YOUTH ADVISORY COMMISSION MINUTES
March 19, 2023
6:30 p.m.
Chair Knock Swanson called the meeting to order at 6:30 p.m.
Members Present: Youth Advisory Commission Members: Faisal Ali, Rylee Eykyn, Ella
Fowler, Caitlyn Holl, Aaimah Khawaja, Eston Moulder, Peyton Knock Swanson, Iftinta
Mohamed, Faadumo Mohamed, Ava Nielson, Katie Sheehan
Members Absent: Katherine Krogstad
Staff Present: Allyn Kuennen, Assistant City Administrator ; Courtney Miller, Assistant to the
City Administrator
Others Present: Councilmember Michelle Volk, Communications Director Tierney Helmers
3. Approval of Agenda
Motion by Eykyn, second by Sheehan to approve the agenda. Motion passed unanimously.
4. Approval of Minutes
Motion by Holl, second by Khawaja to approve the minutes. Motion passed unanimously.
5. Councilmember Michelle Volk
Councilmember Volk shared her background with the Commissioners. She discussed a few
topics that are important to her and that she would like the Commission to consider – social
media safety, mental health, and environmental initiatives that reduce litter.
6. Communications Director Tierney Helmers
Communications Director Helmers introduced herself and provided an overview of the
Communications Department. The department is tasked with engaging the community and
keeping residents and other stakeholders informed. Ms. Helmers also gave a tour of her
department.
7. Annual Report to the City Council, April 24, 6:30 p.m.
Ms. Miller shared that Chair Knock Swanson will be providing an update of the Youth Advisory
Commission to the City Council on April 24 at 6:30 p.m. She invited all Commissioners to
attend.
8. Envision Lakeville Taskforce
Assistant City Administrator Kuennen provided background on Envision Lakeville, a report the
City adopted in 2013. The report’s purpose is to establish a picture of how the community wants
to grow into the future. The plan is reviewed every five years to ensure relevancy. This year, the
plan will be updated. Part of the update includes convening a taskforce to review data from the
survey that will be conducted. The City Council has asked that two members of the Youth

Advisory Commission be part of the taskforce. The two members will be Ava Nielson and Iftinta
Mohamed.
9. Youth Advisory Commission Priority Projects
The Commissioners divided into two subcommittees that were established at the December 2022
meeting. One subcommittee continued discussions on mental health awareness and started
working on the details.
The other subcommittee continued discussions on creating an online form that other students
could access by scanning a QR code. The form would create an avenue for other students to
contact the Youth Advisory Commission, provide input to it, and subscribe to future updates.
10. Next Meeting Date
The next meeting will be held on April 16, 2023, in the Marion Conference Room at Lakeville
City Hall.
11. Adjourn
The meeting adjourned at 8:00 p.m.
