CITY COUNCIL WORK SESSION

1. Call to order,moment of silence and tlag pledge
Mayor Hellier called the meeting to order at 6:30 p.m.
Members Present: Mayor Hellier, Council Members Bermel, Lee,Volk, Wolter

2. Citizen Comments
The following residents expressed concerns with the sale of the vacant parcel north of
Kenwood Trail Middle School by the Lakeville School District.

Mayor Hellier thanked residents for attending the meeting and for expressing their
concerns. He explained the City's process.Next steps include the purchaser of the property
filing an application for a comprehensive plan amendment with the City. The application
would then go before the Planning Commission where a public hearing would be held.

Next,the Planning Commission would make a recommendation that is forwarded on to the
City Council for a final decision that requires a 4/Sth vote for approval.
• Don Schuster; 19390 Iteri Avenue, requested assistance from the City Council in a
matter regarding a requirement for city services to be connected to his property.
3. Discussion Items
a. 2024 Legislative Priorities Draft
Assistant City Administrator Kuennen and Assistant to the City Administrator Miller
provided an overview of the City's proposed 20241egislative priorities and highlighted
changes from the 2023 version. Added priorities include School Resource Officers and
Earned Sick and Safe Time. Revisions were made to several other priorities to reflect
changes since 2023.
The Council directed staff to make several edits that will be reflected in the final version
that will go before the City Council on December 18,2023. The Council also directed
staff to invite Lakeville's legislative delegation and other stakeholders to the January
work session for a roundtable discussion.
Councilmember Wolter abstained from any discussion relating to the municipal liquor
policy.
b. Potential Housing Programs
Community Development Director Goodroad proposed possible uses of funds the City
will be receiving. She explained that the Legislature passed a housing bill with $1
billion in new funding for various housing programs. The Legislature appropriated state
funds for the programs and established a metro wide sales tax for housing needs,
including a portion of this tax as a local housing aid for metropolitan cities. She stated
that Lakeville will receive a distribution of aid under this legislation with an estimate of
$385,117 in 2024. She proposed several potential uses including affordable
development related, preservation of affordable housing, and home buyer assistance.
The Council expressed interest in establishing a local housing trust fund. The Council
also suggested additional uses of the funds including financial assistance for seniors
moving to assisted living, financial assistance for natural disasters, and partnering with
360 Communities or Habitat for Humanity.

5. Committee/City Administrator Updates
Lee: Attended the Personnel Committee meeting where they are in the final stage of the
Human Resources Director search.

Volk: Stated that there will be a closed session before the next meeting for the City
Administrator's review.
BermeL• The Public Safety Committee reviewed a phlebotomy proposal from Chief
Paulson.
Hellier: Stated that the Lakeville School Board will soon be considering an agreement that
extends the naming rights of Hasse Arena.
Lee: Stated that he met with citizens of Highview Hills who recently celebrated their 100th
birthdays.
6. Adjourn
Motion was made by John Bermel, seconded by Joshua Lee, to adjourn. Voice vote was
taken on the motion. Ayes-John Bermel, Joshua Lee,Luke Hellier, Michelle Volk, Dan
Wolter
The meeting adjourned at 7:56 p.m.
