CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
BOARD OF REVIEW
APRIL 7,1998
The meeting was called to order by Acting Mayor Sindt at 7:00 p.m. .Roll call was taken.
Present: Councilmembers Ryan, Mulvihill, Holberg and Acting Mayor Sindt.
Absent: Mayor Zaun.
Also present: D. Feller, Finance Director; L. Gustafson, Deputy City Clerk.
Mr. Feller provided an overview of the property tax structure and the methods by which
property taxes are calculated. He explained that the major factors that determine property taxes
are:
.Market value.
.Tax capacity class rate and resulting tax capacity value
.Tax capacity rate and resulting property taxes
The assessor's estimated market value is multiplied by the tax capacity rate to determine the tax
capacity value. The tax capacity class rate is established by the State Legislature and will vary by
.type of property classification. The tax capacity value is multiplied by the tax capacity rate to
determine the final property tax.
Mr. Bill Peterson, Acting Dakota County Assessor, explained that the assessors office is
• responsible for determining 1998 property valuations, based on the current market conditions,
for taxes payable in 1999. Property sales from the period of October 1, 1996, to September 30,
1997, were analyzed and considered in determining the 1998 market value assessments. The
County uses a Computer Aided Mass Appraisal (CAMA) system to calculate the market value
based on the property's physical characteristics and other factors, such as market (sales) trends.
He explained that the State Board of Equalization requires the median value of assessment to be
between 90% and 105% of market value. Lakeville's median values are at 95% of market value.
Mr. Peterson stated that properties in Lakeville revalued for 1998 included the Orchard and
Lake Marion areas as well as the downtown area .and properties located southwest of Hwy 50.
Mr. Peterson reported that 106 Lakeville property owners attended the Open Book meetings
held. in March. He explained that if residents in attendance have questions about their valuations,
they are invited to meet individually with the appraisers this evening. ff, after the Board of
Review .hears appeals, property owners still feel .that their .valuation is unjustified, they may
appealto the County Board of Equalization and to the State Tax Court.
Acting Mayor Sindt opened the meeting to general questions and comments. There were several
questions concerning the County's website address.
At this time, the County Assessor's staff began meeting individually with property owners in
attendance. ,Acting Mayor Sindt recessed .the Board of Review meeting at 7:25 p.m. The
meeting was reconvened at 8:25 p.m.

Mr. Peterson reported that his staff met individually with approximately 24 property owners to
review their property valuations. He stated that the Assessor's staff will conduct on-site
inspections with nine property owners who were in attendance and will -contact the twelve
property owners who had provided written appeals. The results will be presented to the Board
of Review prior to its reconvened meeting.

property owners and refer them to the. Dakota County Assessor's office:

98.86 Motion was made by Holberg seconded by Mulvihill to reconvene the Board of Review
meeting on Monday, Apri120, 1998, at 6:00 p.m.

Acting Mayor Sindt adjourned the meeting at 8:30 p.m.
