Community Development staff have identified Chapter 19, Off Street Parking Requirements, as one that has had many updates over the past 20 years and needs a comprehensive review to update the text to reflect the current environment, to be concise, and to be user-friendly for staff, developers, and residents alike. The attached spreadsheet is a summary of parking requirements from 12 metro communities plus the city of Rochester. Rogers and Rochester recently updated their Zoning Ordinances, and Rosemount’s City Council will consider adoption of an updated Zoning Ordinance on May 7. The other 10 communities are ones that staff routinely refer to when looking to see how other communities address an issue. The spreadsheet includes 12 categories of parking requirements. Lakeville’s requirements are at the top of the spreadsheet for comparison. The discussion at the work session will focus on not only what areas may need more or less parking than the current ordinance, but also how those numbers are calculated. As you will see, there are a variety of ways to do so. A few abbreviations used on the table are as follows: SF – square feet DU – dwelling unit Dr – doctor, in relation to medical/dental offices GFA – gross floor area BD – bedroom, in relation to multi-family housing 2 Other uses that we will discuss developing standards for include sacred communities, EV parking as a principal use, cross dock distribution centers, and whether parking credits
