HomeMy WebLinkAbout03-02CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES March 2, 2023 Chair Majorowicz called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given. Members Present: Chair Jenna Majorowicz, Vice Chair Christine Zimmer, Karl Drotning, Scott Einck, Pat Kaluza, Brooks Lillehei, Jason Swenson Members Absent: Patty Zuzek Staff Present: Tina Goodroad, Community Development Director; Kris Jenson, Associate Planner; Tina Morrow, Recording Secretary 3. Approval of the Meeting Minutes The February 16, 2023 Planning Commission meeting minutes were approved as presented. 4. Announcements None 5. Ardmor Village Chair Majorowicz opened the public hearing to consider the application of Independence Engineering, on behalf of Ardmor MHC LLC, for a conditional use permit to allow Ardmor Manufactured Home Park to add six manufactured home units in the RSMH, Single-Family Manufactured Home Park District, located east of Cedar Avenue (CSAH 23) and north of Lakeville Boulevard (CSAH 50). Kate Lorusso (via Teams) with Independence Engineering on behalf of Ardmor MHC LLC presented an overview of the project. Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated the applicant has submitted a conditional use permit application to add six manufactured home units in the RSMH, Single Family Manufactured Home Park District. The proposed property is currently developed as a manufactured home park with approximately 340 units. Ardmor Manufactured Home Park proposed to add six homesites to the existing park, in an area that was previously used as RV parking and storage. Each of the proposed sites will include a 16’ by 66’ concrete pad, and a paved off-street parking pad to accommodate two passenger vehicles, with a paved walkway from the parking area to the pad site, which meet the setback requirements. Planning Department staff recommends approval of the Ardmor Village conditional use permit subject to the one stipulation listed in the February 22, 2023 planning report and approval of the Findings of Fact dated March 2, 2023. Craig Pederson – 827 Macbeth Circle - Mr. Pederson indicated that the storm shelter is inadequate for the site. He suggested an additional shelter for the safety of the residents, particularly those on the east side of the park. The condition of the roads and driveways needs to be addressed. Ron Carlson– 501 Juliet Drive – Mr. Carlson has the same concerns as Mr. Pederson regarding the storm shelter. He states the management should focus on the current upkeep of Ardmor before they add more manufactured homes to the area. Motion was made by Drotning, seconded by Einck to close the public hearing at 6:16 p.m. Voice vote was taken on the motion. Ayes – unanimous. Chair Majorowicz asked for comments from the Planning Commission. Discussion points included: • Commissioner Drotning stated that the concern is the storm shelter for the site. Ms. Jenson outlined that the Zoning Ordinance requires emergency storm protections for manufactured home parks built prior to 1993. • Chair Majorowicz commented on the lack of a second exit for the site. Ms. Jenson described the challenge in adding a second exit from the site. • Ms. Lorusso stated that she was informed by the property owner that street repairs are planned for Spring 2023. • The Planning Commission suggested tabling Item #5 to address the emergency storm protection issue and clarify the scope of issues that may be considered as part of the conditional use permit request. Motion was made by Kaluza, seconded by Zimmer to table the Ardmor Village Conditional Use Permit to a future Planning Commission meeting. Ayes: Swenson, Kaluza, Lillehei, Majorowicz, Zimmer, Einck, Drotning Nays: 0 6. Lakeville Brewing Co./ Antlers Park Chair Majorowicz opened the public hearing to consider the application Lakeville Brewing Co, LLC for a conditional use permit to allow retail food and beverage sales in two concession structures within Antlers Park, located west of Ipava Avenue, south of 201st Street West and north of 202nd Street West. Don Seiler with Lakeville Brewing Co, LLC presented an overview of the project. Community Development Director Tina Goodroad presented the planning report. Ms. Goodroad stated the applicant is requesting a conditional use permit to allow retail food and beverage sales in two concession structures within Antlers Park. Ms. Goodroad provided an overall plan for the reconstruction. Planning Commission Meeting Minutes, March 2, 2023 Page 3 Ms. Goodroad reviewed the CUP requirements within the P-OS, Public and Open Space District, regarding the building exterior materials and parking. The proposed use and plans are in compliance with Zoning Ordinance requirements. Planning Department staff recommends approval of the Lakeville Brewing Co, LLC conditional use permit, subject to the three stipulations listed in the February 23, 2023 planning report and approval of the Findings of Fact dated March 2, 2023. Chair Majorowicz opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Drotning, seconded by Swenson to close the public hearing at 6:39 p.m. Voice vote was taken on the motion. Ayes – unanimous. Chair Majorowicz asked for comments from the Planning Commission. Discussion points included: • Commissioner Swenson spoke positively on proposed project as presented. • The anticipating opening date is May 2024. • Asked if the pavilion is rentable. Ms. Goodroad responded that yes, it can be rented. Motion was made by Drotning, seconded by Kaluza to recommend to City Council approval of the Lakeville Brewing Co, LLC conditional use permit subject to the following stipulations, and approval of the Findings of Fact dated March 2, 2023: 1. The hours of operation shall not exceed 11:00 am to 9:00 pm, seven days a week and the operating season is established between May 15 through September 15 unless extended by the City Council. 2. Lakeville Brewing Co, LLC shall obtain all required food and liquor licenses prior to any sale. 3. A sign permit must be issued prior to installation of any signs.
