HomeMy WebLinkAbout01-20CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES January 20, 2022 Chair Witte called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given. Members Present: Chair Jeff Witte, Vice Chair Jenna Majorowicz, Pat Kaluza, Jason Swenson, Christine Zimmer, Karl Drotning, Brooks Lillehei Members Absent: Ex-Officio Melissa Field Staff Present: Daryl Morey, Planning Director; Ryan Tessman, Planning and Zoning Specialist; Tina Morrow, Recording Secretary 3. Approval of the Meeting Minutes The January 6, 2022 Planning Commission meeting minutes were approved as presented. 4. Announcements Planning Director Daryl Morey announced that due to the lack of agenda items, the February 3, 2022 Planning Commission meeting will be cancelled Mr. Morey announced that Penny Brevig, Senior Administrative Assistant for the Planning Department and Planning Commission Recording Secretary is retiring, and this will be her last Planning Commission meeting. He gave a brief overview of her career at the City of Lakeville. 5. Justin D. Anderson Chair Witte opened the public hearing to consider the application of Justin D. Anderson for a conditional use permit to allow an addition to an existing non-conforming single-family home in the Crystal Lake Shoreland Overlay District, located at 10280 Oak Shore Drive Mr. Anderson presented a brief overview of his request. Planning and Zoning Specialist Ryan Tessman presented the planning report. Mr. Tessman stated that since the property is within the Shoreland Overlay District and the existing house does not meet the minimum 10-foot side yard setback requirement, a conditional use permit is required to expand the house. The existing house is non-conforming, but the proposed addition will comply with all setback requirements of the Zoning Ordinance. He stated the exterior materials of the house addition will match the existing house. In addition, the 25% maximum impervious surface coverage will be met with the proposed house addition. Anderson conditional use permit subject to the two stipulations listed in the January 13, 2022 planning report and approval of the Findings of Fact dated January 20, 2022. Chair Witte opened the hearing to the public for comment. Ken Hawkinson – 16024 Oak Curve Mr. Hawkinson stated his property is located directly behind Mr. Anderson’s house and has no problem with the house addition. Motion was made by Majorowicz, seconded by Zimmer to close the public hearing at 6:08 p.m. Voice vote was taken on the motion. Ayes – unanimous Chair Witte asked for comments from the Planning Commission. Commissioner Drowning stated that it is a rare occasion that the Planning Commission considers a conditional use permit for a property located within the Shoreland Overlay District that isn’t on the lake shore. He stated he supports the conditional use permit request. Motion was made by Majorowicz seconded by Lillehei to recommend to City Council approval of the Justin D. Anderson conditional use permit to allow an addition to an existing non-conforming single-family home located at 10280 Oak Shore Drive, subject to the following stipulations, and approval of the Findings of Fact dated January 20, 2022: 1. A building permit shall be required prior to commencing any construction on the property. 2. The addition shall be constructed as shown on plans approved by City Council and utilize those exterior materials identified on the building floor and elevation plans. The color of the addition shall match the existing house.
