PLANNING COMMISSION MEETING MINUTES
May 4, 2023
Chair Majorowicz called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall.
The Pledge of Allegiance to the flag was given.
Members Present: Chair Jenna Majorowicz, Vice Chair Christine Zimmer, Pat Kaluza, Jason
Swenson, Amanda Tinsley, Patti Zuzek, Ex-Officio member Jeff Hanson

3. Approval of the Meeting Minutes
The April 20, 2023 Planning Commission meeting minutes were approved as presented.
4. Announcements
Planning Director Daryl Morey stated that the following was distributed to the Planning
Commission at tonight’s meeting:
• Revised planning report and Findings of Fact for Agenda Item 6, Timbercrest at Lakeville
4th Addition PUD amendment
5. Ardmor Village
Continued consideration of the Ardmor Village Manufactured Home Park conditional use
permit, which was tabled at the March 2, 2023 meeting.
Neil Sander, representing Ardmor Village, discussed the proposed street repair plan that was
prepared to address an issue raised at the March 2, 2023 meeting. He noted that the street
repairs are expected to be completed this month, so the applicant supports the stipulation listed
in the planning report revised April 25, 2023 requiring the completion of street repairs prior
to the placement of any of the six new manufactured home units on the site.
Associate Planner Kris Jenson provided an update on the project since it was tabled at the
March 2, 2023 meeting. Ms. Jenson stated on April 5, 2023 Community Development Director
Tina Goodroad and herself conducted a site visit and met with Mr. Sander and Mike Proulx of
Lakeshore Management. The Ardmor Village Manufactured Home Park has an existing storm

shelter that is approximately 4,000 square feet in size. Based on a guideline established by the
Minnesota Department of Health that recommends four square feet of space per person, the
emergency storm shelter can accommodate approximately 1,000 people. Ardmor Village has a
population of about 640 residents, meaning that the storm shelter has sufficient space per
MDH standards to provide shelter to all of the residents within the park.
Ms. Jenson outlined the street repair plan submitted by the applicant showing the streets
planned for repair. A stipulation has been added to the revised planning report that requires
the street repairs to have been completed prior to the release of building permits for the
placement of any of the six proposed units.
Planning Department staff recommends approval of the Ardmor Village conditional use
permit, subject to the two stipulations listed in the April 25, 2023 planning report, and approval
of the Findings of Fact dated May 4, 2023.
Chair Majorowicz asked for comments from the Planning Commission. The Planning
Commissioners expressed their support for the proposed project, appreciation for City staff
conducting a site visit, and for the residents of Ardmor Village attending the March 2, 2023
public hearing to raise their concerns.
Motion was made by Swenson, seconded by Kaluza to recommend to City Council approval
of the Armor Village conditional use permit to allow Ardmor Village Manufactured Home
Park to add six manufactured home units in the RSMH, Single-Family Manufactured Home
Park District, located east of Cedar Avenue (CSAH 23) and north of Lakeville Boulevard
(CSAH 50) subject to the following stipulations, and approval of the Findings of Fact dated
May 4, 2023.
1. Building permits to place any of the proposed six (6) manufactured home units may not be
issued until street improvements as shown on the proposed paving exhibit dated April 18,
2023 are complete.
2. That the site be developed in accordance with the plans approved by the City Council.

5. Timbercrest at Lakeville 4th Addition
Chair Majorowicz opened the public hearing to consider the application of Tresco Realty, LLP
for an amendment of the Timbercrest at Lakeville PUD, located north of 185th Street (CSAH
60) and east of Orchard Trail.

Barbara Van Auken, representing Timbercrest at Lakeville 4th Addition, presented a brief
overview of the project.
Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that the
applicant has requested an amendment to the Timbercrest at Lakeville 4th Addition Planned
Unit Development to amend language specific to allowed signage for a Best Buy store within
the Timbercrest at Lakeville development. Language regarding specific wall signs for Best Buy
is proposed to be deleted while language that permitted a 100 square foot sign to be added to
the existing pylon sign will be retained.
The front exterior of the building will be remodeled to remove the large wedge that was built
for the Best Buy store and the interior space demised to provide 2-3 potential lease spaces as
highlighted in the April 26, 2023 planning report.
Planning Department staff recommends approval of the Planned Unit Development
Amendment for Timbercrest at Lakeville 4th Addition, and approval of the Findings of Fact
dated May 4, 2023.
Chair Majorowicz opened the hearing to the public for comment.
There were no comments from the audience.
Motion was made by Kaluza, seconded by Zimmer to close the public hearing at 6:17 p.m.
Voice vote was taken on the motion.
Ayes – unanimous.
Chair Majorowicz asked for comments from the Planning Commission. Discussion point
included:
• Commissioner Zuzek commented positively on the reuse of the building.
Motion was made by Kaluza, seconded by Zuzek to recommend to City Council approval of
the Planned Unit Development Amendment for Timbercrest at Lakeville 4th Addition, as
amended, and approval of the Findings of Fact dated May 4, 2023.
