HomeMy WebLinkAbout2. EDC minutes 1.25.22 DRAFT CITY OF LAKEVILLE ECONOMIC DEVELOPMENT COMMISSION MEETING MINUTES January 25, 2022 1. Chair Seiler called the meeting to order at 4:00 p.m. via Zoom. Members Present: Comms. Rick Bjorklund, Jessica Christiansen, Lowell Collman, Jack Matasosky, Andrew Phillips, Don Seiler, Glenn Starfield Ex-officio Members Present: City Administrator Justin Miller, Chamber President Krista Jech Members Absent: Comm. Jim Emond, Bob Gillen, Justin Stone Staff Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Coordinator Ms. Brevig briefly attended the meeting to say farewell to the EDC members, as she will be retiring in January 2022. Many EDC members have worked with Ms. Brevig over the years and congratulations were extended. 2. Approval of December 14, 2021 Meeting Minutes Comms. Matasosky / Collman moved to approve the minutes of the December 14 meeting. A roll call vote was taken, and the motion carried unanimously. 3. Presentation on 2021 Economic Development Annual Report Mr. Olson presented the 2021 Economic Development Annual Report. He noted that the City of Lakeville experienced a high level of development activity in 2021, issuing building permits with a total valuation of $371.8 million, which is the second highest building permit valuation in the City’s history. The previous record was set in 2020 with a building permit valuation of $442.3 million. The City issued 747 residential permits in 2021 and 527 of those were single-family homes. The average building permit value on the 2021 single- family homes was $304,742. According to Minnesota Housing First, Lakeville led the Minneapolis-St. Paul metropolitan area for residential permits, followed by Woodbury, Cottage Grove, Otsego and Blaine. Mr. Olson told EDC members that the City anticipates receiving industrial development project applications totaling approximately 1.1 million square feet within in the first quarter of 2022. EDC members inquired about historical unemployment percentages and employment numbers related to top employers and industries. Staff will research the issues and provide follow up information. 4. Continued Roundtable Discussion of COVID-19 Impacts on Lakeville Businesses Ms. Jech shared that the Chamber continues to hear from member businesses about hiring and supply chain challenges. Comm. Seiler had a positive outlook on his business, as the restaurant has been able to successfully manage staffing and work through Covid infections and absences during the current omicron surge. Director’s Report Mr. Olson informed the EDC that the City Council had recently approved Lakeville’s Community Development Block Grant application for Fiscal Year 2022. This application included a request to fund a housing needs assessment study, which was requested in response to the EDC’s recent discussions around workforce housing goals.
