PLANNING COMMISSION MEETING MINUTES
November 3, 2022 Chair Witte called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given.
Members Present: Chair Jeff Witte, Vice Chair Jenna Majorowicz, Karl Drotning, Pat Kaluza, Christine Zimmer
Members Absent: Brooks Lillehei, Patty Zuzek, Ex-Officio Melissa Field
Staff Present: Daryl Morey, Planning Director; Kris Jenson, Associate Planner; Tina Morrow, Recording Secretary
3. Approval of the Meeting Minutes
The October 20, 2022 Planning Commission meeting minutes were approved as presented.

5. Goddard School Expansion Chair Witte opened the public hearing to consider the application of Big-D Construction Midwest, on behalf of Minnesota Blue Skies LLC. for a development stage PUD amendment for The Goddard School, located west of Elmhurst Lane and north of 162nd Street. Brad Buche from Big-D Construction Midwest along with Mary Sue Walker were in attendance at the meeting. Mr. Buche presented a brief overview of the project. Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that the applicant submitted a development stage planned unit development (PUD) amendment to allow the construction of a 3,500 square foot addition on the north side of the existing daycare building located at 16189 Elmhurst Lane. The proposed addition will include space for classrooms, a multipurpose room, and a staff room, and is proposed to increase the licensed capacity to 199 children. The increased capacity requires additional parking for the site. The parking lot currently has 42 spaces which was in excess of the 36 spaces required at the time of construction. With the increase in student capacity, 50 parking spaces are now required. These additional eight spaces are shown on the south side of the parking lot as proof of parking. The applicant has requested a parking deferment for the eight additional spaces.

Ms. Jenson outlined the lot requirements within the C-3 District. She indicated that the proposed building addition meets the height maximum allowed in the C-3 District, which is three stories or 35 feet and complies with Zoning Ordinance setback requirements. Ms. Jenson reviewed the landscape plan, and all materials meet the size and species requirements of the Zoning Ordinance. Planning Department staff recommends approval of The Goddard School development stage PUD amendment, subject to the five stipulations listed in the October 26, 2022 planning report, and approval of the Findings of Fact dated November 3, 2022. Chair Witte opened the hearing to the public for comment.
There were no comments from the audience
Motion was made by Kaluza, seconded by Majorowicz to close the public hearing at 6:05 p.m.
Voice vote was taken on the motion. Ayes - unanimous
Chair Witte asked for comments from the Planning Commission. Discussion point included:
• Commissioner Zimmer thanked the applicant for the thorough parking count information related to the request for a parking deferment.
Motion was made by Majorowicz, seconded by Drotning to recommend to City Council approval of The Goddard School development stage PUD amendment, subject to the following stipulations, and approval of the Findings of Fact dated November 3, 2022: 1. The site and building addition shall be developed in accordance with the plans approved by the City Council. 2. Landscaping shall be installed consistent with the approved landscape plan. A $5,000 security shall be submitted with the building permit application to guarantee installation of the approved landscaping. 3. A building permit is required prior to commencing construction of the addition. Construction of the addition is subject to the approval of the Building Official and Fire Marshal. 4. A parking deferment for the eight parking spaces must be executed prior to the issuance of a building permit for the addition to the daycare. 5. The Minnesota Department of Health childcare license shall be approved by the State of Minnesota prior to occupancy of the daycare addition.
