HomeMy WebLinkAboutItem 03 - Draft PC minutes CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES December 16, 2021 Chair Witte called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given. Members Present: Chair Jeff Witte, Vice Chair Jenna Majorowicz, Pat Kaluza, Jason Swenson, Christine Zimmer, Karl Drotning, Brooks Lillehei Members Absent: Ex-Officio Melissa Field Staff Present: Daryl Morey, Planning Director; Kris Jenson, Associate Planner; Penny Brevig, Recording Secretary 3. Approval of the Meeting Minutes The December 2, 2021 Planning Commission meeting minutes were approved as presented. 4. Announcements Planning Director Daryl Morey informed the public that Agenda Item 5, Lakeville Christian Church Addition, was removed from the agenda to allow them to submit modified plans for their project. This public hearing will now be scheduled for the January 6, 2022 Planning Commission meeting. Mr. Morey introduced Tina Morrow, the new Senior Administrative Assistant for the Planning Department and Recording Secretary who will be replacing Penny Brevig at the end of January. 5. Lakeville Christian Church Addition Lakeville Christian Church representatives requested that their application for a conditional use permit be removed from the agenda to allow them to submit modified plans. 6. Ebenezer Estoria Chair Witte opened the public hearing to consider the application of Ebenezer Estoria for the following, located north of 165th Street and west of Ipava Avenue: A. Comprehensive Plan amendment to re-guide property from Medium/High Density Residential to High Density Planning Commission Meeting Minutes, December 16, 2021 Page 2 Residential; and B. Zoning Map amendment to rezone property from RM-2, Medium Density Residential District to RH-2, High Density Residential District. Dan Elenbaas from Kimley-Horn presented a brief overview of their project. This development is proposed to be a senior co-op with ownership, not rentals. It is proposed to be a four-story building and have approximately 80 units, which requires a change in the zoning. Mr. Elenbaas stated that a parking study was done and indicated that there will be underground parking and surface parking. Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that Ebenezer has applied for a Comprehensive Plan amendment and Zoning Map amendment to change the land use designation from Medium/High Density Residential to High Density Residential and to rezone the property from RM-2, Medium Density Residential District to RH-2, High Density Residential District. Ms. Jenson showed the 80-unit senior co-op building concept plan in relation to the Fountains of Hosanna building to the east the Crystal Park townhomes to the west. Access to the site will be through the Hosanna site rather than from 165th Street. Ms. Jenson explained that details of the site and building design will be reviewed at a later date should the Comprehensive Plan amendment and rezoning be approved by the City Council and Metropolitan Council. Planning Department staff recommends approval of the Ebenezer Estoria Comprehensive Plan amendment and Zoning Map amendment as presented, and approval of the Findings of Fact dated December 16, 2021. Chair Witte opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Kaluza, seconded by Majorowicz to close the public hearing at 6:09 p.m. Voice vote was taken on the motion. Ayes - unanimous Chair Witte asked for comments from the Planning Commission. Discussion points included: • Confirmed that the zoning does not limit this property to senior housing. The new zoning would permit the development of multi-family housing. • Mr. Drotning commented that parking should not be an issue for this development considering that Hosanna Church is overparked 99% of the time. Planning Commission Meeting Minutes, December 16, 2021 Page 3 • Mr. Drotning commented that he does not blame the developer for not bringing the entire development forward at this time considering what has happened in the past regarding other Comprehensive Plan amendments and rezonings recently. • The Planning Commission agreed that they are taking a leap of faith recommending approval for the Comprehensive Plan amendment and Zoning Map amendment without seeing what this development will look like. Motion was made by Kaluza, seconded by Lillehei to recommend to City Council approval of the Ebenezer Estoria Comprehensive Plan amendment to re-guide property from Medium/High Density Residential to High Density Residential and Zoning Map amendment to rezone property from RM-2, Medium Density Residential District to RH-2, High Density Residential District, located north of 165th Street and west of Ipava Avenue, as presented.
