Call to order, moment of silence and flag pledge Mayor Hellier called the meeting to order at 6:30 p.m. 2. Roll Call Members Present: Mayor Hellier, Council Members Bermel, Lee, Volk, Wolter Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney; Julie Stahl, Finance Director; John Hennen, Parks & Recreation Director; Allyn Kuennen, Assistant City Administrator; Ann Orlofsky, City Clerk; Brad Paulson, Police Chief; Paul Oehme, Public Works Director 3. Citizen Comments None 4. Additional agenda information Amend the agenda to move Item 9(a) to the consent agenda as item 6(M). Motion was made by Bermel, seconded by Volk, to amend the consent agenda. Fire Department Presentation of the Badge Fire Chief Mike Meyer presented the Class of 2021 rookies with their badge and conducted the oath of office. The Council congratulated the firefighters and thanked them for their commitment and service. 6. Consent Agenda Motion was made by Bermel, seconded by Volk, to amend the consent agenda to add item 6(m) and approve the following: Voice vote was taken on the motion. Public Hearing on the Adoption of a Fee Schedule by Ordinance Director Stahl presented the staff report. Stahl explained that the proposed 2024 budget anticipated adjustment of certain fees. The proposed changes presented were consistent with the discussion conducted at the budget work session on October 23, 2023. Mayor Hellier opened the public hearing at 6:41 p.m. There were no comments from the public. Motion was made by Lee, seconded by Volk, to close the public hearing at 6:42 p.m. Voice vote was taken on the motion. Ayes - Hellier, Bermel, Lee, Volk, Wolter Motion was made by Bermel, seconded by Volk, to approve Ordinance No. 1088 adopting fees and summary publication of the ordinance, and to adopt Resolution No. 23- 139 approving the fee schedule. Roll call was taken on the motion. Ayes - Hellier, Bermel, Lee, Volk, Wolter b. Public Budget Meeting (Truth in Taxation) for 2024 Property Tax Levy and 2024 Budget Director Stahl provided the presentation on the 2023 Truth in Taxation. The proposed 2024 tax levy($43,596,800) is $485,9001ess than the preliminary tax levy approved on City Council Meeting Minutes December 4, 2023 Page 3 September 5, 2023, and will result in a 9.62%increase from 2023 to 2024. Mayor Hellier opened the public hearing at 6:56 p.m. There were no comments from the public. Motion was made by Volk, seconded by Bermel, to close the public hearing at 6:57 p.m. Voice vote was taken on the motion. Ayes - Hellier, Bermel, Lee, Volk, Wolter Director Stahl thanked the finance staff for their hard work putting together the 2024 budget presentation. The City Council thanked the staff for being good stewards of the City. Motion was made by Lee, seconded by Wolter, to approve the adoption of Resolution No. 23-140 Approving the 2024 Property Tax Levy, Resolution 23-141 Adopting the 2024 Budget, Resolution 23-142 Authorizing the ordering of vehicles and equipment for fire and police, and Resolution 23-143 Authorizing the 2024 purchase and disposal of vehicles and equipment. Roll call was taken on the motion. Ayes - Hellier, Bermel, Lee, Volk, Wolter c. Public Hearing(Improvement Hearing) for Ipava Avenue and Indiana Avenue I Improvements City Engineer Johnson presented the project summary, estimated project cost, i description of the proposed assessment area, and an estimate of the amount to be assessed. Johnson explained that the Ipava and Indiana Avenue Improvement project is partially funded with property t�levies, of which a portion is financed through assessments to the benefiting property owners. Mayor Hellier opened the public hearing at 7:06 p.m Nancy, a Lakeville resident asked if this project has been budgeted for 2024. The staff confirmed that it had been budgeted. There were no further comments from the public. Motion was made by Bermel, seconded by Wolter, to close the public hearing at 7:07 p.m. Voice vote was taken on the motion. Ayes - Hellier, Bermel, Lee, Volk, Wolter Motion was made by Lee, seconded by Volk, to approve Resolution 23-144 Ordering the Improvements and Authorizing the preparation of plans and specifications for Ipava Avenue and Indiana Avenue Improvements.
