CITY OF LAKEVILLE
ECONOMIC DEVELOPMENT COMMISSION
MEETING MINUTES
December 14, 2021
1. Chair Seiler called the meeting to order at 4:00 p.m. in the Marion Conference Room.
Members Present: Comms. Rick Bjorklund, Jessica Christiansen, Lowell Collman, Jim
Emond, Bob Gillen, Jack Matasosky, Don Seiler
Ex-officio Members Present: City Administrator Justin Miller, Chamber President
Krista Jech
Members Absent: Comm. Andrew Phillips, Glenn Starfield, Justin Stone
Staff Present: David Olson, Community & Economic Development Director; Kati
Bachmayer, Economic Development Coordinator; Penny Brevig, Senior Administrative
Assistant
Ms. Brevig briefly attended the meeting to say farewell to the EDC members, as she will
be retiring in January 2022. Many EDC members have worked with Ms. Brevig over the
years and congratulations were extended.
2. Approval of October 26, 2021 Meeting Minutes
Comms. Matasosky / Emond moved to approve the minutes of the October 26
meeting. Motion carried unanimously.
3. Presentation on Multi-family Development in Lakeville
To follow up on previous discussions and questions regarding workforce housing in the
City, Mr. Olson and Ms. Bachmayer presented information to the EDC on multi-family
housing in Lakeville and Dakota County. Data was obtained from the Updated
Comprehensive Housing Needs Analysis For Dakota County, Minnesota (Maxfield
Report), U.S. Census Bureau, Dakota County, Dakota County Community Development
Agency, Metropolitan Council, MN Department of Employment and Economic
Development and the City of Lakeville. The presentation covered topics such as housing
stock by structure type, market-rate and shallow-subsidy rental properties, household
growth trends and projections, rental demand projections, current multi-family housing
locations, rental rates in Dakota County cities, Lakeville employment numbers, commuter
inflow and outflow patterns and a snapshot of property tax comparisons.
Discussion centered around Maxfield’s methodology, Envision Lakeville, city services at
multi-family developments, methods available to subsidize affordable housing
development, Area Median Income levels for Lakeville workers and workforce availability.
Comms. Matasosky / Collman made a motion to investigate and acquire current data
on topics listed: Housing inventory by cost, income level necessary for current available
housing, updated inventory of vacant jobs and annual salaries and then how the Lakeville
housing stock matches those wages. Motion carried unanimously.

4. Continued Roundtable Discussion of COVID-19 Impacts on Lakeville Businesses
EDC members discussed the continued difficulty Lakeville employers are experiencing in
finding employees for open positions and/or retaining employees. The pandemic
accelerated the workforce challenges that existed in 2019 and many businesses, if
possible, are beginning to learn more on automation to bridge the gaps.
5. Director’s Report
In the interest of time, Mr. Olson did not go over information contained in the Director’s
Report. Before the meeting adjourned, Mr. Olson announced his impending retirement on
June 6, 2022.
