Proposed Building Layout Above is a rough sketch of our proposed design for the interior of the building. If selected, we will confirm a final layout with our equipment supplier(s) and general contractor in support of the overall Antlers Park project timeline. Building Specifications/ Equipment We estimate an approximate usable square footage of 1300-1400 square feet for our operation. This includes space for all equipment listed below. List of equipment:  HVAC System  Restroom facilities  Point of Sale system  Office (Desk, safe, camera system)  Walk-in food and keg cooler  Reach-in freezer  Reach-in cooler  5-foot flattop grill  Three 36-inch fryers  Two soft serve ice cream machines  Two slushie machines  Beer tap system  Soft drink service system  Drink display cooler (for canned drinks)  Dry storage area  Food prep area  Dishwashing area  Service counters – two service counters, one for food and drink and the other dedicated to serving ice cream and frozen treats.  Hand wash sinks (as required by department of health)  Ventilation hood(s) as required by code 3 Proposal: LBC on the Lake Company Profile Brief Company History While each pursuing their own business goals in 2015, the future co-owners of Lakeville Brewing Co, LLC met. Glen and Kate Bruestle were seeking a location to open their own family- friendly restaurant. Don and Megan Seiler were developing a plan to open a craft brewery in Lakeville. While evaluating potential business locations, the two couples learned that they may become neighbors if they chose a location in Downtown Lakeville. This led to an introduction and each sharing their business idea. After just two introductory meetings the four decided to combine business plans and begin creating a business together. Their vision was a family friendly brewpub that would help establish downtown Lakeville as a preferred entertainment and dining destination. In the almost six years since opening, the business has attracted a strong core base of local customers while also appealing to individuals and groups throughout the Twin Cities and the State of Minnesota. The business has been featured on numerous online publications as well as radio (WCCO Radio) and television (Twin Cities Live). Our social media profiles boast over 10,000 followers and customer engagements through social media exceed 4,000 per week. In September of 2019, the business opened a second location in Inver Grove Heights. This project included a complete remodel of an existing building (formerly a Ruby Tuesday restaurant) and construction of a brand new 20bbl six vessel brewery. The business owners managed every aspect of the business start-up including the navigation of legal, financial, and logistical hurdles. In 2021 our Lakeville location served an average of over 16,000 customers per month. In the peak months of 2021 (June through August) we served over 90,000 customers. These numbers reflect both returning and new customers. We project that our business will continue to grow over the next 5 years through both population growth and our service and marketing efforts. If selected, Lakeville Brewing Co, LLC will be the operating business and we will file an assumed name for the operation at Antlers Park. We drafted our initial business plan for Lakeville Brewing Co in late 2014. After months of development and revision that business plan represented the combined input of our entire team (owners and professional advisors). Planning and executing business start-ups are core competencies of our ownership team. This proposal is an initial step in the business planning process. If selected to provide food and beverage service at Antlers Park, we will take very seriously the development of a business plan and a successful start-up of operations at Antlers Park. Capital Investment Capability Lakeville Brewing Co, LLC is a profitable and stable business operation capable of the capital investment required for this business venture. Upon request we can share financial metrics and account balances to verify our business financial standing. 7 Proposal: LBC on the Lake Unique Qualifications for Antlers Park Food & Beverage Service  Experience with Seasonal Operations: Although Lakeville Brewing Company in Downtown Lakeville has been open year-round since June 2016, the business does have a major seasonal component with the outdoor space. We know how to staff and manage a seasonal operation in every detail. We have over 6 years of experience providing full-service food and beverage in Lakeville throughout the summer. When we opened our second location in Fall 2019 in Inver Grove Heights, we designed a customer experience that is of equal quality, yet unique. We see this as an opportunity to replicate this success by providing the same high-quality experience, but with unique offerings that will make our operation at Antlers Park a sought out, one- of-a-kind destination.  Unique Beverage Service: Our Brewpub license enables us to provide a wider array of alcoholic beverages than any caterer, restaurant, tavern, or brewery. We can purchase beer and wine from distributors and self-distributing breweries and wineries. In addition, we brew beers that are only available at our operating locations. If selected, we are uniquely licensed to brew and serve beer that would be exclusively available at Antlers Park. Project Approach We propose operating a walk-up counter style food and beverage service. Our service will be “fast-casual” offering high quality, freshly prepared food that can be enjoyed throughout the park. Menu offerings include sharable and “hand-held” food to match the atmosphere and anticipated activities of parkgoers. We envision patrons grabbing a snack between volleyball games and families grabbing lunch or snacks to extend a lazy day on the beach. Ice cream and other frozen treats will be among the most popular items on sizzling summer days for kids of all ages. Those enjoying a long walk or bike ride on the City’s trails will love to stop for a refreshing beverage while soaking in the sights and sounds of Lake Marion. Couples and families will step to the counter to supply an impromptu picnic at a table or on a blanket on the grass or beach. LBC on the Lake will add comfort, flavor, and fun to the Antlers Park experience. 