Planning Commission Work Session

The Planning Commission work session commenced at 6:05 p.m: in the Marion Conference
Room at .City Hall.
Commissioners Present: Chair Drotning, Davis, Glad, Lillehei, Pattee, and ex-officio Bussler.
Staff Present: Planning Director Daryl Morey; Associate Planner Allyn Kuennen, and Assistant
City Engineer Zach Johnson.
Also Present: Brent Hislop, Synergy Land Company; Nancy Starr and Chris Schmidt, Twin City
Christian Homes; Rick Fenske, Weis Builders; John Rova, Miller Hanson Architects; Robert
Erickson and Ron Gerk.

Allyn Kuennen briefly introduced the proposed project. He pointed out that. the subject property is
guided for medium density land use on the draft 2030 land use plan as a planned transition.
between the commercial land use to the west and the low density residential land use to the east.
The proposed senior housing development would require an amendment to a high density
residential land use designation.
Nancy Starr, Brent Hislop and John Rova described the proposed project in greater detail. They
provided more .information about Twin City Christian Homes, the location and natural features of
the subject property, the benefits the proposed project would bring to the city, and the amenities
associated with the project design.
Robert Erickson requested a copy of the work session packet for this agenda item of which he felt
he is entitled as a citizen of Lakeville.
The Planning Commission- made the following comments:
• The project should include a future public street connection to the east that could provide
public street access for the adjacent undeveloped parcels to the east as well as the two
existing single family homes currently served by a private drive off of 175th Street. This future
street could be located along the north line of the subject property whereby the subject
property and the property to the north would provide one-half of the required right-of-way.. Mr.
Morey indicated that staff could examine possible locations for this future street extension
somewhere between 175th Street and the subject property and make a recommendation to
the Planning Commission in conjunction with a preliminary plat and Comprehensive Plan
amendment for the proposed senior housing development.
• In addition to the location of the future street connection, the Planning Commission also
directed staff to examine trail connections between the subject property and the Argonne
Village commercial development as well as .connections to the future greenway trail corridor.

• The majority of Planning Commission members supported the proposed senior housing use
of the .property as an appropriate land use transition from the commercial uses in Argonne
Village to the low density residential uses to the east.
• The Planning Commission recommended the applicant revise the plans to address the
comments raised at the work session as well as the items listed in the November 14, 2008
planning report. Following staff review of the revised plans, the Planning Commission
recommended the developer host a neighborhood meeting.
Staff stated that the Twin City Christian Home project will follow a similar review process as the
Highview Hills senior housing development, with an initial Planning Commission work session,
followed by a neighborhood. meeting, then a public hearing to consider a Comprehensive Plan
amendment, rezoning and preliminary plat. Staff also stated that the Metropc~itan Council will not
consider the Comprehensive Plan amendment until after they have accepted and approved the
City's 2008 Comprehensive Plan, which could be as late as May or June 2009. The final-plat for
the Twin City Christian Hame development cannot be processed until the Metropolitan Council
approves their Comprehensive Plan amendment.

Staff stated the developer requested this sketch plan be consider at an upcoming work session in
order to address issues raised by staff.
