ECONOMIC DEVELOPMENT COMMISSION
MEETING MINUTES
June 28, 2022
1. Chair Seiler called the meeting to order at 4:00 p.m. in the Marion Conference Room.
Members Present: Comms. Rick Bjorklund, Jessica Christiansen, Jim Emond, Bob Gillen, Sarah Lundberg, Jack Matasosky, Andrew Phillips, Don Seiler, Glenn Starfield
Ex-officio Members Present: City Administrator Justin Miller, Mayor Douglas Anderson
Members Absent: Comm. Lowell Collman
Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer, Economic Development Coordinator
2. Approval of May 24, 2022 Meeting Minutes
Comms. Matasosky / Starfield moved to approve the minutes of the May 24 meeting.
Motion carried unanimously.
3. Presentation by Guest Speaker, Heather Anderson, Workforce Development
Specialist with CareerForce
Ms. Goodroad introduced the guest speaker, Heather Anderson, Workforce Development Specialist with CareerForce (CF). Ms. Anderson presented information about all the ways the Minnesota Department of Employment and Economic Development (DEED) strives to be a “one stop shop” to assist job seekers and employers. A few of the ways DEED is supporting workers and employers is through CF centers (Burnsville is the closest location), in-person and virtual job fairs – including one tailored to veterans and their families, Workforce Wednesday sessions, labor market information, employer recruiting support from Workforce Strategy Consultants, MinnesotaWorks.net, training program finder, HR resources for small businesses and much more. Members were strongly encouraged to contact the Burnsville CF staff directly and spread the word about CF can help local employers connect with job seekers.
4. Discussion/Questions
Following the presentation, EDC members asked Ms. Anderson several questions, including
• How can job seekers and employers be directly linked? Through the Burnsville CF staff, MinnesotaWorks.net and the National Labor Exchange
• Is city-specific data available (vs. county-level data)? Yes, contact the Labor Market Information representative, Tim O’Neil.
• What is DEED hearing regarding employment barrier trends? The barriers can vary by region, but the two most commonly mentioned are transportation and childcare.

• How are “active job seekers” quantified? DEED has a list of activities that job seekers need to complete and maintain in order to be considered “active.”
• In the restaurant industry, many applicants are going through the interview scheduling process but not showing up for the actual interview. Does DEED audit individuals collecting unemployment? DEED does not audit a job seeker’s interview efforts, but some counties do. However, employers who are experiencing this issue can report the person to Minnesota Unemployment Insurance.
5. Economic Development Report Ms. Goodroad presented the Economic Development Report. She noted that several ribbon cutting ceremonies and a groundbreaking had taken place in the past month, including Raising Cane’s, The Better Half and Lakeville Specialty Center (near Buffalo Wild Wings). The City also has several industrial projects either recently approved or working through the city approval process,
