a. Consider a Preliminary Plat for Airlake DEA
Jeff Schoenecker with Dakota Electric and Shawn Reagan with Hat Trick Investments
have submitted a preliminary plat for Airlake DEA.
Community Development Director presented the staff report. The plat consists of two
outlots and the dedication of right-of-way for the future extension of 222nd Street. The
property is located east of Cedar Avenue (CSAH 23) and north of 225th Street.
The Planning Commission held a public hearing on the Airlake DEA preliminary plat at
the January 23, 2025, meeting and unanimously recommended approval.
Motion was made by Lee, seconded by Wolter, to approve a resolution for the
preliminary plat of Airlake DEA.

b. North Creek Manufactured Home Park Conditional Use Permit
Jay Van Tassell with North Creek of Lakeville, LLC, requested a Conditional Use
Permit (CUP) to expand the existing North Creek Manufactured Home Community.
Community Development Director Tina Goodroad reported that a CUP is required to
expand a manufactured home park in the RSMH zoning district and for a shoreland
impact plan within the Shoreland Overlay District.
The Planning Commission held a public hearing on the CUP at its February 6, 2025,
meeting. Residents provided several comments regarding traffic impacts through the
existing North Creek MHP, concern about the condition of the existing neighborhood,
loss of wildlife on the vacant parcel, and a request for increased fence height. A
stipulation was added requiring all construction traffic to access the development site
through the North Creek MHP. The Planning Commission unanimously recommended
approval.
Since the meeting, the owner of North Creek has shared with staff a schedule for some
improvements to the existing MHP:
• Replacing mailboxes by end of July 2025
• Replacing playground equipment by end of July 2025
• Resurfacing existing driveways in the Fall of 2025 (coordinating with paving of
the expansion roads to save on mobilization costs)
• Exploring options to reduce speeds in the neighborhood
The City Council asked the applicant to describe any unseen investments made in the
manufactured home park since they took ownership.
The applicant added that they made improvements to the community clubhouse, roads,
and tree work and improved the aged infrastructure. The applicant also explained that a
letter was sent to the residents in October 2023 from North Creek Investments,
announcing a neighborhood meeting where they introduced to the residents that, in
addition to doing this expansion, management would also have the excess capital and
equipment to include improvements such as resurfacing the roads, updating the
mailboxes, and adding new signage to the manufactured home park The applicant
explained that they hoped the expansion would happen earlier than now, but that's how
long it took to develop a plan, gain funding, and get approvals to get started.
The City Council expressed its disappointment at the current state of this neighborhood
and asked the City Attorney what options the city had to ensure management would
make these improvements.
The City Attorney, Andrea McDowell Poehler, clarified that they need specifics about
what is required for the Certificate of Occupancy to be issued.
Joleen Christianson 17357 North Creek Drive, addressed the city council about her
concerns about the basketball court's proximity to the creek, traffic in and out of the
park, and the storm shelter's inadequateness for current North Creek residents.

Leroy Oman 17252 North Creek Drive stated Management was not concerned about the
repairs. Trees are falling on the houses, Management does not remove snow from the
streets, and water is not working in several homes.
Clifton Collie 5890 West 176th Street, addressed the water overflow near the creek. He
hopes the DNR will be involved in this project to help protect the creek. �
Sandy Collie 5890 West 176th Street, asked if the fence would be chain link or vinyl.
Shauna Kaun PO BOX 17370, St. Paul. Her residence is on 176th Street. North Creek
already has more police activity than Country View, and she is concerned about adding
more homes to the current problem.
Deb Wilcox 17590 Eureka, her concerns are with the safety and security of the new
neighborhood.
Joyce Mallory 4650 Eveleth Court addressed the City Council about her concerns about
the increase in traffic and the impact on the wildlife in the pond area.
Kurt Mecus 17265 North Creek Lane addressed the flooding along North Creek and
asked who might repair the bridge.
Michelle Graun 5840 176th Street, expressed her concern about traffic and safety and
security for the children.
Amber Kipply 17265 North Creek Drive stated that the park is in disrepair and is
poorly maintained.
Jorge Rodriguez 5870 176th St West, expressed concern about cramming high density
on the property and wondered if the units would be rentals or owner-occupied.
John Aguila 17570 Eureka was concerned about the security and safety of the
community.
Dan Gustafson 5775 Country View Trail, Owner of Country View Mobile Home Park.
Country View Park was constructed in 1972, and he has been involved with
management for over 35 years. He has an appreciation for the legitimacy of
manufactured housing. He was happy to hear the fence was six feet high but asked if
management could extend the fence to seven feet.
Bonnie Olson 17252 North Creek Drive added that her rent has doubled with the new
owners in North Creek. $800/$1000. Management is not building for affordability.
Dylan Kaun 5820 176th Street West, explained that the new management does not have
a good reputation for maintaining its properties. He encouraged the City Council to
look at their properties in Rochester and Omaha.
Jay Van Tassell addressed the concerns of the public. He stated there is nowhere on the

lot for the basketball hoop to go without abutting a street. The application does meet
code for occupancy requirements for storm shelters.
With the addition of these homes, North Creek Investments will have the capital to
change the mobile home park's aesthetics and fix the bridge that floods out. A wetland
delineation was completed, and there are no wetland issues at this site. Management
intends to sell all the homes and not offer them for rent. All owners are background-
checked and they are willing to have a crime-free, drug-free neighborhood.
Community Development Director Tina Goodroad provided an update that the City can
add conditions to the CUP and add their signature line to the CUP. City Attorney
Andrea McDowell Poehler said that there are still questions about the enforcement
ability of this CUP. Staff would recommend making the following revisions to the CUP
prior to the issuance of any new homesite in the new portion of North Creek:
o Install chain link fence prior to home installation
o Resurface all existing driveways
o Installation of new communit}� signage(including but not limited to
monuments, street signs, stop signs, directional signs, etc.)
o Enhance the existing playground and replace all playground equipment
o Hire a tree professional to remove all dead and dying trees
o Include a key box for emergency personnel use only for the gate at Country
View
Motion was made by Lee, seconded by Wolter, to approve the North Creek MHP
conditional use permit and adopt the findings of fact, including the additional
stipulations listed this evening.
