RESOLUTION NO. 19-02
RESOLUTION APPROVING ACQUISITION OF CERTAIN
REAL PROPERTY FROM THE DAKOTA COUNTY COMMUNITY
DEVELOPMENT AGENCY
WHEREAS, the Dakota County Community Development Agency ("CDA") is the fee owner
of certain real property in the City of Lakeville currently used as a public park ("Pioneer Plaza") as
legally described in exhibit A attached hereto ("Property');
WHEREAS, the CDA acquired the Property together with other surrounding parcels from
the City and the Housing and Redevelopment Authority of Lakeville Minnesota ("HRA") to assist the
CDA with meeting minimum parking standards required for the Winsor Plaza Senior Apartments
("Winsor Plaza") and to ensure pedestrian connectivity from Winsor Plaza to the downtown area;
WHEREAS, in 1994, the CDA developed an addition to Winsor Plaza including additional
onsite parking spaces that were sufficient to meet the minimum parking standards for Winsor Plaza;
WHEREAS, in 2012, the CDA conveyed property abutting the Property to the HRA that was
no longer needed by the CDA to meet its parking requirements for Winsor Plaza, but the Property
was not included in the conveyance at that time;
WHEREAS, the CDA no longer needs the Property for CDA purposes and proposes to
convey the Property to the HRA at no cost to the HRA;
WHEREAS, the HRA desires to acquire the Property;
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority in
and for the City of Lakeville, Minnesota as follows:
The acquisition of the Property is approved;
2. The Chairperson and Executive Director for the HRA are hereby authorized to
execute all necessary documents to facilitate and complete the acquisition of the
Property and pay all necessary recording fees to complete the transaction.

That part of 208th Street West, formerly known as Spruce Street as dedicated in the plat thereof,
lying Westerly of the prolongation Southerly of the east line of Block 12, and Easterly of the
prolongation Southerly of the East line of Lot 7, Block 12 of said plat of Fairfield, according to the
recorded plat thereof, and situate in Dakota County, Minnesota.
Except
That part of the North '/Z of said vacated 208th Street lying West of the southerly prolongation of
a line 95 feet East of the West line of Lot 1, Block 12, as measured along the north line of said Lot
1, Block 12, Fairfield.
And
That part of Lot 4, Block 12, Fairfield, Dakota County, Minnesota lying Southerly of the following
described line: Commencing at the Southeast corner of said Lot 4; thence North along the East line
of said Lot 4, a distance of 21.00 feet to the actual point of beginning of a line to be described;
thence West deflecting 90 degrees 57 minutes 55 seconds left to the Southerly line of said Lot 4 and
there terminating.
