HomeMy WebLinkAboutItem 07 Interstate South Logistics Fourth Addition1 City of Lakeville Planning Department Memorandum To: Planning Commission From: Frank Dempsey, AICP, Associate Planner Date: March 31, 2022 Subject: Packet Material for the April 7, 2022 Planning Commission Meeting Agenda Item: Interstate South Logistics Park Fourth Addition Preliminary and Final Plat Action Deadline: May 11, 2022 BACKGROUND Scannell Properties #496 LLC (Scannell) has submitted preliminary plat and final plat applications and plans for Interstate South Logistics Park Fourth Addition, which proposes one lot and one outlot on 37.91 acres zoned I-1, Light Industrial District. The subject property is located south of and abutting 215th Street (CSAH 70), west of Dodd Boulevard (CSAH 9), north of and abutting 217th Street and east of and abutting Jacquard Avenue. The proposed preliminary and final plat includes a site plan for the construction of a 260,000 square foot office/warehouse and distribution center building on Lot 1 (17.32 acres). Outlot A (20.59 acres) will be retained by the developer for future development. The development plans have been submitted to the Engineering Division, the Parks and Recreation Department, and the Dakota County Plat Commission for review. The property is zoned I-1, Light Industrial District. The proposed project is surrounded by the following existing or planned land uses: Direction Existing Use Land Use Plan Zoning North 215th Street (CSAH 70), medical clinic, self-storage, auto repair, non- conforming single family home Light Industrial/Warehouse and Office Park I-1 District and OP District South Amazon Warehouse Light Industrial/Warehouse I-1 District East Warehouse Buildings Light Industrial/Warehouse I-1 District West Jacquard Ave and Proposed North Ryan Addition Office Park OP District STAFF ANALYSIS P RELIMINARY AND FINAL PLAT Comprehensive Plan. The property is located in Planning District No. 6 of the 2040 Comprehensive Land Use Plan. The property is in the current Metropolitan Urban Service Area (MUSA) which means that City municipal services, including sanitary sewer and water, are available to the site. The property is guided Light Industrial/Warehouse and the proposed office and distribution center use is consistent with the 2040 Comprehensive Plan. Existing Site Conditions. The subject property was platted as Outlot A, Interstate South Logistics Park Third Addition on October 19, 2020 as part of the Amazon fulfillment center development project. The site was preliminary graded in conjunction with the development of the Amazon project and construction of 217th Street. The property is adjacent to 215th Street (CSAH 70) to the north, 217th Street to the south, and Jacquard Avenue to the west. Lot/Block. The preliminary and final plat of Interstate South Logistics Park Fourth Addition consists of one lot and one outlot. The proposed lot exceeds the minimum lot area and lot width requirements for the I-1, Light Industrial District. The following is a tabulation of the lot as noted on the preliminary plat. 3 I-1 Requirements Lot 1 Lot Area 30,000 sf area 17.32 acres Lot Width 100 feet 554.59 feet Outlot. There is one outlot totaling 20.59 acres. Outlot A will be retained by the developer for future development. Streets. The preliminary and final plat of Interstate South Logistics Park Fourth Addition will not require the construction of public streets. Access to Lot 1 and the future development of Outlot A will access the properties from existing 217th Street. Three streets abut Interstate South Logistics Park Fourth Addition: 215th Street (CSAH 70) is a principal arterial roadway. No additional right-of-way is required. 217th Street is a minor collector that has full access to both Jacquard Avenue and Dodd Boulevard (CSAH 9). 217th Street was constructed as a 40 foot wide rural section road within an 80 foot wide right-of-way. No additional right-of-way is required with the Interstate South Logistics Park Fourth Addition plat. 217th Street will be extended west of Jacquard Avenue with the development of properties to the west. Jacquard Avenue is a major collector street that provides access to 215th Street (CSAH 70) and properties to the south. The required 100 feet of right-of-way required for Jacquard Avenue was dedicated with the Interstate South Logistics Park Third Addition plat. Jacquard Avenue is classified as a major collector roadway with a 40 foot wide rural pavement section. Dakota County Plat Commission. The Dakota County Plat Commission reviewed the preliminary and final plat at their February 2, 2022 meeting. The Plat Commission will recommend approval of the preliminary and final plat to the Dakota County Board subject to the requirements noted in their attached February 8, 2022 letter. Grading, Drainage, Erosion Control and Utilities. City sanitary sewer and water is available to the site. All public utilities will be constructed by the developer to serve the proposed first phase development of Lot 1. Sewer and water will be available to serve Outlot A when Outlot A is final platted. The existing City sanitary sewer and water systems available to serve the area of the preliminary and final plat are adequate to accommodate the proposed and future industrial buildings within the plat area consistent with the City’s Sanitary Sewer Plan. Grading and utility plans have been submitted with the Interstate South Logistics Park Fourth Addition preliminary and final plat. The attached engineering report dated March 25, 2022 addresses grading, drainage, erosion control, and utilities in detail. Engineering recommends approval of the Interstate South Logistics Park Fourth Addition preliminary plat. Wetlands. A wetland delineation for this site was completed in 2015. Two small wetlands will be impacted and a wetland replacement plan will be required prior to grading approval. Refer to the March 25, 2022 engineering report for more details. 