Chair Seiler called the meeting to order at 4:00 p.m. in the Marion Conference Room. Members Present: Comms. Rick Bjorklund, Lowell Collman, Jim Emond, Sara Lundberg, Jack Matasosky, Don Seiler, Glenn Starfield Ex-officio Members Present: Mayor Douglas Anderson, Chamber President Krista Jech Members Absent: Comm. Jessica Christiansen, Bob Gillen, Andrew Phillips Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer, Economic Development Coordinator 2. Approval of September 27, 2022 Meeting Minutes Comms. Matasosky / Emond moved to approve the minutes of the September 27 meeting. Motion carried unanimously. 3. Presentation by Guest Speaker, Michael Berndt, President, Dakota County Technical College and Inver Hills Community College Ms. Goodroad welcomed guest speakers Michael Berndt, President and Bob Trewartha, Director of Continuing Education and Customized Training for Dakota County Technical College (DCTC) and Inver Hills Community College (IHCC). Mr. Berndt informed the EDC that DCTC delivers cutting-edge, skilled and technical training for in-demand jobs to over 2,200 full and part-time students and IHCC offers an affordable, high-quality education that serves as a launch pad for many advanced degree or career paths to over 6,000 full and part-time students. Both DCTC and IHCC are members of the Minnesota State Colleges and Universities system. Mr. Berndt and Mr. Trewartha noted that DCTC and IHCC are active partners in economic development through their collaboration with area chambers of commerce and county workforce boards. Each school offers a variety of recruitment programs, onboarding and work readiness training, and retention initiatives that can assist local businesses. EDC members were encouraged to share information with their network about the opportunity to serve as an advisory board member, as these individuals - as well as the Centers for Excellence - assist the colleges in keeping up on the latest industry trends. Mr. Trewartha highlighted the customized training team’s passion for helping local businesses succeed and said staff can assist with identifying applicable grant programs. 4. Project Updates a. Ms. Goodroad informed the group that Maxfield Research & Consulting has been hired to conduct the City’s Multi-Family, Workforce and Senior Housing Needs Economic Development Commission Minutes October 25, 2022 Page | 2 Assessment Study. A kickoff meeting is planned for November and the process will take approximately six months. b. Ms. Goodroad has been in touch with the Urban Land Institute to schedule a “future of retail and industrial” panel discussion in December. The City Council, Planning Commission and Economic Development Commission will be invited to participate in this meeting. 5. Marketing Efforts a. Outreach – City staff participated in the Metropolitan Consortium of Community Developers (MCCD) “Field Trip Friday” event in Lakeville. The group took a walking tour of downtown Lakeville on October 7th to learn more about our local businesses. b. Events - i. The City’s annual manufacturers events (Workforce Development Panel and Appreciation Reception) were held on October 4th at Brackett’s Crossing Country Club. EDC members provided feedback on the events to be used for future planning. ii. Magnum Trucking held a ribbon cutting on October 18th to celebrate the grand opening of its new LTL facility in Lakeville. iii. Additional events coming up this month include the MNCAR (Minnesota Commercial Real Estate Association) Expo on October 26th and the Lakeville Works Teacher Tour of the industrial park on October 27th. 6. Development Update Ms Bachmayer presented the development update. Projects mentioned were: Panda Express, Twin Cities Orthopedics, Lakeville Christian Church Second Addition, and the high-value September building permits. 7.
