PLANNING COMMISSION WORK SESSION MINUTES
May 9, 2024
Chair Jenna Majorowicz called the work session to order at 6:48 pm.

Planning Manager Jenson provided an overview of the research completed comparing Lakeville’s
parking requirements across twelve uses to metro cities of comparable size. e goal is to evaluate
parking requirements and determine where adjustments can be made to certain uses. Planning
Manager Jenson reminded the commission that the code currently provides provisions to reduce
the overall square footage by 10% for the parking calculation to account for storage areas,
restrooms, etc. e code also allows for parking deferments if a user determines the full amount of
parking is not immediately needed by the use.
e Planning Commission made the following comments:
• Commissioners expressed overall support for considering reductions to parking
requirements for retail including use of a graduated scale, possible use of minimum and
maximum scale for certain uses.
• Consider cost of parking on smaller users/businesses as well as residential uses.
• Consider parking standards for elementary and middle schools be separated and account
for the “extra” facilities that are located with middle schools.
• Support for separating general office (less parking) and medical office uses.
• Support for review of multi-family housing parking standards with caution that enough on-
site parking is provided to reduce spillover into neighborhoods. Discussed effectiveness of
enclosed spaces at some of the newer apartment complexes. Review potential changes
against existing properties.
• Support for considering reductions for daycare uses where there is a history of parking
deferrals.
• Support for reducing parking for warehouse and manufactuing facilities.
• Test scenarios for decreases in parking to existing uses to determine effectiveness.
• Staff will consider these comments as updates are prepared for future consideration by the
Planning Commission.