4 Tree Preservation. No significant trees are located within the Interstate South Logistics Park Fourth Addition preliminary and final plat. Park Dedication, Trails and Sidewalks. The City’s Comprehensive Parks, Trails, and Open Space Plan does not identify future park needs in the area of the plat. The plan does identify a bituminous trail along the south side of 215th Street which will be constructed in the future. A Park Dedication Fee in lieu of park land will satisfy the park dedication requirement at the time of final plat approval. Airlake Airport. Airlake Airport is considered a reliever airport under the management of the Metropolitan Airports Commission (MAC). The entirety of the airport is now located within the Lakeville city boundary. The MAC did not express concerns regarding the size or use of the proposed buildings in this development in their review of the AUAR. Due to the site’s proximity to the Airlake Airport, the Federal Aviation Administration may require an FAA permit (#7460) if any construction cranes are used during the construction of the buildings. The developer is advised to coordinate any required permit with the FAA as early as possible during the construction planning phase. SITE PLAN ANALYSIS Building Architecture. The building will be constructed of pre-cast concrete wall panels and painted silver/gray and dark gray as noted on the building elevations plan in compliance with Zoning Ordinance requirements. Signage. The I-1, Light Industrial District allows two wall signs for building on a corner lot up to 400 square feet for a single occupancy building greater than 250,000 square feet in area. A freestanding sign may not exceed 100 square feet per face and a maximum height of 10 feet. A sign permit shall be issued by the Planning Department prior to the installation of any signs. Building Setbacks. The building setback requirements of the I-1 District are being met with the proposed site plans for Lot 1, Block 1 as follows: Required Setbacks Lot 1 Front Yard -- 40 feet 215th Street – 84 feet Side Yard (west) - 10 feet Side Yard (east) - 30 feet West – 60+ feet East – 90+ feet Rear Yard (217th St.) -30 ft Rear Yard (217th St.) - 195 feet Parking. The proposed warehouse building will require an estimated 234 parking spaces for the 260,000 square foot building. The site proposes 291 parking spaces to be constructed which is 57 spaces more than required. Any future office space may require additional parking spaces. 5 The number of required parking spaces is calculated as follows: Total Building Square Footage 260,000 square feet Warehouse – 260,000 sf (minus 10%) 234 spaces Parking to be Constructed 291 spaces Circulation. All drive aisles and parking stalls comply with the required aisle width of 24 feet and parking stall dimensions of 9 feet in width and 18 or 20 feet in length including perimeter curb and gutter. All driveways, loading dock areas and trailer parking spaces are of adequate size to accommodate two-way traffic and backing and turning movements. The driveways provide adequate width and turning radii to accommodate truck turning movements and emergency vehicle access. Access. Access to Lot 1, Block 1 will be from three accesses on 217th Street to accommodate separate employee and truck entering and exiting. Driveway access design to 217th Street complies with Zoning Ordinance requirements for location, setback, and width. Outdoor Storage. The preliminary plat plans propose no outdoor storage on the property other than semi-trucks/trailers used in the process of delivery and pick up of goods for transport. Landscaping/Screening. The landscape plan proposes 137 overstory, evergreen, and ornamental trees as noted in the table below: Landscape Materials 68 Overstory trees (2.5 inch min. diameter) 43 Conifer trees (8 foot minimum height) 26 Ornamental trees (2 inch min. diameter) 2193 Variety of shrubs and perennial plantings All landscaped areas within and adjacent to the parking lot, including landscaped islands, shall be irrigated in compliance with Zoning Ordinance requirements. All areas not planted with trees, shrubs or perennials will be seeded with a natural grass mixture as shown on the landscape plan. The landscape plan shall be amended to identify minimum eight foot tall conifer trees and the minimum required height for shrubs, not container size. A landscape security shall be submitted with final plat approval to guarantee installation of the approved landscaping. The security amount will be determined by the developer’s landscaping contractor prior to City Council consideration of the final plat. Site Lighting. An exterior lighting plan has not been submitted for review and will be required prior to issuance of a building permit. Exterior lighting will be consistent with other properties in the Interstate South Logistics Park development and compliant with Zoning Ordinance requirements. 