EDC Project Update Memo 9-27-22City of Lakeville Community & Economic Development Memorandum To: Economic Development Commission From: Tina Goodroad, Community Development Director Copy: Kati Bachmayer, Community Development Coordinator Justin Miller, City Administrator Date: September 22, 2022 Subject: Project Updates – Ordinance amendment to building type and construction standards for the O-P, Office Park District The O-P, Office Park District allows uses including office buildings, office parks, wholesale showroom, research and development facilities and light manufacturing. It is intended to be distinct from I-1, Light Industrial, through higher standards in overall open space within the site and building design standards. Working with developers recently it is becoming apparent tenants are needing multi-use facilities that include office, manufacturing space with warehouse space. While the O-P district allows this combination (with CUP can have over 50% light manufacturing) the design standards specific to the O-P district uses are driving up costs resulting in O-P zoned sites being more costly to develop compared to I-1 zoned sites. Upon evaluating the ordinance, and proposed elevations for a new office/manufacturing and warehouse development in the O-P district, staff determined that a few minor ordinance changes can provide for flexibility while not compromising on high quality aesthetics. Proposed amendments to Section 11-17-9.D.2 pertaining to O-P District design standards: • Focus on front, sides and rear elevations visible from public street, parks, residential areas and require two or more materials that are 65% grade A materials • Sides and rear elevations not visible use a combination of A, B or C grade materials ( with no specific percentage). • Allow smooth finish as one of the concrete panel options as a grade A material • Require buildings to have a two-story appearance with windows and design treatments to define floors. This provides a more office-building appearance to maintain some distinction from a true warehouse look while still being multi-use. Staff will provide sample elevations that will help illustrate the proposed changes. We are looking for input from the EDC prior to the Planning Commission meeting to consider the amendments on October 6th. Action Requested: Provide input and recommendation regarding proposed ordinance amendment to section 11-17-9. D of the zoning ordinance.
