HomeMy WebLinkAbout04-06CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES April 6, 2023 Vice Chair Zimmer called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The Pledge of Allegiance to the flag was given. New Planning Commission alternate member, Amanda Tinsley was sworn in by Recording Secretary Tina Morrow. Members Present: Vice Chair Christine Zimmer, Scott Einck, Pat Kaluza, Brooks Lillehei, Amanda Tinsley, Patti Zuzek, Ex-Officio member Jeff Hanson Members Absent: Chair Jenna Majorowicz, Jason Swenson Staff Present: Daryl Morey, Planning Director; Tina Goodroad, Community Development Director; Frank Dempsey, Associate Planner; Tina Morrow, Recording Secretary 4. Approval of the Meeting Minutes The March 16, 2023 Planning Commission meeting minutes were approved as presented. 5. Announcements Planning Director Daryl Morey welcomed Amanda Tinsley and new Ex-officio member Sgt. Jeff Hanson to the Planning Commission. Mr. Morey reminded the Planning Commission about the work session in the Marion Conference Room immediately following tonight’s regular meeting. 6. Lakeville Soccer Club Forrest Randall, Executive Director of Lakeville Soccer Club presented an overview of the project. Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey stated that the applicant is requesting a conditional use permit (CUP) to allow a commercial recreation facility in the I-1, Light Industrial District, located at 21044 Heron Way. Planning Commission Meeting Minutes, April 6, 2023 Page 2 Mr. Dempsey explained that the applicant submitted a conditional use permit application and plans on behalf of the Lakeville Soccer Club to locate the club’s indoor soccer training facility and administrative offices to an industrial building. The proposed building space is a vacant warehouse facility attached to JD Woodcraft, a custom cabinetry millwork and manufacturing facility. Mr. Dempsey outlined the parking management plan proposed by the Lakeville Soccer Club for this multitenant building, their hours of operation, and the approximate number of students that will be in the building at one time. Planning Department staff recommends approval of the Lakeville Soccer Club conditional use permit, subject to the five stipulations listed in the March 30, 2023 planning report, and approval of the Findings of Fact dated April 6, 2023. Vice Chair Zimmer opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Kaluza, seconded by Einck to close the public hearing at 6:10 p.m. Voice vote was taken on the motion. Ayes – unanimous. Vice Chair Zimmer asked for comments from the Planning Commission. Discussion points included: • Commissioner Kaluza made a positive comment regarding the growth in Lakeville and the need for this type of facility. He supports the project. • Vice Chair Zimmer inquired about the number of students allowed to occupy the building at one time, and how this affects the parking relating to the proposed building. Mr. Randall explained their operation and the available on-site parking. Motion was made by Kaluza, seconded by Lillehei to recommend to City Council approval of the Lakeville Soccer Club conditional use permit to allow a commercial recreation facility in the I-1, Light Industrial District, located at 21044 Heron Way subject to the following stipulations, and approval of the Findings of Fact dated April 6, 2023: 1. The Lakeville Soccer Club training schedule shall not occur during business operation hours of JD Woodcraft or other future principal tenant of the building. 2. A non-student adult club member shall be on site outdoors to manage students during pick up and drop off times. Planning Commission Meeting Minutes, April 6, 2023 Page 3 3. Only Lakeville Soccer Club members enrolled in public, private or State of Minnesota recognized equivalent pre-school and primary school through secondary schools or other places of education shall use the LSC training facility. 4. No H (Hazardous) Occupancy tenants are allowed in the multiple tenant industrial building as long as the commercial recreation use is a tenant in the same building. 5. The current tenant and any future tenants of the building being jointly occupied by this commercial recreation use shall submit Material Data Safety Sheets (MSDS) to the City including and periodic updates at they might occur.
