Chair Seiler called the meeting to order at 4:02 p.m. in the Marion Conference Room. Members Present: Comms. Jessica Christiansen, Lowell Collman, Jim Emond, Jack Matasosky, Don Seiler, Glenn Starfield Ex-officio Members Present: Mayor Douglas Anderson, Chamber President Krista Jech Members Absent: Comm. Rick Bjorklund, Bob Gillen, Andrew Phillips, Justin Stone Staff Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Coordinator 2. Approval of January 25, 2022 Meeting Minutes Comms. Starfield / Emond moved to approve the minutes of the January 25 meeting. Motion carried unanimously. 3. Progress Report on the 2020-2023 Strategic Plan for Economic Development Mr. Olson provided a 2021 progress report as part of the 2020-2023 Strategic Plan for Economic Development. It was noted that a lot of activity occurred under the “Business Retention, Expansion & Diversification” and “Maximize & Market Our Competitive Edge” priorities in 2021, including the annexation of approximately 200 acres of land into the industrial park. Ms. Jech shared an update on the Lakeville Works program, of which the City is a partner. Mr. Olson told the EDC members that the City has proposed to use Community Development Block Grant dollars to fund a housing study and will be seeking proposals for that project in the second half of 2022. At the end of the presentation, Mr. Olson reminded members that the Strategic Plan will need to be updated in 2023 in preparation for an updated plan in 2024. 4. Continued Roundtable Discussion of COVID-19 Impacts on Lakeville Businesses EDC members determined that, at this time, COVID-19 impacts no longer needed to be a standing agenda topic. The issues that employers are experiencing right now, such as labor shortages and supply chain issues, are lingering effects from the pandemic but no longer directly connected. Members recommended updating this agenda item for future meetings to allow for roundtable discussion regarding workforce and supply chain challenges. Comm. Seiler requested an update on the status of COVID-19 emergency business grant recipients. Staff will combine the city, county and state grant recipient lists and determine which businesses have remained open or have closed. This information will be presented during the April EDC meeting. 5. Director’s Report Economic Development Commission Minutes March 22, 2022 Page | 2 Mr. Olson presented the Director’s Report by highlighting some of the major development projects in the City’s pipeline. It was noted that over 1.1 million square feet of new industrial space is currently under review, has been proposed, or is under construction in 2022. 6. Adjourn Meeting adjourned at 5:18 p.m. As noted on the agenda, some EDC members attended a social event at Lakeville Brewing Company immediately after the meeting.
