HomeMy WebLinkAbout08-06 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES August 6, 2025 Vice Committee Chair Henneberry called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room. Members Present: Steve Henneberry, Mark Engler, Dan Volkosh, Vicki Schwartz, Renee Brekken Members Absent: Holly Weberg, Pat Sauer, Saima Ali, Shahid Nadeem Staff Present: Parks and Recreation Director Joe Masiarchin 1. Approval of July 16, 2025 minutes Volkosh made a motion, seconded by Engler, to approve the July 16, 2025, minutes as written. Ayes: unanimous 2. Citizen comments Chad Johnson, 16498 Equestrian Trail Johnson attended the meeting to review the survey results and shared some insight into what he perceived to be popular amenities for the surrounding neighbors, including the community gardens and dog park. Voiced his support for Option B as it had a more balanced feel and provided a buffer between the park and close neighbors. Johnson also identified a potential addition to the proposed fishing locations that staff will review. 3. East Community Park Phase II Update & Neighborhood Survey Results Representatives from ISG attended the meeting to present the results of the neighborhood survey. A brief overview of the planning process so far was given, including field work, research into the history of the area and a review of current amenities and opportunities for expansion. A community engagement survey was shared via social media, a pop-up event and direct mail postcards. Two hundred thirty survey submissions were received and presented to the committee. Concept A: Community Cabin • Focus on passive recreation, increasing waterfront space access • Community gathering spaces • Additional play structure • Four-season restroom building and picnic areas • County trailhead • Dog park • Multi-use field Concept B: Heritage Landing • Centrally located trailhead to connect both sides of the park • Incorporates farming history into play elements and other amenities • Nature play areas • Kayak racks and launch • Larger fenced dog park near woodland • Four-season restroom building and picnic areas • Community garden Parks, Recreation & Natural Resources Committee Meeting Minutes, August 6, 2025 Page | 2 Based on the community survey results and feedback, Concept B was the more popular of the two concepts presented. Staff indicated that the concept will be re-worked based on the neighborhood survey feedback and some elements could be included that weren’t in the original concept. Committee Comments: Overall, Concept B was the preferred concept: • Playground connectivity brought the two halves of the park together • Recommended more staggered bench seating • Historical tie-ins and farm steading theme play elements were very popular, and preferred the more unique aspect of the playground • The community garden was well-received,staff explained how these types of amenities have worked in surrounding communities and think this will be a popular addition to the parks system • The larger dog park area was recommended; consider moving it further from the water • Recommended segmenting the dog park similar to how the Ritter Farm Dog Park is segmented The finalized master plan should be completed by early fall and go out for bid in early 2026 with construction occurring that same year. 4. Arts Center Annual Report This item was tabled for a future meeting. 5. Updated Tree Preservation Ordinance Following the July 16 and 17 PRNRC and Planning Commission meetings, staff reviewed the proposed Updated Tree Preservation Ordinance and added clarification to the guidelines around residential tree replacement. The primary discussion was around the residential lot size requirements where the updated tree preservation ordinance would be applicable. The committee also had questions about the look - back timeframe; staff clarified that there would be a two-year look-back period by City staff. Schwartz made a motion, seconded by Volkosh, to approve the Updated Tree Preservation Ordinance as presented by City Staff. Ayes: unanimous 6. Staff Report Masiarchin shared more information on the Parks System Master Plan process. The consultant will host 5-6 meetings over the next year, planning them later in the day to accommodate committee members' participation. After some discussion, it was determined that staff will send out an electronic, ranked voting survey for committee member nominations. Staff shared an update on the website refresh. This is the first time that Parks and Recreation will have its own dedicated URL and landing page. This provides more opportunities for information sharing, updates and latest news posts. 7. Other Business Volkosh expressed concerns with kids using the old crosswalk location near Antlers Park and have created a foot path between the guard rail and the road. Staff has also observed this and safety improvements and trail access will occur with the construction of the Lake Marion Greenway.
