Planning Commission Meeting Minutes
MAY 17, 2007
The May 17, 2007 Planning Commission meeting was called to order by Chair
Swecker in the City Hall Council Chambers at 6:00 p.m.
Flag Pledge.
. Present: Davis, Manikowski, Swecker, Pattee, Grenz, Ex-officio Gerl.
Absent: Stolte, Drotning.
Staff Present: Daryl Morey, Planning Director; Kris Jenson, Associate Planner; Jay
Rubash, Assistant City Engineer; and Penny Brevig, Recording Secretary.
ITEM 3. APPROVAL OF MEETING MINUTES:
The May 3, 2007 Planning Commission meeting minutes were approved as
presented.
The May 3, 2007 Planning Commission work session notes were approved as
presented.
ITEM 4. ANNOUNCEMENTS:
Mr. Morey .indicated the ..following items were distributed to the Planning
Commission members and staff before tonight's meeting.
1. The May 16, 2007 Parks, Recreation and Natural Resources Committee
meeting motion regarding the Meadowlark Wren First Addition final plat.
Mr. Morey indicated that he wanted to discuss at the end of tonight's meeting a
possible early start time for the June 7th Planning Commission meeting due to the
Life Time Fitness open house.
- ITEM 5. MEADOWLARK WREN
Chair Swecker opened the public hearing to consider the application of the Dakota
County Community Development Agency (CDA) for the vacation of a public
drainage and utility easement in Meadowlark Wren First Addition, located north of
210th Street and east of Holt Avenue; and to consider the final plat of 40 townhome
units on two lots to be known as Meadowlark Wren First Addition. Planning
Director Daryl Morey attested that the legal notice had .been duly published in
accordance with State Statutes and City Code.

Dan. Rogness from the CDA indicated that the Meadowlark Wren First Addition
final plat is consistent with the preliminary plat and he would answer any questions
that the Planning Commission or public may have.
Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that
the CDA is proposing to construct 40 family townhome units in eight buildings. She
indicated that the final plat proposes two lots and three outlots. Two of the outlots
will be deeded to the City and the third outlot is a remnant parcel that will be
retained by the developer.
Ms. Jenson stated that the Meadowlark Wren First Addition final plat is consistent
with the approved preliminary plat and. meets ordinance requirements as allowed
under the PUD rezoning approved with the preliminary plat.
Ms. Jenson indicated that the vacation of the existing roadway easements along 210
Street (former CSAH 50) was not included in the preliminary plat public hearing,
thus requiring a public hearing with .the final plat to vacate those easements: She
indicated that the roadway easements will be replaced with platted right of way as a
part of the final plat.
Ms. Jenson stated that should the Planning Commission recommend to the City
Council .approval of the Meadowlark Wren First Addition final plat and easement
vacation, Planning Department staff recommends .approval subject to the 18
stipulations listed in the May 11, 2007 planning report.
Chair Swecker opened the hearing to the public for comment.
There were no comments from the audience.
.07.31 Motion was made and seconded to close the public hearing at 6:06 p.m.
Ayes: 5 Nays: 0
Commissioner. Grenz confirmed that the existing fence encroachments will be
removed. Ms. Jenson indicated that Stipulation 18 in the May 11, .2007 planning
report addresses this requirement. Mr. Rogness agreed that the fence
encroachments will be removed- with the Meadowlark Wren First Addition
development.
Chair Swecker complimented Mr. Rogness on the CDA's product and .appreciates
the detail that the CDA puts into their buildings.

07.32 Motion .was made and seconded to recommend to City Council approval of the
Meadowlark Wren First Addition final plat of 40 townhome units. on two lots,
located north of 210 Street and east of Holt Avenue, 'and the vacation of a public
.drainage and utility easement, .subject to the 18 stipulations listed in the May 11,
2007 planning report.
Ayes: Davis, Manikowski, Swecker, Pattee, Grenz.
Nays: 0
Mr. Morey stated that there is one public hearing (pertaining to a sign ordinance
amendment) possible for the June 7, 2007 Planning Commission meeting. Because of
the Life Time Fitness open house, which the Planning Commission will be invited to,
Mr. Morey asked the Planning Commission if a meeting was held, could they start
the meeting at 5:00 or 5:30. It was agreed that the Planning Commission meeting
could start at 5:30 p.m. on June 7~.
There being no further business, the meeting was adjourned at 6:11 p.m.
