Planning Commission Work Session

Marion Conference Room
The January 18, 2007 Planning Commission work session commenced at 7:15
p.m. in the Marion Conference Room at City Hall.
Commissioners Present: Kerrin Swecker, Joe Blee, Lowell Miller Stolte, Steve
Pattee, Gerald Grenz, Karl Drotning, Ex-officio Bill Gerl.
Staff Present: Planning Director Daryl Morey; Assistant City Engineer Jay
Rubash; Associate Planner Allyn Kuennen; Daniel Licht of Northwest Associated
Consultants.
Discussion regarding the 2008 Comprehensive Plan Update Process.
? Dan Licht explained the reason for the Comprehensive Plan update and
reviewed the work schedule and process.
• ? Chair Swecker indicated that the schedule is very helpful and requested
that the .schedule be .updated and distributed to the Planning
Commissioners at each work session.
? Commissioner Stolte asked if the Planning Commission will have the
opportunity or be required to review plans from other jurisdictions. Staff
responded that the review of other jurisdictions' Comprehensive Plans is
an administrative function but staff will provide updates to the Planning
Commission when appropriate.
? Commissioner Drotning discussed historical aspects of working. with
adjacent jurisdictions regarding land use and zoning.
? Staff explained that they will work with Dakota County regarding the
Cedar Avenue Corridor Study, the East-West Corridor Study, and
functional roadway classifications.
? Mr. Licht discussed the Metropolitan Council's System Statements and
population projections.
? Commissioner Drotning asked what the Metropolitan Council is requiring
for density. Mr. Licht responded that the Metropolitan Council expects
Lakeville to maintain a 3 unit per acre average density.
? Commissioner Drotning asked when the zoning map and specific
ordinance sections would be updated. Staff said it would be completed
as a separate process after completing the Comprehensive Plan Update.

? The Planning Commission asked what would be the process for public
input and notice of meetings, as well as updates for interested residents.
Staff explained the proposed public input and public notification process.
? Commissioner Drotning recommended having existing and proposed
Land Use maps for the open house so residents can see the existing land
use and proposed changes in their neighborhoods.
? Commissioner Blee recommended a Planning Commission member
attend each .Planning District meeting, and all Planning Commission
members attend the open house at the midpoint of the project.
? Planning Commission members requested a copy of the meeting schedule.
and locations after it is finalized so they may attend the meetings.
The work session adjourned at 8:00 p.m.