8 Proposal: LBC on the Lake Menu and Pricing Information Our vision is to offer a variety of food and drink options that include unique offerings in addition to traditional summertime favorites. Concept Menu: Small plates/ Snacks  Chicken wings basket (variety of sauces and dips) $12  Ceviche shrimp cocktail $12  Chips and salsa trio $9  Coconut chicken $12  Elote – Mexican style corn on the cob $6 Al Pastor Pork Taco or Sandwich Al pastor pork – Al pastor (from Spanish, "shepherd style"), made with spit-grilled pork. Cooking method is based on the lamb shawarma brought by Lebanese immigrants to Mexico, al pastor features a flavor palate that uses traditional Mexican marinade adobada. We also intend to operate throughout the rest of the year to match demand. We will adjust hours of operation and menu options in coordination with the season and utilizing input from the City. Additional Vendor Responsibilities We acknowledge and commit to the following vendor responsibilities: 1. Provide food and beverage service along with high quality customer service for every customer. 2. Provide adequate staffing for food and beverage service at our sole cost. 3. Responsibly operate and maintain the food service facility including the interior of the building and all equipment. 4. Obtain and maintain all appropriate licenses including, but not limited to: a. Department of Health b. Alcohol and Gambling Enforcement Division c. City of Lakeville 5. Comply with all conditions and requirements of business licenses including, but not limited to: a. Maintaining appropriate liability insurance coverage with City of Lakeville named as additional insured b. Maintaining a designated area for alcohol consumption c. Verifying age of customers purchasing alcohol d. Professionally cleaning and maintaining all equipment 6. Maintain open and frequent communication with appropriate City officials to sustain and improve facility management and parkgoer experience. 11 Proposal: LBC on the Lake Financial Proposal We propose a two-phase financial arrangement share revenue with the City of Lakeville. The first 3 years of operation pose the greatest risk of any new restaurant venture. The two phases will allow us an opportunity to recoup our up-front investment and navigate the most unpredictable period of operating a new business. After this initial period, the City will receive a more predictable and larger revenue share. We propose to distribute to the City of Lakeville 3.0% of total gross sales at the Antlers Park location for years one through three. We propose to distribute to the City of Lakeville 6.5% of total gross sales at the Antlers Park location for years four and beyond. We will provide actual monthly gross revenue numbers which will be verifiable through MN State Department of Revenue records (monthly Sales and Use Tax filing documents). 12 Proposal: LBC on the Lake Profit and Loss Projections by Phase Below are estimates of what we believe the annual revenues and costs will be for this operation. The first set of numbers show a conservative projection of P&L for years one through three. The second set on the following page is a projection for years four and beyond. These estimates reflect best known industry benchmarks which we tailored based on our business experience. We believe this is a conservative estimate. This estimate assumes year-round operation with peak revenue occurring from May through September. Projected P&L Years 1-3 13 Proposal: LBC on the Lake Projected P&L Year 4 14 Proposal: LBC on the Lake Projected City Revenue Years 1-10 The following chart shows the projected annual and cumulative revenue to the City of Lakeville over the first 10 years of operation. We calculated these numbers using the projected P&L and assuming annual growth as follows: Significant (10%) Year over Year growth in year two. Modest (2.5%) Year over Year growth every year thereafter. 15 Proposal: LBC on the Lake Statement Regarding Food Trucks We support the City’s approval of food trucks to operate at the City’s discretion at Antlers Park and are not requesting an exclusive arrangement for the provision of food and beverage. We see great benefit to the experience of citizens with having multiple options and additional service capacity during peak hours. However, we request that there be language in an operating agreement providing a mechanism to resolve any conflict that may potentially arise from competing interests operating in the park. We do request preferential consideration if the demand for food and beverage service declines below a level that supports both our operation and food trucks. Violations The following are the violations cited for Lakeville Brewing Co, LLC for all locations and dates.  June 2016 received written warning from the City of Lakeville for serving alcohol to person under 21 years old. Responsible employee was terminated.  