HomeMy WebLinkAbout04-06 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES April 6, 2022 Committee Chair Weberg called the meeting to order at 6:00 p.m. in the City Council Chambers Members Present: Alex Nicholson, Holly Weberg, Jim Storms, Monica Joubert, Mike Richards, Steve Henneberry, Lindsay Haneman, Members Absent: Megan Kelley Staff Present: Parks and Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Stella Eskelson 1. Introduction of New Committee Members Alex Nicholson and Mike Richards introduced themselves to the committee and shared some background information about themselves. 2. Election of New Officers Each year, the positions of Chair, Vice Chair and Secretary will be appointed as per direction from the City Council to maintain consistency throughout the various City committees. Holly Weberg was reappointed to Chair, Steven Henneberry was reappointed as Vice Chair and Jim Storms was appointed to Secretary each for a one-year term. 3. Approval of March 2, 2022 minutes Motion was made by Henneberry, seconded by Haneman to approve the March 2, 2022 minutes as written Ayes: unanimous 4. Citizen comments – Jim Guttmann: 9282 178th St. W., Lakeville Mr. Guttmann is a member of the Dakota County Planning Commission, he invited members to review two draft Natural Resources and Management Plans that had recently been made available for public input. These draft plans are for the Lake Marion and North Creek Greenways that abut Casperson and Ritter Farm Parks. There will be an in-person public open house at the Western Service Center in Apple Valley on April 13 from 5 p.m. – 7 p.m. The draft plans will be available for public review through May 27. Cafferty also shared that a representative from Dakota County would be attending the next committee meeting to provide an overview of the plans and take committee feedback. Pheasant Run Eighth Preliminary Plat This plat includes the development of 33 detached townhomes on approximately 9 acres located east of Pilot Knob Road and north of 179th Street. There is one outlot totaling .70 acres that will be deeded to the City at time of final plat and utilized for a stormwater management basin. The construction of the development includes a five-foot concrete sidewalk along one side of Ellsworth Drive. In addition, the North Creek Regional Greenway is located on the northeast side of the parent parcel. A land contribution for the greenway trail was dedicated with the Pheasant Run of Lakeville Seventh Addition final plat. A neighborhood park is not required for this area, the Park Dedication Fee will be satisfied through a cash contribution. There are no wetlands located on the plat and no additional trees will be removed with this plat. Committee Member Henneberry – What is the property located to the east and what is the distance from the proposed back yards to the creek? The land will be DR Horton’s Brookshire development and where 179th will extend. The creek buffer will be at least 100 feet. Committee Member Nicholson – Has the plat been reviewed by the Dakota County Water and Soil Conservation? The Vermillion Watershed has reviewed and approved the plans; they assist with overseeing projects on a more local level. Motion made by Storms, seconded by Haneman to recommend to City Council approval of the Pheasant Run Eighth Preliminary Plat as presented in the March 25 Planning and Engineering reports. Ayes: Unanimous 6. Cedar Creek Villas Preliminary Plat This plat includes 66 detached townhomes on 30 acres, located north of 202nd Street, west of Cedar Avenue and south of 200th Street. There are 4 outlots totaling 3.57 acres with 3 of the outlots to be deeded to the City at time of final plat. The outlots will be utilized for wetland and buffers and stormwater management. A wetland delineation was completed and approved, there are 1.08 acres of proposed wetland impacts. The tree preservation plan identified 1,006 significant trees, 34 will be preserved. A neighborhood park was not identified for this area, the Park Dedication Fee will be satisfied through a cash contribution. A 10 -foot wide bituminous trail was built as part of the 202nd Street reconstruction that connects with the trail that runs along Cedar Avenue. Motion made by Henneberry, seconded by Joubert to recommend to City Council approval of the Cedar Creek Villas Preliminary Plat as presented in the March 23 Planning and Engineering reports. Ayes: Unanimous 7. Park Project Updates and Staff Report The construction of the multi-use pavilion at Hasse Arena has been delayed to 2023 due to supply Parks, Recreation & Natural Resources committee Meeting Minutes, April 6, 2022 Page 3 chain issues. The project will go out for bid in the next couple of months. The bid opening for the installation of a loading dock at the Arts Center will go out towards the end of this month or early May. Plans and specifications are underway for the replacement of park ID signs, this project will be completed this year. A contract for the basketball court reconstruction project was approved at the April 4 City Council meeting, the project was awarded to Create Construction. Staff has been working with WSB on submitting an Outdoor Recreation Grant from the MN Department of Natural Resources to assist with the Antlers Community Park improvements , up to $300,000 can be awarded for such projects. Requests for Proposals were sent out to local food establishments for a potential restaurant located at the park. The proposals are due by April 11. Committee Member Henneberry – Why were the volleyball courts relocated? Staff indicated that they were moved to preserve some of the green space, the new location also allows for another court to be constructed. Committee Member Joubert – Will the new shelters be smaller than the existing ones? This is still in discussion; Staff is looking at past utilization trends of the current shelters to determine what size shelters would be best. Committee Member Storms – Would it be helpful to provide to city council the reasons that the committee discussed for not approving a restaurant for Antlers Park? Committee members were in agreeance that the committee’s stance on the proposed restaurant was clear but could be helpful in future discussions depending on if proposals are received. Staff will update the committee regarding any proposals received. Staff has been meeting with the architects on the Ritter Farm Park environmental learning center design and specifications. Several meetings have been held; the project could begin as early as this fall. An Open House for Active Adults programming was held at the Heritage Center on April 5, this event was well received and a great opportunity to share information with potential members. The Golden Egg Hunt begins on April 9 and will run through April 16. Four eggs are hidden throughout Lakeville Parks each with a clue that indicates where the next egg is located. Participants can send their photos to the Recreation Department to be entered into a spring prize basket giveaway. Parks, Recreation & Natural Resources committee Meeting Minutes, April 6, 2022 Page 4 Joe at the Arts Center is putting together RFQs for artists to submit artistic bench designs for three locations throughout the City including Casperson and East Community Parks and along Holyoke Avenue. This is part of Staff’s effort to bring art to the community outside of the Arts Center. 8. Other Business The next committee meeting is scheduled for April 20.
