December 3, 2024
1.Chair Seiler called the meeting to order at 4:04 p.m. in the Marion Conference Room.
Members Present: Comms. Rebecca Bergin, Rick Bjorklund, Lowell Collman, Don Seiler,
John Swaney
Ex-officio Members Present: Mayor Luke Hellier, Chamber President Krista Jech
Members Absent: Comm. Victor Arredondo, Joe Eykyn, Andrew Phillips, Glenn Starfield
Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer,
Economic Development Manager
2. Approval of Minutes
a. August 27, 2024 EDC Meeting Minutes
b. October 22, 2024 EDC Meeting Minutes
A quorum was not present at the start of the meeting; therefore, the vote was delayed
until a quorum was present. The vote took place after Agenda Item a. Strategic Plan for
Economic Development Final Report.
Comms. Collman / Swaney moved to approve the minutes of the August 27 and October
22 meetings. Motion carried unanimously.
3. Agenda Items
a. Strategic Plan for Economic Development Final Report
Ms. Goodroad provided an update to the EDC on the Strategic Plan for Economic
Development plan. During the September 19 City Council Work Session, the City
Council requested edits be made to the action item timelines Goal 1 language related
to the HRA and EDA levy action item. Staff has made those changes and wanted to
share these edits with the EDC before presenting the final plan to the City Council
during its December 16 meeting. EDC members appreciated the information and did
not have any additional feedback.
b. Business Retention & Expansion Program
Ms. Bachmayer provided an update on the Business Retention & Expansion (BRE)
program, which will be launched in 2025. In the 2024-2028 Strategic Plan for Economic
Development, Goal 2: Expand Existing Businesses and Promote Entrepreneurship
includes a short-term strategy of “Establish a formal Business Retention and Expansion
(BRE) Program.” The BRE Program will be conducted in partnership with the Lakeville
Chamber of Commerce and include an opportunity for EDC member participation.
Each month, four business visits will be scheduled to be conducted by two interview
teams. Each team will consist of one city staffer, one Chamber staffer and one EDC
Economic Development Commission Minutes December 3, 2024 Page | 2
member. Questions in the interview guide center around topics such as workforce,
operations, innovation, community characteristics and more.
EDC members provided feedback and recommendations on the BRE Program.
Appointed members will be invited to participate on interview teams starting in
January 2025.
4. Development Updates
a. Economic Development Report
Ms. Goodroad and Ms. Bachmayer highlighted a few recent development projects and
new businesses in Lakeville.
b. Marketing Outreach & Efforts
Community Development staff attended two recent events to market Lakeville for
development, including the MNCAR Expo and Minnesota Real Estate Journal’s
Industrial Summit.
5. Other
Mayor Hellier informed the group that Dakota County will be hosting an open house on
December 4 to share information with the public about its final design and construction
staging information for the single-lane roundabout to be added at the intersection or
County Road 50 (202nd Street West) and Hamburg Avenue.
The next EDC meeting will be held on January 28, 2025.
