CITY OF LAKEVILLE
ECONOMIC DEVELOPMENT COMMISSION
MEETING MINUTES
May 23, 2023
1. Acting Chair Collman called the meeting to order at 4:02 p.m. in the Marion Conference
Room.
Members Present: Comms. Rick Bjorklund, Lowell Collman, Joe Eykyn, Bob Gillen, Sara
Lundberg, Jack Matasosky
Ex-officio Members Present: City Administrator Justin Miller, Chamber President Krista
Jech
Members Absent: Comm. Jessica Christiansen, Andrew Phillips, Don Seiler, Glenn Starfield
Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer,
Economic Development Coordinator
Guests: Matt Mullins, Maxfield Research
2. Approval of April 25, 2023 Meeting Minutes
A quorum was not present at the beginning of the meeting, so the vote was delayed until after
Mr. Mullins’ presentation. The vote took place at 5:14 p.m.
Comms. Bjorklund / Lundberg moved to approve the minutes of the April 25 meeting.
Motion carried unanimously.
3. Comprehensive Housing Needs Assessment Presentation
Maxfield Research has completed its preliminary research and Mr. Mullins attended the
meeting to present the draft Housing Needs Assessment Study Report. High level highlights of
that report include:
• The majority of Lakeville households are married with children (42%)
• 63% of Lakeville residents commute out of the city for work
• The labor force participation rate remains below pre-pandemic levels (68%)
• “Lifestyle renters” are driving rental growth
• The majority of current for-sale homes are new-build (vs. existing housing stock)

• Lakeville has had strong residential growth over the last decade, but is experiencing a
deceleration
EDC members provided feedback and asked questions following the presentation. Any
additional feedback is requested by June 1 and then a final report will be available in the coming
months.
4. Project Updates
a. Downtown Parking Needs Assessment project update – Ms. Goodroad informed
the EDC that the parking counts have been completed and the first listening session
will be held on June 6 at the Lakeville Area Arts Center.
b. Business Survey Update – Ms. Goodroad said that city staff is working with Polco to
finalize the custom questions and the survey will be distributed this summer.
c. Development Update – Ms. Goodroad told the EDC that the City has submitted
applications to the MN Department of Employment and Economic Development
(DEED) on behalf of Sweet Harvest Foods for the Minnesota Investment Fund (MIF -
$140,000 for machinery and equipment) and Job Creation Fund (JCF - $155,000 for
the creation of 20 new jobs).
A development update was provided to highlight current and upcoming projects.
5. Marketing Efforts
a. Outreach – The Community & Economic Development (CED) web pages continue to
be updated. City staff are working with CivicPlus to design a “header package” that will
allow CED to have a unique look, customized menus and economic development-
focused content.
b. Events – The MN Real Estate Journal’s Southeast Suburban Development Summit is
May 24 at the Mendakota Country Club and Ms. Goodroad will be moderating a panel.
This event was organized by Dakota County and Washington County Community
Development Agencies and city representatives (including Lakeville) to promote the
region to local real estate brokers.
