trail, asked the council to consider amending the fee schedule resolution to allow for new enrollments into the senior discount program and to prepare a feasibility study on the implementation of the program into the new utility rate structure. Motion was made by Hellier, seconded by Volk, to close the public hearing. Voice vote was taken on the motion. Ayes - unanimous Motion was made by Hellier, seconded by Bermel, to approve Ordinance No. 1058 adopting fees and Resolution No. 21-179 adopting the fee schedule. Roll call was taken on the motion. Public Budget Hearing (Truth in Taxation) for 2022 Property Tax Levy and 2022 Budget Finance Director Erickson presented the proposed 2022 Property Tax Levy and proposed 2022 budget. The total proposed levy is $35,590,000. This is $866,100 less than the preliminary tax levy approved in September and results in a 4.95% increase from 2021 to 2022. CITY COUNCIL Minutes, December 06, 2021 Page 5 Significant community growth from new construction generates approximately $1,121,000 in property taxes. The proposed tax levy will impact a median valued home by approximately $30, and commercial property valued at $1 million will see a decrease of about $352. Ms. Erickson provided a detailed summary of the general fund revenues, reserves and expenses. New personnel positions proposed for 2022 include a police sergeant, police investigator, park maintenance position, human resources technician, finance department and environmental resources technicians. The budget also includes several position changes from part-time to full-time and several position reclassifications. Ms. Erickson stated the Liquor Fund provides $1.123 million in tax support. Public comment: Jonathan Rice, 16336 Durango Trail, asked about transfers from the water fund to other funds within the budget. Ms. Erickson provided information on the city's fund balance policy. She stated the City must maintain a long-term plan to assure there are sufficient funds for debt service and capital projects. Motion was made by Bermel, seconded by Hellier, to close the public hearing. Voice vote was taken on the motion. Ayes - unanimous Motion was made by Lee, seconded by Hellier, to approve Resolution No. 21-180 adopting the 2022 Property Tax Levy, Resolution No. 21-181 adopting the 2022 Budget, and Resolution No. 21-182 authorizing the purchase and disposal of vehicles and equipment.
