CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
• DECEMBER 14,1998
Mayor Zaun called the meeting to order at 7:00 p.m. Roll call was taken.
Present: Council members Ryan, Sindt, Mulvihill, Holberg and Mayor Zaun.
Also present: R. Erickson, City Administrator; D. Feller, Finance Director; B.
Kempa, Accountant; C. Friedges, City Clerk.
Mayor Zaun opened the Truth in Taxation public hearing. The City Clerk
attested that public notice was given in the Lakeville Life & Times on
November 5, 1998.
Finance Director Dennis Feller explained that the purpose of the hearing is to
provide taxpayers an opportunity to ask questions and present comments on the
proposed budget. He stated that to date, there have been no comments or
questions from property owners. Mr. Feller then provided a detailed budget
overview, (see Memorandum dated December 9, 1998 regarding Truth in
Taxation on file in the City Clerk's office).
Mayor Zaun asked if there have been any changes to the tax levy since the
preliminary budget was approved in September. Mr. Feller stated there have
been no changes.
Council member Holberg requested, on behalf of the City Council's Personnel
Committee, that funding be provided in the budget for an additional position in
the Community & Economic Development Department. Council members
agreed to the additional funding and directed the City Administrator to prepare
the appropriate job description for the new position.
98.274 Motion was made by Ryan, seconded by Mulvihill to follow the
recommendation of the Personnel Committee and include funding in the 1999
budget for an additional position in the Community & Economic Development
Department.
Roll call was taken on the motion. Ayes, Ryan, Zaun, Sindt, Mulvihill,
Holberg.
Mr. Ericksonasked the Council to consider additionalfunding in the City
Clerk's budget so that she can attend the National MCFOA Conference in lieu
of the State Conference in 1999. An additional $800 is needed.

98.275 Motion was made by Mulvihill, seconded by Holberg to amend the City Clerk's
• budget to include additional funding of $800 in 1999 for the National MCFOA
Conference.
Roll call was taken on the motion. Ayes, Zaun, Sindt, Mulvihill, Holberg,
Ryan.
Mayor Zaun asked about the City's share of taxes based on estimated market
values. Mr. Feller stated the average market value throughout the City for
residential property went up 4.8%. The increase in market value is reflected in
the budget.
Council member Ryan asked about options for financing transportation
improvements as recommended by the Strategic Growth Management Task
Force. Mr. Feller explained that debt for the tax levy is provided through the
sale of bonds. He stated the Growth Task Force recommendations would be
addressed in the next Capital Improvement Plan. At that time, the City Council
will need to decide how to finance those improvements. Mr. Feller stated there
could be some tax levies, depending on where and when the improvements
occur and whether federal funding is available.
There were no questions or comments from the audience.
98.276 Motionwas made by Holberg, seconded by Mulvihill to close the truth in
taxation public hearing.
Roll call was taken on the motion. Ayes, Sindt, Mulvihill, Holberg, Ryan,
Zaun.
Mayor Zaun adjourned the meeting at 7:47 p.m.
