Members Present: Vice Chair Christine Zimmer, Scott Einck, John Swaney, Jason Swenson, Amanda Tinsley, Mark Traffas, Alternate Dylan Duckworth, Alternate Erin Duckworth Members Absent: Pat Kaluza, Ex-Officio Jeff Hanson Staff Present: Planning Manager Kris Jenson, Senior Planner Heather Botten Others Present: Councilmember Michelle Volk, Daniel Licht, e Planning Company, Soren Mattick, Campbell Knutson, Petra Asani, Campbell Knutson Due to new Planning Commissioners and other City representatives in attendance, attendees went around the room for introductions. Vice Chair Zimmer then turned the meeting over to Mr. Mattick. Mr. Mattick, attorney at Campbell Knutson, which serves as the City’s legal counsel, presented information on the following items related to the Planning Commission and their role in the City.  Role of the Planning Commission as an advisory board to the City Council  Role of the Zoning Ordinance o When there is ambiguity in ordinance language, the ruling goes to the property owner or applicant. o What the Zoning Ordinance may regulate. Some areas are more ambiguous and bills have been proposed at the state legislature over the past few years to limit what cities may regulate with zoning.  e difference between permitted uses, accessory uses, conditional use permits, and interim use permits  Variances and what must be demonstrated for the approval of a variance  e 60 day rule for the review and action of certain development applications  Open Meeting Law requirements  Conflicts of Interest Aer final questions from the work session attendees, Mr. Mattick concluded his presentation. He and Ms. Asani le the work session at 7:34 pm. Daniel Licht, planning consultant, provided a summary of comprehensive planning process, which the city is required to undergo every 10 years.
