CITY COUNCIL WORK SESSION MINUTES
ANNUAL GOAL SETTING RETREAT
JANUARY 8, 2022
1. Mayor Anderson called the meeting to order at 9:00 a.m. in the Water Treatment Plant
Conference Room.
Members present: Mayor Anderson, Council Members Hellier, Bermel, Lee, and Volk
Members absent: None.
Staff present: Justin Miller, City Administrator
2. Reflections on 2021
Council and staff reflected on highlights from the previous year as well as identified areas that
could have been improved upon. Council also reflected on their Insights personality
assessment that was conducted at last year's retreat.
3. Staff Update of Key City Services
Miller reviewed the 2021 financial reports, 2022 budget recap, 2022-2026 Capital Improvement
Plan, plat/development status report, park referendum project status, and provided an update
on key staffing decisions upcoming in 2022.
4. 2022 Schedule/Organizational Items
The council reviewed the rules of procedure and identified a few areas that needed updating.
The council also agreed to continue allowing participation in council meetings via Zoom for the
near future. Work sessions were agreed to remain in the council chambers for now, but asked
staff to investigate possible alternate locations as well as ways to make them less formal in
nature. The committee assignments from 2021 were reviewed and it was agreed to keep them
unchanged. The council then reviewed the schedule of key events for the year as well as the
recently adopted legislative priorities.
5. City Council Policy Initiatives
Miller reviewed the list of proposed items that the council may want to discuss over the coming
year. The council briefly discussed each item and directed staff to schedule them on work
session agendas throughout the year.
6. The meeting adjourned at 1:00 p.m.
