Chair Seiler called the meeting to order at 4:00 p.m. in the Marion Conference Room. Members Present: Comms. Rick Bjorklund, Jessica Christiansen, Lowell Collman, Jim Emond, Sara Lundberg, Jack Matasosky, Andrew Phillips, Don Seiler, Glenn Starfield Ex-officio Members Present: Mayor Luke Hellier, Chamber President Krista Jech, City Administrator Justin Miller Members Absent: Comm. Bob Gillen Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer, Economic Development Coordinator 2. Approval of January 24, 2023 Meeting Minutes Comms. Emond / Matasosky moved to approve the minutes of the January 24 meeting. Motion carried unanimously. 3. Presentation by Guest Speaker, Rob Dockry, Manager, Airlake Airport Ms. Goodroad welcomed guest speaker Rob Dockry, Airlake Airport Manager. Mr. Dockry told the EDC that operations were up 5.54% in 2022 and nine of the 21 new hangar lots have been constructed. Airlake Aiports is a Metropolitan Aiports Commission (MAC) reliever airport and the MAC has future plans of expanding hangar capacity and extending the runway. An environmental review is currently underway, as one is required before the MAC can move forward with the runway extension. Airlake Airport has had some non-aeronautical activity on a portion of its property to the west with the leasing of land to Boise Cascade and Dick’s Sanitation for outdoor storage. The MAC also owns land to the east along Cedar Avenue that it is marketing for additional non-aeronautical development. Mr. Dockry informed the group that Airlake Airport is primarily used for leisure travel, with a small percentage using it for business travel. 4. Project Updates a. Discuss 2023 Work Plan – Ms. Goodroad reviewed the 2023 Work Plan with the EDC and asked for feedback. Members were supportive of the plan. Website Discussion – Ms. Goodroad lead the EDC through a review and discussion of four economic development websites - Elk River, MN; Blaine, MN; Sherman, TX and Lakeville, MN. This exercise was conducted as part of the Community & Economic Development Department’s website audit to gather feedback on what’s working and what needs improvement on LakevilleMN.gov’s economic development pages. EDC members were in favor of video and photo elements, easy-to-find contact information, clickable statistics and more obvious data for site selectors and business owners visiting the website for information. c. Downtown Parking Needs Assessment RFP – The City received six proposals for its downtown parking needs assessment study. Staff will review and score the applications in the next week. 5. Marketing Efforts a. Outreach – Ms. Goodroad informed the EDC that Dakota County and Washington County representatives are currently working together to organize a MN Real Estate Journal Southeast Suburban Summit in May 2023. The four-hour event will be an opportunity to promote Dakota County and Lakeville as a great place to do business. b. Events – The State of the City will be held on March 9 at Crystal Lake Golf Course and presented by Ms. Goodroad and Mayor Hellier. The City has coordinated with the Chamber to invite industrial park businesses and brokers to the event. 6.