6 Trash and Recycling Enclosure. A trash enclosure is not identified on the plans. Any outside trash containers must be within a six-foot tall enclosure or the height of the container and constructed of similar materials as the building, including a durable, maintenance free gate. Snow Storage. Snow storage may not take place in required parking spaces. Mechanical Unit Screening. Any roof-top or ground mounted mechanical units shall be screened in accordance with Zoning Ordinance requirements. RECOMMENDATION Planning Department staff recommends approval of the Interstate South Logistics Park Fourth Addition preliminary and final plat subject to the following stipulations: 1. Implementation of the recommendations listed in the March 25, 2022 engineering report. 2. The site and buildings shall be developed in compliance with the plans approved by the City Council and Zoning Ordinance requirements. 3. The landscape plan shall be amended prior to City Council consideration of the preliminary and final plat to comply with minimum material size requirements including coniferous trees, ornamental trees, and height of shrubs per 11-21-9.C of the Zoning Ordinance. 4. A security shall be submitted to guarantee installation of the approved landscaping at the time of final plat approval. All landscaped areas within and adjacent to the parking lot shall be irrigated. 5. Snow storage shall not take place in required parking spaces. 6. The buildings shall be constructed of materials and colors consistent with the requirements of the Zoning Ordinance for industrial buildings. 7. If required by the Federal Aviation Administration (FAA), approval of permit No. 7460 (crane permit) shall be obtained from the FAA prior to commencing construction with the use of a crane or cranes taller than 35 feet in height. 8. Any outside trash containers must be within a six-foot tall enclosure or the height of the container and constructed of similar materials as the building, including a durable, maintenance free gate. 9. Any roof-top or ground mounted mechanical units shall be screened in accordance with Zoning Ordinance requirements. Development of Interstate South Logistics Park Fourth Addition includes the construction of a privately owned and maintained stormwater management basin, consistent with the AUAR. The private basin will be located on Lot 1, Block 1 and will treat runoff generated from the proposed subdivision. The Developer shall sign a private maintenance agreement for the basin and dedicate a maintenance easement over the basin area prior to City Council consideration of the final plat. The final grading plan shall identify all fill lots in which the building footings will be placed on fill material. The grading specifications shall also indicate that all embankments meet FHA/HUD 79G specifications. The Developer shall certify to the City that all lots with footings placed on fill material are appropriately constructed. WWEETTLLAANNDDSS A wetland delineation report was completed and approved in 2015. The wetland delineation was reviewed again in 2020 and was found to be accurate. Based on the information provided in the report dated March 2015 and site visits, the indicated wetland boundaries have been determined to be acceptable for use in implementing the Wetland Conservation Act. The plans propose to impact two low quality seasonally flooded basins that were located within farm fields. The total proposed wetland impact is 2.11 acres. A wetland replacement plan has been submitted and is out for comment. The wetland replacement plan must be approved prior to any impacts. The plat is adjacent to CSAH 70 (215th St.) and is therefore subject to the Dakota County Contiguous Plat Ordinance. The plan is a replat of three outlots and proposing one lot for an industrial use and one outlot. The right- of-way needs are 75 feet of half right of way along CSAH 70 for a 4-lane divided roadway, which have been met. Access spacing along CSAH 70 for a future principal arterial roadway are ½ mile full access and ¼-mile access for restricted access locations. Access to site will be from Jacquard Avenue and 217th Street West. Restricted access should be shown along all of CSAH 70. A quit claim deed to Dakota County for restricted access is required with the recording of the plat mylars. The Plat Commission has approved the preliminary and final plat, provided that the described conditions are met, and will recommend approval to the County Board of Commissioners on February 22, 2022. Traffic volumes on CSAH 70 are 13,300 ADT and are anticipated to be 15,300 ADT by the year 2040. No work shall commence in the County right of way until a permit is obtained from the County Transportation Department and no permit will be issued until the plat has been filed with the County Recorder’s Office. The Plat Commission does not review or approve the actual engineering design of proposed accesses or other improvements to be made in the right of way. Nothing herein is intended to restrict or limit Dakota County’s rights with regards to Dakota County rights of way or property.
