HomeMy WebLinkAbout03-06 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES March 6, 2024 Committee Chair Weberg called the meeting to order at 6:00 p.m. in the Fine Arts Building Conference Room Members Present: Holly Weberg, Lindsay Haneman, Steve Henneberry, Shahid Nadeem, Monica Joubert, Daniel Volkosh (alternate), Erin Young (alternate) Members Absent: Alex Nicholson, Megan Kelley Staff Present: Parks and Recreation Director John Hennen, Arts Center Manager Joe Masiarchin, Arts Center Recreation Program Coordinator Scarlett Larson, Senior Administrative Assistant Stella Eskelson 1. Approval of February 7, 2024 minutes Motion was made by Henneberry, seconded by Haneman to approve the February 7, 2024 minutes with correction as noted by city staff. Ayes: unanimous 2. Citizen comments No citizens were present. 3. Fine Arts Building Tour Staff hosted a tour of the Fine Arts Building and shared information on how the facility is currently being used and future plans for the facility. The acquisition has already allowed staff to expand pottery and painting programs and expand usage of the Arts Center for performing arts programs. 4. Arts Center Program Update Arts Center Manager Joe Masiarchin and Recreation Program Coordinator Scarlett Larson attended the meeting to provide an update on programming at the Arts Center and newly acquired Fine Arts Building that was formerly the Lakeville School District Alternative Learning Center. Programming has expanded to 250+ art classes per year with 2,000 participants and classes filling to 98% capacity. New offerings include theater, dance, glass and fiber classes. Staff saw a 180% increase in program offerings in 2023. Over 2023, the Arts Center hosted 15 exhibits and thousands of visitors. Notably, the Youth Art Month Exhibit attracted nearly 2,000 visitors on the first day of the installation. Public art development and installation continued with a request for proposals for the Antlers Community Park. Three pieces are being commissioned from Milligan Studio, two for the improved Antlers Community Park and one to be located at the Fine Arts Building. The request for proposals was opened up nationwide with a local artist being chosen to complete the Parks, Recreation & Natural Resources committee Meeting Minutes, March 6, 2024 Page 2 community art pieces. Staff also shared the updated community art interactive map that is located on the city website. The 2023 Live at the Lake Series was a success in its first year with 22 performance groups and estimated weekly attendance of 600-1,300. Staff is planning the 2024 concert series and is reviewing performance and vendor applications; the applications were open from December to January. Submissions for the year’s Downtown Lakeville Art Crawl were closed in early March. Thirty artists signed up for this year’s event that is scheduled for May 11. Upcoming 2024 events include a continued partnership with the Puppet Wagon for Art in the Park and the 2024 Lakeville Art Festival that is scheduled for September 21 and 22. 5. Discuss Renaming of Avonlea Community Park Staff reviewed a memo and name suggestions from a prior committee discussion that occurred in 2019. Staff asked for a committee recommendation on renaming the park. The committee and staff were in agreement that the list should be updated, the discussion will be tabled until a future meeting and committee members decided to contribute to a shared document where potential park names can be shared. 6. Park Projects Update and Staff Report A bid opening was held for the buildings that are included in the Avonlea Community Park project. A total of four competitive bids were received for the project, staff will be presenting an agreement with the low bidder at the March 18 city council meeting for approval. A bid opening for the sitework will open March 19. The tables and chairs for the Antlers Park pavilion will be arriving within a couple of weeks. The building has been completed with a few HVAC and lighting details to work out. Parks and Recreation staff that was relocated to the Fine Arts Building is anticipating moving back to city hall on or around April 1. 7. Other Business Active Adults Advisory Committee interviews will be scheduled for March 20, we will not have a regular meeting but would ask that at least four committee members host the interviews at the Heritage Center. Staff will provide additional information as the applications are finalized. Motion was made by Haneman, seconded by Volkosh to adjourn the February 7, 2024 meeting. Ayes: unanimous 8.