October 28, 2019, Cited by City of Inver Grove Heights for failing to check ID before serving alcohol. Paid $750 fine. Responsible employee was terminated. Conclusion We believe that our experience, credentials, and capabilities make us the best fit for this opportunity. We have successfully planned and opened two brewpubs in Minnesota over the last 6 years. Our capabilities go beyond designing, licensing, and financing. We have always wanted to open a restaurant in the Lakeville community. Our group owns and operates twelve unique food and beverage brands in the South Suburbs of the Twin Cities. We are both locally and family owned, and live in the communities we operate in. What started as a gas station with a deli in 2009 has grown to a varying group of restaurants in Apple Valley, Chanhassen, THE WANDERER RESTAURANT AT ANTLER’S PARK IN LAKEVILLE TAKES YOU ON AN ADVENTURE INSPIRED BY FOOD AND BAR CULTURE FROM EVERY CORNER OF THE WORLD. ITS ROTATING MENU CELEBRATES TRAVEL PAST THE COMFORT OF TOURISTIC AMENITIES, FOLLOWING MAV AS SHE EMBARKS ON A JOURNEY OF WONDER AND DELIGHT. With each restaurant we open, we evaluate current restaurant offerings, demographics, and location in order to create a unique offering for the community. Our goal is to compliment and work with existing restaurants rather than competing directly. We have been active members of the Lakeville Chamber of Commerce & CVB since 2016, and have been a part of the Taste of Lakeville, Pan-O-Prog, and numerous other community events. We enjoy being active in the communities we operate in, and giving back to schools, local youth sports, churches, and other non-profits as much as possible. Our hospitality group is built for growth with a team of project managers dedicated to opening one or two new restaurants each year as well as a strong operations team with many years of experience. Our operations team has a dedicated Operations Director, Culinary Director, Beverage Director, Marketing Director, and by the time this restau- rant opens in 2024 we will also have a Catering and Private Party Director. Our restaurant group has experience operating seasonal restaurants. We suc- cessfully took over the restaurant space at The Caribbean Marina in Tonka Bay on Lake Minnetonka in 2021. Much like the proposed restaurant at Antlers Park, it is an all-outdoor dining restaurant on the water. The previous operator averaged around $110,000 in sales per summer. We took over and created a fully branded concept with updated menus called Te- quila Butcher at the Caribbean. Sales our first summer were $900,000 resulting in a multi-year contract going forward. We will provide high quality food and beverages services along with high quality service for every customer. We will be responsible for staffing, maintain licenses, insurance, and also designat- ing an area for alcohol consumption as outlined in the RFP. We would like to choose (OPTION 1) and have the city construct and retain ownership of a stand-alone building approximately 1400 square feet in size as drawn. We will provide all equipment including exhaust hoods, refrigeration, ice maker, grill, oven, flat top, shelving, bar equipment, point of sale, and small- wares. We would like the city to consider an additional covered patio area as drawn, as an addition to the restau- rant. We would use radiant heaters, and drop-down tarps with windows in the covered seating section as we have at many of our other patios. This will allow for dining earlier in the spring and later into the fall, as well as when it is windy or raining. This design will maximize restau- rant sales and increase revenue sharing with the city. Our design will feel very open and inviting with large overhead garage doors, double swing doors on each end, and an open kitchen design so guests can watch their food being prepared. Food and beverages will be ordered from any of the three point of sale sta- tions, keeping the lines moving and pro- viding a high level of service. Guests will be given an order number on a stand, and we will deliver their food and to their table allowing them to relax and enjoy a beverage while waiting for their food. The Wanderer restaurant will take you on a magical journey inspired by food and bar culture from every corner of the world. Its rotating menu celebrates travel past the comfort of touristic amenities, following Mav as she embarks on a journey of wonder and delight. Our marketing will not only highlight this adventure themed brand, but also the history of Antlers Park. From the Dan Patch electric train line to the glory days of the original amusement park, we will bring Antlers Park storied history alive in our marketing. MENU + PRICING INFORMATION The food and drink menus for Wanderer will change slightly ev- ery summer as Mav adventures around the world. For our opening menu we intend to incorporate in- fluences from Peru, Venezuela, and the Yucatan Peninsula of Mexico. The menu will be familiar while still being creative and different than anything else offered in Lakeville. A wide range of competitive prices will give guests options that will fit their budget. In ad- dition to the regular menu, we will offer a kid’s menu with items catered towards their younger palate. FINANCIAL PROPOSAL We would be willing to pay 7-9% of our gross sales to the City of Lakeville as rent. Due to our significant up-front investment of building out from a shell including equipment, signage, and fixtures we would like to see a lower percentage the first few years. We anticipate gross sales of over $1 Million annually. STATEMENT REGARDING FOOD TRUCKS We acknowledge and accept that food trucks may be present in Antlers Park at various times. We would appreciate if food trucks were charged the same percentage of sales as the restaurant, or at minimum a daily fee to level the playing field. We would also prefer that no food trucks are present on slower days and times. VIOLATIONS Our hospitality group has no alcohol or food related violations.
