Chair Seiler called the meeting to order at 4:00 p.m. in the Marion Conference Room. Members Present: Comms. Rick Bjorklund, Jessica Christiansen, Joe Eykyn, Sara Lundberg, Jack Matasosky, Don Seiler, Glenn Starfield Ex-officio Members Present: Mayor Luke Hellier, City Administrator Justin Miller, Chamber President Krista Jech Members Absent: Comm. Lowell Collman, Bob Gillen Andrew Phillips Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer, Economic Development Coordinator Guests: Tony Schertler, Dakota County Community Development Agency Executive Director 2. Approval of May 23, 2023 Meeting Minutes Comms. Matasosky / Bjorklund moved to approve the minutes of the May 23 meeting. Motion carried unanimously. 3. Presentation by Guest Speaker, Tony Schertler, Dakota County CDA Executive Director Mr. Schertler presented information about the Dakota County Community Development Agency’s (CDA) mission and programs. The CDA serves over 10,000 people through its housing programs. In Lakeville, the CDA manages 264 units of senior housing, 175 units of workforce family townhomes, eight public housing units and 11 Section 18 properties. Mr. Schertler also discussed the new Minnesota state funding that was recently approved for affordable housing which included $1 billion in one-time money and $50 million in ongoing funds, plus an additional $400 million annually in seven metro counties. A Q&A session occurred following the presentation. 4. Project Updates Economic Development Commission Minutes May 23, 2023 Page | 2 a. DEED Employment information – Following the Maxfield presentation during the May EDC meeting, city staff contacted DEED’s labor market analyst for additional context related to Lakeville’s annual salary ranking within Dakota County. Data was provided by DEED to explain Lakeville’s ranking. b. Downtown Parking Needs Assessment project update – Ms. Goodroad informed the EDC that parking counts were completed in May and the first informational meeting was held on June 6. In response to business feedback, an additional count was conducted in June and the Wednesday Farmer’s Market was moved from Market Plaza to the Lakeville Area Arts Center lot to free up spaces during the week. The next downtown business owner meeting is scheduled for July 19 and will discuss parking strategies. c. Business Survey Update – Ms. Goodroad told the EDC that the city is wrapping up its resident survey on July 4 and the business survey will kick off the week of July 17 and run through August 23. A report of the business survey results is anticipated to be received by September 20. d. Development Update - A development update was provided to highlight current and upcoming projects. 5. Marketing Efforts a. Outreach – The Community & Economic Development (CED) web pages continue to be updated and city staff are working with CivicPlus to design the new “header package.” A draft website should be ready for staff review by July 24. b. Events – The MN Real Estate Journal’s Southeast Suburban Development Summit was held May 24 at the Mendakota Country Club and was a success with over 100 people registered to attend. Ms. Goodroad moderating a panel on experiential retail. Ms. Goodroad recommended that the EDC take its usual summer break in July and members were in agreement. Therefore, the July EDC meeting will be canceled, and the next meeting is scheduled for August 22. 6.
